Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial Disaster
Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under
the Illinois Emergency Management Agency Act. Due to the ongoing Covid-19 pandemic, The
United City of Yorkville is encouraging social distancing by allowing remote attendance at the
Public Safety Committee meeting.
All attendees were in-person.

The meeting was called to order at 6:01pm by Chairman Dan Transier.

The minutes were approved as presented.
New Business:
1. PS 2023-01 Monthly Report Review for October 2022 – December 2022
Chief Jensen said there are 3 months of reports which he will review in the annual report
summary, later in the meeting.
2. PS 2023-02 Adjudication Reports for November 2022 – February 2023
The Chief detailed the activities on these reports, saying most of them are some of the usual
occurrences, such as dog bite, parking, alcohol sales to minors, etc. This is informational.
The next 2 items were discussed simultaneously.
3. PS 2023-03 Association for Individual Development Services - Discussion
4. PS 2023-04 Illinois State Police Services - Discussion
The Police Department is exploring bringing additional services into the new city hall. The first
is A.I.D. which has a contract with the state with a $1 million grant to bring in emergency crisis

response teams for mental health calls. If the call is not a police emergency, the mobile team will
be dispatched to handle these mental health emergency calls. Chief Jensen said under a new law,
his department cannot legally respond to this type of call. A.I.D. will provide 8 hours annually
of social work services for requesting police departments in Kendall County. A.I.D. will have an
office in the new Police Department and will provide immediate services for families in need.
A.I.D. will also provide death notification services as well as other assistance.
The Illinois State Police has re-drawn their district boundaries and moved some of their resources
closer to Chicago. This puts Kendall County into a group of 6 six counties, rather than just 3
counties. ISP will be provided an office in the new city hall when they are handling cases in this
area. Chief Jensen said he believes ISP personnel will be in that office 2-3 days per week.
Chairman Transier asked if some of the satellite offices are being closed as a result. Chief said
troopers/detectives are being re-deployed to various locations while support persons will remain
in the satellite offices.
5. PS 2023-05 2022 Yorkville Police Department Annual Report Review - Discussion
Chief Jensen discussed several aspects of this report which will be available on the website:
1. Calls/incidents increased from years 2021 to 2022.
2. Professional Standards Report is to insure the department is transparent to the public.
There were 6 total formal complaints filed for the year and 5 informal complaints were
also made and investigated.
3. There were 143 criminal cases , 180 were closed (some from previous years).
4. FOID/CCL stats and sex offender contacts are now being tracked.
5. Discussed alcohol and compliance checks, discussion of alcohol stings.
6. Kendall County major crimes task force provides additional staff from other departments
in the event of a major crime.
7. 2022 is last year UCR data will be provided, it will switch to a new data reporting system
next year. UCR provides Part I & II crimes data.
8. Discussed directed patrol stats from major roadways.
9. Department tracks and evaluates “use of force” cases and requires 4-5 levels of staff
review. Only 5 cases of use of force were recorded and he provided numerous stats from
these cases.
10. Mental health calls resulted in 35 voluntary commitals, 40 involuntary commitals.
11. Biased based policing requires all traffic stops are tracked by gender and race.

6. PS 2023-06 2022 Annual Goal Review
Chief Jensen said the primary 2022 goal was to make sure that everything the department
did, was done with excellence. He listed the measures of success for this goal: command
staff check-ins, supervisor meetings, department complaint reviews, response to
resistance, incident debriefs, daily passing-on of info from audit of social medias, early
warning system. He gave details for each measure.
7. PS 2023-07 2023 Yorkville Police Department Annual Goal
The Chief also discussed the 2023 annual goal which is “to focus on employee wellness,
advancement and competency-based decision-making”. The following steps to achieve this goal
are: (1) Staff will look for signs of any trouble (personal/professional) for an officer before it
escalates. (2) Various advancement tracks are provided since many officers desire

advancement into specialized areas such as canine units, detectives, etc. (3) The department
also must provide the best training. Staff currently meets regularly to track these aspects.
Old Business:
Chairman Transier asked about license plates readers and if any information resulted in arrests,
investigative leads, etc. from the readers. The Chief responded no, but an audit is done every
other month. He said only 4 staff have access to that system and it must be for a serious felony or
with Chief's permission to use. This system gives access to anywhere in the state that has
readers. He said some departments use drones which go directly to the site of the problem. He
shared a recent incident where someone was apprehended using the drone. He said 6 personnel
are trained to operate them and they must be certified. It was also recently used to assist Public
Works.
Additional Business:
Alderman Marek said he would like to commend Officer Goldsmith for his interaction with the
students and school and that he is very well-liked.
There was no further business and the meeting was adjourned at 6:53pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and community
regarding crime, traffic, and community policing efforts of the police department. This document is
easy to understand, provides a multitude of data and is comparative in nature to the previous month and
year. This report will be disseminated to the entire board and city staff on a monthly basis and will be
made available to the public on-line.

