Due to the ongoing Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by allowing remote attendance at the Public Safety Committee meeting. In Attendance: Chairman Dan Transier/in-person Alderman Craig Soling/in-person Alderman Matt Marek/in-person Absent: Alderman Seaver Tarulis Other City Officials in Attendance: Police Chief Jim Jensen/in-person Others in Attendance: None The meeting was called to order at 6:00pm by Chairman Dan Transier. Citizen Comments: None Minutes for Correction/Approval: September 1, 2022 The minutes were approved as presented. New Business: 1. PS 2022-24 Monthly Report Review for August 2022 – September 2022 Chief Jensen presented a summary of the reports. He cited police activities for August including National Night Out, Special Olympics, photos of community events, swearing in of a new officer and softball tournaments. He reported on the numbers of training hours, crashes, directed patrol and citations issued. He also reported on the Part I and II crimes and calls for service for the month. September stats were also reported by the Chief. He said the 9-8-8 system for mental health calls is now functional. He also presented the number of training hours, crashes, citations, as well as directed patrol efforts, Part I and II crimes, calls for service and portable sign results. He said gas costs for squads will be over budget in September. 2. PS 2022-25 Adjudication Reports for August 2022 – October 2022 Page 2 of 2 Chief Jensen said there were 3 tickets dismissed and some citations were issued for expired plates and registration. Disorderly Conduct tickets were issued during Hometown Days. 3. PS 2022-26 Ordinance Amending Title 5 of the Yorkville City Code (Police Commander) Garrett Carlyle was recently promoted to Police Commander and Attorney Orr updated the city ordinance to include that position in the Police Department. 4. PS 2022-27 Training Coordinator – Shared Services (Discussion Only) A list of department training requirements was given to the committee members and Chief Jensen said he was going to present the idea of a Training Coordinator at the capital budget discussion. This would be a shared position with Plano and Oswego to save money on training and the cost would be split 3 ways. Currently, department personnel spend 494 hours a year to set up training which includes submitting outlines, organizing training, looking for sites and instructors, so officers can receive credit for the training hours. The total salary with benefits would be about $65,000. Chief Jensen said larger departments such as Aurora, already have a dedicated person for this position. If Montgomery is added, 2 persons would be needed. He also said he would like to see more common policies and more shared positions with all 3 municipalities. The position would coordinate training, but not actually do the training, gather materials and forward them to the state and would need law enforcement experience. The Committee approved the idea and it will be moved forward by Chief Jensen. 5. PS 2022-28 Sale or Destruction of Surplus Equipment (Squad M1 & M22) The Chief said he would like to dispose of 2 vehicles which have electrical and other issues. Auto Smart in Oswego will sell/dispose of these vehicles with the Committee's approval. 6. PS 2022-29 Resolution Authorizing the Purchase of Two Police Interceptor SUVs from Morrow Brothers Ford, Greenfield, Illinois in 2023 in an Amount Not to Exceed $142,000 from the FY 24 Budget Due to the length of time and uncertainty of acquiring new squads in a timely manner, Chief Jensen asked approval to order now instead of waiting. He would like to order only 2 of the 3 that are budgeted, since they likely will not be delivered until the end of next year. Alderman Soling asked if the price is locked in when ordered. Chief Jensen said that he was told the price will be locked and the cost is $71,000 per vehicle. He said some of the old equipment will be transferred to the new squads by Morrow Brothers. 7. PS 2022-30 Meeting Schedule for 2023 The Committee agreed to continue to meet every other month at 6pm. Old Business: None Additional Business: The Chief noted that all the items discussed tonight should be on the City Council agenda for the following Tuesday. The attending agencies included the Yorkville Police Department, Kendall County Sheriff's Office, Aurora Police Department and St. Charles Police Department. While we had the chance to have some good hearted competition our primary focus was to support our Special Olympics Illinois community. We would like to thank the many local sponsors for their generous donations which will be donated fully to support the athletes and programs through Special Olympics Illinois- Region C and the non for profit Go For It Special Recreation Association. Garrett Carlyle was promoted to the rank of Deputy Chief and Patrick McMahon was promoted to the rank of Commander. Both have served this department with honor and distinction and we are very happy and proud to welcome them to their new positions. Deputy Chief Carlyle has been with the Yorkville Police Department since 2007 after graduating from Northern Illinois University with a Bachelor’s degree in sociology. Deputy Chief Carlyle has served a variety of rolls within the organization to include patrol officer, criminal investigator, master firearms instructor, undercover narcotics officer, major crimes task force investigator and swat team member. Congratulations Garrett, we are very proud of you and all that you have accomplished. Commander Patrick McMahon has been with the Yorkville Police Department since 2004 after graduating from Western Illinois University with a Bachelor’s degree in law enforcement justice administration. Commander McMahon has served a variety of rolls within the organization to include detective, detective