COMMITTEE MINUTES -ADMINISTRATION MEETING

Discussion:
1.) Van Emmon Property - Horton - Tabled to next Administration
Meeting.
2.) Old City Hall - Historical Society - Cost of tearing down Old City Hall
is $3900. Cost of moving is $12,700 not including moving power
lines or foundation. The City is willing to put $3900 towards the
move to Lyons Farms if the Historical Society wants to move it. The
Historical Society has a meeting on Monday August 21, 1995 and

they will discuss t and vote on what they would like to do. Jack
Jenkins and Bill Perkins have discussed possibly dust moving the
facade. The Historical Society would have to store the facade inside
until thby have the funding to finish it. Prochaska would like to see
what it would cost to more the facade. Perkins would like to do a
walk through on Monday before the meeting. What ever the
Historical Society decides to do, Mayor Johnson would like it done
before winter.
3.) Health Insurance Update - The new policy will go into effect on
September 1, 1995. Nanninga says it is a better plan than what they
currently have and is less expensive. Prochaska would like to see a
copy.

4.) Employee Manual Update - Some wording needs to be
added /changed. If someone gets called back /called out the will
receive a minimum of two hours pay. Sick leave and emergency time
off needs to match the wording in the contact. Prochaska feels that
there should be some wording about the Administration staff and
hours. Nanninga said the hours are not set, they are set by the City
Administrator. After changes are made take to COW.
5.) Audit Report - Pat Dufney will have draft report completed by Friday.
Everyone will receive copies. Scheffrahn was wondering about
additional cost. Nanninga said there was an agreed set amount.
Nanninga feels everyone will be very pleased.
6.) Land Cash Ordinance - School District get 1/3 of the money. They
are mandated to spend the money by a certain ordinance. School
District has to be able to show where the money goes because they
usually get audited about three times a year. School District has
requested a $3000 transition fee for new residents. Cost of putting
someone though the system is $3900. The School District has also
asked the County to collect a transition fee. Porchaska request
pp�opulation ration - 4 bedrooms for homes, 3 bedrooms for duplex.
Nanninga said may have to include detention areas. Prochaska wants
everyone to get a copy. Bring back to next Administration Meeting.
7. & 8.) Public Hearing Update - Water Rate Increase/ Town Meeting Date
Prochaska feels the City should have the Public Hearing first. If
anyone has questions about the water rate increase this will give the
City time to do any presentations. Rate increase will take effect
November 1, 1995. Public Hearing set for September 21, 1995 at
COW. Notice for Town Meeting will be published in the
September /October newsletter Mayor Johnson will check to see if
Beecher is open for October 16, or 17.
9.) Job Descriptions - City Engineer & Engineering Technician -
Technician will report to Engineer, Engineer will report to City
Administrator. Actual billing rate is about 15% . This doesn't
include office space or secretarial services to builders. Can't use
City Engineer as revenue. Bill Schmanski bills on a hourly basis at the
advise of Dan Kramer. Most builders prefer to be bill on a percentage
basis because they know how much it will cost them. Nanninga
would like to keep the billing on an hourly basis. Request a letter of
credit in the beginning on a percentage basis. Return at end of
project. Mayor Johnson would like to have the reporting issue
reworded. Have ad formatted and take to next COW.
10.) Job Review Forms for Department Heads - Mayor Johnson would like
a form to fill out for Department Heads. He would like be have a
place for goals and objectives. Graff recommended contacting Dr.
Banovitz at NIU. They have a program out that is very easy to use
and is menu driven and also allows for own wording. Graff feels Dr.

Banovitz would include a 1 hour training session at no charge.
Prochaska feels we should check with neighboring communities and
see how they are doing their reviews. Mayor Johnson would like to
start doing some reviews around the first part of the year.
11.) Industrial Park - SSA Update - Letter going out to everyone. Public
Hearing scheduled for August 24, 1995. Nanninga is going to order
special service areas documents from Springfield.
12.) Old Business
A.) Spang is please with the progress and hard work J.T. has made
with Mackelvein.
B.) Library Account. Nanninga would like to set up a separate
account for the Library. The Library needs to be able to show
where they spend their money. Best interest is half money goes
for development fees and half money stays into account for
building expansions.
13.) New Business
A.) Paying of bond. Bond is $300. The City has been paying this for
the Library. The Library has not budgeted for this and do not
have the money in their account. Prochaska request that Cliff
Johnson attend the next COW. The Library has to pay their own
electric bill, the rest of the City does not. Check with
Commonwealth Edison to see if the resident fund for the City can
be raised to cover Libraries electric bill.