Facebook Post (01/01/23): Yorkville Police are currently investigating the report of shots fired.
Initial investigation indicates that one of the shots fired struck a residence. No injuries have been
reported. If anyone can provide any witness information, please contact the Yorkville Police
Department at 630-553-4340.
Facebook Post (01/03/23): Another exciting day for the Yorkville Police Department. We would
like to congratulate and welcome Patrol Officer Jacob Schwartz to the Yorkville Police
Department. Jacob is a graduate of Western Illinois University and comes to us with over three
years of law enforcement experience. Please join us is welcoming Jacob to your police
department.

Schwartz is a graduate of Beecher High School and Western Illinois University where he obtained a
bachelor’s degree in Law Enforcement and Justice Administration. Ofc. Schwartz joins us as a certified
police officer with four years of police experience. Please join us in welcoming Ofc. Schwartz to the
Yorkville Police Department.
Facebook Post (01/18/23): Today the Kendall County Association of Chiefs of Police was honored
to officially welcome our Chaplains team. The team is made up of community faith leaders who
have volunteered their time to serve the community and our local law enforcement agencies.
Each member has received training through the International Conference of Police Chaplains and
comes to us with a wealth of experience. The chaplains program aims to serve all members of
our community with care, compassion, and collaboration. THANK YOU to each of our chaplains
and your willingness to give back to our community. We look forward to partnering with you!
Facebook Post (01/25/23): As of 8:00am we have received 2' of snowfall with more expected!
The Yorkville Police Department wants to remind the public that per Yorkville city ordinance 6-2-
3G, parking on city streets is prohibited after a snowfall of more than 2 inches for 24 hours after
the snowfall has ended. Roadways that are clear of vehicles allow for more efficient, and quicker,
removal of snow by our snowplows. Failure to remove a vehicle from a city street may result in
a $50 ticket and the vehicle may be towed at the owner's expense

morning. We are experiencing icy road conditions throughout the county! Please avoid the area
of GALENA ROAD AND KENNEDY ROAD as we are working to remove several vehicles from the
roadway. Thank You.
Facebook Post (01/08/23): Yorkville Police are currently in the area of the 1300 block of Coral
Berry Ct. investigating the discharge of a firearm in which a residence was struck by an errant
bullet. No injuries are currently reported and there is no active threat to the public. Heavy police
presence may be in the area for the time being. Updates will follow as necessary. Thank you.
****Update**** YPD with the assistance of the Kendall County Sheriff’s Office have been able
to locate all persons involved in the incident. We can confirm the incident was unintentional and
poses no further threat to the public. Excess police units should be clearing the area. Thank you
for your patience as we addressed this matter.

authored by the School District regarding the police activity at Yorkville Intermediate School this
afternoon.

Facebook Post (01/22/23): FOUND DOG This adorable guy was located in the 1200 BLK of
Clearwater Dr., located in Heartland Subdivision. This little mister wandered off while admiring
the snowfall but wants to go home now!! In the meantime, he’ll be helping Officer Caruso at the
department! Thanks to Officer Lobdell for the “candid” picture hard at work Please help us
find this guy’s owners!!
UPDATE: Dog was returned to owner! Thank you all for your assistance
Facebook Post (01/25/23): RUH-ROH, LOST DOG ALERT! This good boy is lost and needs help
finding his family. He was located in the area of Marketplace Dr and unfortunately has outdated
microchip information. If you are the owner or recognize this K9 please contact the Yorkville
Police Department at 630-553-4340. (Until then he'll be hanging out at the police department
with Officer Shapiama) Update: This K9 had been transferred to Kendall County Animal Control

DETECTIVE SQUAD
In January of 2023, SRO Goldsmith charged three juveniles for fights that occurred at schools
within the Yorkville School District. Each incident was reported by school staff and investigated
by SRO Goldsmith. In each incident, the school handled internal discipline and SRO Goldsmith
forwarded charges of battery to the juvenile court system.
Throughout January, the Detective Unit was assigned multiple retail theft investigations. Several
of those cases have charges pending, while several are open and ongoing investigations.

Facebook Post (02/01/23): Our Battle of the Badge blood drive has started, and we have some
open slots. Come on out and donate. Help give the gift that keeps on giving. We still have room
for walk ins after 3pm. Please come out and donate. We appreciate the support.
Facebook Post (02/07/23): **Original Release** At approximately 4:45pm Yorkville Police were
dispatched to Crusade Burger Bar for a hit and run accident. It was reported than an SUV struck
a vehicle in the parking lot and subsequently struck the business, the SUV then fled the area. Due
to the impact of the vehicle vs. business the wall sustained damage. The business owner chose
to closed for the night to ensure safety of the building and patrons. Bristol Kendall EMS were
dispatched to the scene to evaluate two patrons of the business for minor injuries who did not
require transport to the hospital. This is an ongoing investigation further information will follow
as made available.
**Update** Yorkville Police have concluded the investigation regarding the hit and run accident
that occurred at Crusade Burger Bar on January 3rd, 2023. Daniel D. Corsiatti (35 years of age) of
Yorkville Illinois was identified as the driver of the SUV which struck the business and an
unoccupied vehicle. Corsiatti has subsequently been charged with failure to give information and
render aid (class A misdemeanor), failure to give notification of damaging unattended vehicle
(class A misdemeanor), improper lane usage, and operating an uninsured motor vehicle. He is
scheduled to appear in Kendall County court in response to the above listed charges. Charges
are not proof of guilt. The defendant listed in this release is presumed innocent and is entitled to
a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable doubt.

