PARK BOARD MINUTES
Sept. 18, 1996
ROLL CALL: Dave Dockstader, Julie Bromann, Dave Schmelzle, Staff: Sue Swithin,
Art Prochaska.
Guests: Jim Nanninga, City Admin. Linzie Coffey, Mayor Johnson, Kathleen Curtis,
citizen.
Meeting called to order at 7:38 p.m.
MINUTES
Sept. minutes reviewed - Julie motioned to accept the minutes from the meeting, Dave
S. seconded - motion passed.
PARK BUILDING
Linzie Coffey discussed a possible fund-raiser for cedar siding and improvements for the
Bistro/Park Building. He thought the block on the South side of the building was not
conducive to a "park setting". Linzie's idea was for a Casino Night with dinner. There is
a $200.00 registration fee for 4 events a year with the Bistro donating half of the fee.
He will use the American Legion at no charge and is looking for a non-profit sponsor.
The Park Board suggested he ask the Riverfront Foundation to sponsor this and to
pursue an acceptable date to book this. He also needs volunteers to run tables. The
Park Board said they would help.
OPERATIONAL HOURS
There was discussion of the problem with Scott's time. After the water problem on the
South side Scott will be assigned to the Parks. Scott will only be pulled from the parks
by Jim Nanninga with the Mayor to be informed. A budget for man hours for different
tasks/jobs is a tool to use to create and stay on budget. The Board needs to focus more
at Budget time on priorities. It was mentioned that Sue and Scott become more involved
In the budget.
PARK & RECREATION LEVY
Dave D. asked Jim Nanninga about the situation regarding the levy that was considered
on the tax bill. The Park Board needs to make this a recommendation and give to Art to
be presented to the City Council.
BOARD MEMBERS
Dave D. recommended that the Board be expanded. At the Oct. meeting we will discuss
this issue and decide on the number of members appropriate.
SALVATION ARMY ANNUAL CONTRACT
A site agreement with the Salvation Army was read and recommended to accept. Sue is
to contact Major Jordan of the Salvation Army and inform him of the maintenance
agreement. Dave S. motioned to accept the agreement and forward to city council.
Dave D. seconded. Motion passed.
MAYOR JOHNSON.
The Mayor thought it would be a fitting tribute to name the Park at Blackberry Creek
North after the late Jack Purcell Purcell Park. The Board aq_ rees and wishes the Mayor
to approach the Purceli family with the idea.

Sue has attempted to contact Dan Kramer to set up a meeting for discussion about legal
perimeters ,filth the School Dist. Jim u Is to contact Dan Ki anper to set up the legal issues
with the School Dist. Jim is to contact Dr. Engler to get some specifics on their
proposal, i.e. land, $, time frames, city negotiations etc... Julie, Dave S., and Jim will
meet with Dr. Engler.
The Mayor left at 8:51
LAND CASH SUMMARY
Jim explained the report of land cash that he put together. THANKS, JIM! He also
brought us a check list for subdivision developers that would determine if they are
meeting the requirements. New ordinance 4-95 to be read by Board for changes by the
next meeting.
BILL LIST
Dave S. motioned to approve the bill list - Julie seconded. Julie -yes, Dave S.-yes, Dave
D.-yes. Motion passed.
DIRECTOR'S REPORT
Bull's tickets are for Nov.11, only 25 tickets were available. Park Board and Park &
Recreation Staff have an opportunity to purchase 2 each. No bus!
Sue got another bid from Sawhorse Renovation for added storage in Beecher Bldg.
The bid for cabinets in Dailey and next to the kitchen in Austin are least important. Cost
of the three items; storage room, Austin wall, moveable cart total approx. $2,500. Dave
D. moved that we approve items no. 1,4,and 5 not to exceed $2,600.00 from Land Cash
Account #81500-0060. Julie- seconded. Dave S.-yes, Julie -yes, Dave D.-yes. Motion
passed. The check for material purchases will be cut upon the materials being
received.
Sue explained the 5 year plan for Beecher report, and the work order file report.
CITY LIASON'S REPORT
Operations Budget was discussed. There will be an emphasis on tracking man-hours
needed to complete the various projects. Job descriptions will be important.
Rental agreements recommended for the Park ordinance are to be updated. Board
members are to look at the ordinance for possible changes.
Dave D. asked Art how Riverfront Festival turned out? Revenues increased slightly, but
expenses did also, due to the increase in property size. Dave D. recommended that
dogs not be allowed there next year, for the safety of seniors and children.

Discussion of a storage shed for the Riverfront Festival Committee took place. Art
asked the Board if a shed could be located behind the Parks Building on the North side.
It would be moveable. Some members were concerned about the size and movability if
the Park bldg. needed to be increased with other bays. More discussion will follow.
