Location: Conference Room 111 W. Fox Street Time Adjourned 9:20 P.M. Elected Officials Others Present Art Prochaska Brian Ethington J.T. Johnson Bill Schmanski Bob Johnson Tony Graff Richard Scheffrahn Jim Nanninga Janet - Bridge Street Interiors Discussion: 1. Employee Manual - Tony has reviewed it and it is ready to go to J.T. and his department. J.T. will look it over and sign off on it. 2. Engineering Contract - Consideration is on hiring a City Engineer. One full time engineer and one part -time (6 month's of the year) inspector. Art is concerned that one engineer would be overloaded with work and we would still have to send stuff to get it done. City is looking at CAD systems that would be needed and the cost. City would still be contracting some work out. 3. COPS Universal Hiring Grant - Tony Graff would like Mayor Bob Johnson to enter into agreement with Chief of Police to hire a full time officer. City had applied for a grant requesting two officers, grant only came through for one officer. There is additional money available in this grant. Chief Graff would like to hire an officer by August 95. Mayor Bob Johnson agrees. 4. Beecher Rules - Art P. will call Sue and discuss current rules and discuss recommendations for new rules and rate increases. Would like to see more of the recreation board take on more ownership. Staffing is a problem. Would like to give employee's in the office more hours. J.T. is concerned with the maintenance and replacements on appliances there. Will be getting with Dan to find out legalities. 5. Water Rate Increase - 12 years ago there was two 50% increases. Art P. would like to look up old records to show where the money was spent. He feels City should be able to show starting and ending balances and what changes and additions were made with the money. Take to next COW meeting Thursday July 20, 1995. 6. Old City Hall - Mayor Bob Johnson asked Administration to make some decisions. The building needs painting, roof needs repair, . squirrels are getting in. Two suggestions tear it down, or move it. J.T. has an estimate for tearing it down of approximately $4000. Still working on estimate for moving. Art P. would like to talk to someone 1 1 - Page 2 - at the Historical Society. J.T. wants to get the bell out of as soon as possible. Will have to rent a crane for about $300 for a day. Bring back to next meeting and invite someone from the Historical Society. 7. City Picnic - August 19, 1995 6 P.M. at the Lyons Club Pool. Jim N. is asking for a $- 5 donation to from three companies to cover the cost. 8. Additional Business City Real Estate Properties - J.T. & Mayor Bob Johnson agrees to go with lowest bidder. Sue is requesting 5 %. The lots on Walnut Street should be rezoned and reappraised for residential, this would make them easier to sell. Property to the north has not been developed yet and would like to wait on rezoning until it is developed. J.T. feels that if City lowers the price of the lots they will sell. Council needs to consider rezoning. Janet with Bridge Street Interiors would like to move into her new location in Countryside Center Friday July 21, 1995. Her current lease expires. She would like to furnish a letter of credit to secure E Pavement has not been installed yet and she will be doing business out of that location as of Friday. Take to COW on Thursday July 20, 1995 and take a consensus. Bill Schmanski has presented his hours and amounts charged. He has been working without a contract for a few months.