sergeant, field training officer, field training coordinator, internet crimes investigator, evidence technician/custodian and major crimes task force assistant commander. Commander McMahon excelled in his role as Detective Sergeant. Congratulations Patrick, we are very excited to have you as part of the Command Staff and very proud of all that you have accomplished. Directed Patrols are a result of complaints received and substantiated based off the following criteria: monitoring traffic, traffic count studies or speed studies. McMahon was promoted. On that date, Detective Sergeant Nelson began his new position. For the past three weeks, Detective Sergeant Nelson has been learning the complexities of his new position, which includes evidence custodian duties, supervising the Detective Squad, and background investigation. In October, detectives received a tip from another agency regarding a retail theft that occurred in September at Menards. Based on that tip, detectives traveled to a long-term motel complex in an attempt to locate the suspect vehicle. Not only was the suspect vehicle located, but the suspect was actively moving items into and out of the vehicle. That suspect was later identified and confirmed to be the suspect of the retail theft. Based on that information, an arrest warrant was issued for William Meyers, age 44 of Aurora, Illinois, and he is currently wanted for retail theft. During October, Detective Ketchmark, Detective Sergeant Nelson, and Commander McMahon attended the Illinois Homicide Investigators Association Conference in Itasca, Illinois. That conference focuses on improving detective’s abilities to investigate violent crimes and homicides. The Homicide conference provides career development and also assists officers with receiving required training hours to remain certified as a Lead Homicide Investigator, which Detective Ketchmark, Detective Sergeant Nelson, and Commander McMahon are. Detectives met with each of the registered sex offenders on Halloween, and passed out hanging placards, that reminded them that they are not allowed to participate in Trick-or-treating events. No issues were reported with any of the registered sex offenders living in the City of Yorkville during Trick-or-treating. Detective Ketchmark worked tirelessly with the U.S. Securities and Exchange Commission (SEC), the Kendall County State’s Attorney’s Office, and other financial institutions during the investigation. Detective Ketchmark was able to successfully charge Bradley Goodbred with 23 felony counts of Theft and Financial Exploitation of the Elderly. Goodbred was taken into custody by the Detective squad on 11/30/2022 in Aurora, Illinois, with the assistance of the Aurora Police Department. During November, Detective Ketchmark and Student Resource Officer Goldsmith attended two separate trainings regarding evidence collection and preservation through the Kendall County Major Crimes Task Force. These trainings will assist Detective Ketchmark and Officer Goldsmith with processing and evidence collection of violent crime scenes for both the Major Crimes Task Force and the Yorkville Police Department. Additionally, the detective squad had contact with 2 registered sex offenders for their regularly scheduled registrations. Detectives also conduction 10 background investigations. The detective squad also participated in “Shop with a Cop” and “Pies with Police”, along with beginning the “Coffee with a Cop: Detective Addition” on the department Facebook page. Power may be affected at area residences. Facebook Post (12/19/22): With the chance of snow at the end of this week the Yorkville Police Department wants to remind the public that per Yorkville city ordinance 6-2-3G, parking on city streets is prohibited after a snowfall of more than 2 inches for 24 hours after the snowfall has ended. Roadways that are clear of vehicles allow for more efficient, and quicker, removal of snow by our snow plows. Failure to remove a vehicle from a city street may result in a $50 ticket and the vehicle may be towed at the owner's expense. Lost Dogs/Adoptions/Lost Ducks Facebook Post (12/1/22): While working the night shift as a Police Officer you never know what kind of call you may receive. Some calls are of the emergency nature and others are more community oriented. Last night in the frigid temperatures, Officer Meyer received a call about a small kitten stuck in a bush. Officer Meyer was able to capture this stray and bring the kitten to his warm squad car. Due to the age of the kitten it needed to be fed by syringe. It was at this time; other members of the team were able to feed the kitten. Officer Meyer was able to transfer this kitten to an animal hospital for future care. In the spirit of Christmas, Officer Warren named this kitten Kevin. This name was given due to his favorite Christmas movie Home Alone. During the compliance checks, which occurred over the course of 3 days, 6 violators were cited at 6 different businesses. Each violator was an adult. These compliance checks were organized and completed by Student Resource Officer Goldsmith and utilized 2 undercover area residents who assisted the Police Department. Detective Ketchmark was able to become a certified drone operator through the FFA for our recently established drone program. The Detective Squad worked on 2 death investigations that occurred during December. Additionally, 18 background investigations were completed on coaching staff, solicitor applicants, and perspective new hires. Honesty & Integrity: Honesty is being truthful, sincere and free of deceit. Integrity is the practice of showing strong adherence to moral and ethical principles and values such as honesty, honor, dependability, and trustworthiness. A person with integrity does the right thing, even behind closed doors. 2. YPD Community Policing is building partnerships and relationships with the community to prevent crime, solve neighborhood problems and creating a safe social environment for people to live. 3. Professionalism: The skill, good judgment and polite behavior that is expected from a person who is trained to do a job well. Treat others as you want to be treated. Treat others as they are your mother, father, son, daughter, or spouse. Measures of Success: The evaluation of performance and the measurements of success will include the following: x Command Staff Check-In: Bi-weekly (every two weeks) meetings will be conducted with the Command Staff to discuss our department goal and evaluate our successes and areas for improvement. Annual Update: The original intent of this goal was to meet and discuss at the bi- weekly meetings conducted between the Chief of Police and each Command Officer. While this was done, we also do this at our weekly command meetings. During each meeting we talk about individual staff members and teams, reviewing both challenges and successes within the organization. These meetings have proven to be very helpful as they provide updates of what is going on in the organization both positive and negative and they allow us to identify areas of concern or improvement both professionally and personally. (Discussion Topics: Internals/complaints, high crime areas, union issues/concerns, CIT, Accreditation updates, program updates, etc.) x Supervisor Meetings: Monthly Sergeant meetings will be organized to discuss our department goal and evaluate our successes and areas for improvement. Annual Update: Monthly Sergeants meetings have been conducted throughout the year. During these meetings each Sergeant talks about team/individual accomplishments along with individual performances. Issues of concern are discussed within the group along with implementation and communication plans for improvement. In addition, bi-weekly meetings were held with the Patrol Sergeants. Our Sergeants took initiative to improve in-house record keeping (Kelly Time) and initiative to interact with our community (Marketplace, community roll calls, traffic letters) x Department Complaint Reviews (Internal Investigations, Complaint Inquiries): The Field Operations Division will conduct a monthly review of complaints and internal investigations. Each complaint and IA will be discussed at our weekly Command meeting. Complaint Inquiry is a classification used to address and document a citizen concern or question about a policy, procedure or tactic used by an employee of the Department. The purpose of a complaint inquiry is to review the employee’s actions with regards to a citizen’s complaint in which an optional, official formalized sworn complaint is not requested by the complainant. ALL complaint inquiries are investigated and forwarded through the chain of command for review. Annual Update: Complaints, both formal and informal are discussed at our weekly command meetings. In 2022 there was one (1) formal internal investigation. This complaint was “unfounded”. Regarding 2022 complaint inquiries we investigated five (5) complaints, all of which were “unfounded”. In addition, our officers received several compliments and thank you letters for their response with mental health incidents and impromptu interactions with the public. x Response to Resistance Reviews: The Field Operations Division will conduct monthly reviews of each Response to Resistance to determine not only policy compliance but ethical compliance. Annual Update: A Response to resistance review is conducted when the forced used is beyond what is normal and customary in making an arrest. Our multitiered review process goes through five layers of review to include the Shift Sergeant, Defensive Tactics Instructor, Police Commander, Deputy Chief and Chief of Police. In addition, all Response to Resistance cases are discussed at our weekly command meeting. This year we arrested 421 people, responded to 101 mental health calls for service, participated in 65 voluntary/involuntary committals and handled 13,538 incidents throughout the year with only five (5) Response to Resistance cases. In all response to resistance cases the force used by officers was deemed appropriate and within policy. Officer training specific to force, to include deadly force is ongoing throughout the year meeting both departmental standards and the Illinois Law Enforcement Training and Standards Board standards. x Incident Debriefings: Incident debriefings will be conducted to identify departmental responses and areas for improvement. Incident debriefings can be conducted on any call for service determined by the Shift Supervisor. Annual Update: Incident debriefs have been conducted on a multitude of cases/calls to include storm response, missing person, response to resistance calls, mental health calls for service, hold-up alarms and a house fire. x Daily Pass-On Audits: The Command Staff will conduct daily reviews of Pass-On to assist in identifying debrief opportunities as well as evaluating our departments response to calls for service. Annual Update: Pass-On is reviewed daily by YPD Command staff. These reviews are conducted to not only make sure our response to calls for service are appropriate and within policy but to identify any potential concerns or liability related issues. Throughout the year questions have been asked, by command and elected officials regarding death investigations, missing persons, stolen vehicles, bar fights, storm response, domestic violence and business assists. x Social Media Audits: The Support Services Deputy Chief will conduct monthly audits of our social media accounts to examine not only our positive footprint in the community but any complaints or issues that could have a negative impact on our department’s reputation. Annual Update: Social media pages (Facebook & Instagram) are reviewed weekly by command staff with an informal audit being done after each post. This audit review includes comments or complaints made by the public, a review of the likes and dislikes, total number of hits or shares per post and the overall approval of the community based on the posted comments. All questions and private messages are reviewed and responded to in a timely fashion. Public comments that are inappropriate or violate not only Facebook and Instagram standards, but our department standards are immediately “hidden” however not removed completely from the site. x Personnel Early Warning System: A Personnel Early Warning System (PEWS) is designed to help identify and assist employees who display behavior consistent with early indicators of certain performance and/or stress related problems and to facility any necessary or appropriate follow-up activities before the behavior becomes detrimental to the individual and/or the agency. Currently, we do not have a PEWS. This year we will be researching, developing and implementing such a program. Annual Update: The development of our Early Warning System (EWS) is in process. This goal is going slower than expected, however, on track to be fully implemented and integrated into policy by the end of 2022. GOAL #1: Employee wellness, advancement and competency-based decision making. Goal Objective/Course of Action: The objective of this goal is to develop our most valuable resource, our people. To assist in building our people we must take a wholistic approach that focuses on personal and professional wellness. This approach will help us identify and enhance employee strengths as well as potential areas for growth. This approach will also aid in identifying when an employee may be in crisis and in need of assistance. Specifics: The leadership team will be responsible for completing individualized training plans for each person they supervise. These training plans will include personal interviews with staff members discussing the following topics: 1. Personal & Workplace Wellness 2. Workplace Advancement Planning (Promotional & Positional) 3. Competency Based Training The attached individualized training plan will be utilized to track and document the supervisor’s conversations with each department member. This document, which is a living, breathing document shall be updated during or after each meeting and utilized to help complete the annual performance evaluation. On occasion there may be activities that will need to be completed to include research, self-reflection, job shadowing, etc. These activities are designed to expand knowledge and understanding in areas for which they have an interest. Time Sensitive: This goal will be reviewed and discussed at weekly command meetings, bi-weekly Sergeant and command one on one check-ins and monthly Sergeant’s meetings. Goal Assessment: Officer Assessment: Assessments at the officer level will be conducted on a bi-weekly basis. These bi- weekly, in person meetings, will be between the Team Sergeant and the individual officer and documented on the individualized training plan. Additional discussion will take place at the monthly Sergeants meeting. Time during each meeting will be allocated for open and honest dialog on individual performance and growth of the officers. Sergeant Assessment: Assessments at the Sergeant level will be conducted on a bi-weekly basis. These bi-weekly meetings will be in person between the Sergeant and Commander or Deputy Chief. Each meeting will be documented on the individualized training plan. Additional assessments and discussion will be conducted weekly at the weekly Command meetings. Time during each Command meeting will be allocated for open and honest dialog on individual performance and growth of the Sergeants. Command Assessment: Assessments at the Command level will be conducted on a bi-weekly basis. These bi-weekly meetings will be in person between the Commander/Deputy Chief and the Chief of Police. Each meeting will be documented on the individualized training plan. Reassessment: Reassessment will be an ongoing process based on discussions during bi-weekly individual meetings, Sergeant’s meetings, and Command meetings. Measures of Success: The following Measures of Success will be utilized to track compliance and success of this department goal: 1. Goal Discussion & Check-In: An initial meeting should take place by the end of January to discuss the department goal. Discussion shall take place specific to training and career development and career path guidelines. Specific career path guidelines, as outlined in policy 810 (Training and Career Development) shall be completed. The career path guidelines detail personnel and educational qualifications associated with each promotional and positional opportunity. 2. Individualized Training Plans: The individualized training plan shall be updated during or after every meeting. Activities will be agreed upon and documented. Ultimately, we want to provide opportunities for happiness and growth in the workplace. Opportunities exist, taking advantage of these opportunities will rest with each person. An employee’s effort or lack thereof, in striving towards or meeting their goals, will be documented on the annual performance evaluation. 3. Training: Training classes and conferences shall be researched, scheduled, and documented pursuant to our training and career development policy. 4. Early Warning System Documentation: The department has purchased the Frontline Professional Standards software to input all data reference the Early Warning System. All Supervisors will be responsible for continually assessing staff work performance so that indicators of problematic performance and behavior can be addressed before they hurt the staff member or the organization.