CONFIDENTIAL information and referral hotline. This will connect you with hundreds of human
services in Kendall County. If you have a question or need help locating food, clothing, shelter,
housing, rent/utility assistance, counseling substance abuse, domestic violence, sexual assault,
transportation, support groups, senior services, child care, employment, legal assistance, health
care and many more things CALL 2-1-1.
Facebook Post (02/13/23): There is increased police activity in the 500 block of West Madison
Street for a well being check. There have been no threats made to the public, however we do
caution people against answering the door for strangers. We will advise more as the situation
resolves. **Update**Police have made contact with the individual we have been looking for.
There is no threat to individuals in the area.
Facebook Post (02/14/23): Officer Soebbing (far right) represented the Yorkville Police
Department at a Special Olympics event this last Friday. Thank you to all who helped support this
mission. In 2022 with your help we were able to raise over $14,000 for Special Olympics Illinois.
Here’s to a successful 2023!
Facebook Post (02/15/23): On February 14, 2023 Yorkville Police Department obtained an arrest
warrant for Gonzalo Ortiz, 81 years of age (last known address 100 block of W. Park Ave. Sugar
Grove, IL). Ortiz has been charged with four (4) counts of Predatory Criminal Sexual Assault of a
Child (Class X Felony) and ten (10) counts of Aggravated Criminal Sexual Abuse (Class 2 Felony).
The charges are a result of an ongoing investigation that began on 12/28/22. It was reported that
Ortiz sexually molested a family member between June of 2018 and December of 2022 while
living in Yorkville.
On February 15, 2023 Ortiz turned himself in to the Kendall County Sheriff’s Office. Ortiz is being
held without bond in custody at the Kendall County Jail. He is scheduled to appear in court on
February 16, 2023.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.

Facebook Post 02/06/23): The Yorkville Police Department has received several calls regarding
a potential scam that has been occurring in Yorkville. The scam comes in the form of a telephone
call from the National Police and Trooper Association. We wanted to make citizens aware that
this organization is not associated with the Yorkville Police Department and any donations made
are not received by this agency. Additionally, this association is alleged to be connected with
several scam claims. If you receive a telephone call from this organization, please do not make
any donations. If you are unsure that you are being contacted by a scam organization, a telltale
sign will be that they will want you to contribute immediately, usually in the form of gift cards,
wire transfers, or via the internet.

DETECTIVE SQUAD
On February 14th of 2023, Detective Ketchmark obtained an arrest warrant for Gonzalo Ortiz for
4 counts of Predatory Criminal Sexual Assault of a Child (Class X Felony) and 10 counts of
Aggravated Criminal Sexual Abuse of a Child (Class 2 Felony). Ortiz turned himself on February
15th, 2023. This investigation began in December of 2022 and included interviewing several
people, including the juvenile victim. During the course of this investigation, it was learned that
the victim had been victimized by her grandfather on multiple occasions over the duration of
several years.
Also, on February 14th, 2023, Detective Johnson obtained arrest warrants for Casey Herlihy and
Cory Gorges for Armed Robbery (Class X Felony), Armed Violence (Class 2 Felony), 2 counts of
Aggravated Battery (Class 3 Felony), Theft (Class 3 Felony), Mob Action (Class 4 Felony), Battery
(Class A Misdemeanor), and Theft (Class A Misdemeanor). These warrants stemmed from an
incident that occurred at a local business in December of 2022. In that incident, Herlihy and
Gorges were alleged to have battered the victim with a weapon and stole personal items from
the victim. Gorges was taken into custody on 03/03/2023 by the US Marshall’s Task Force. Herlihy
remains wanted at this time.
During the course of February, several arrest warrants were issued for investigations that began
earlier in 2023 or during 2022. These warrants included warrants for multiple retail theft and
theft investigations. Additionally, an arrest warrant was issued for Reginald Bonds for Identity
Theft case which was initiated in 2020. Bonds remains at large at this time.
Additionally, SRO Goldsmith has remained busy inside the schools. During February of 2023, SRO
Goldsmith made 9 arrests of juveniles while at the schools. These arrests consisted of battery,
possession of alcohol, and possession of cannabis.

Facebook Post (03/04/23): Today Yorkville PD along with family and friends participated in the
Polar Plunge for Special Olympics IL. We are happy to report we have raised $6,175 through these
efforts! First, we would like to thank the Brummel family and Go For It Sports Dome for hosting
the event. We would also like to thank Bristol Kendall Fire Department, The Knights of Columbus,
and Grand Rental Station. We hope you enjoy the photos we captured today.
Facebook Post (03/09/23): The Yorkville Police Department is currently investigating burglaries
to motor vehicles which occurred overnight in the Kylan’s Ridge neighborhood. There is an
individual in police custody and proceeds have been recovered. If you were a victim or have

Facebook Post (03/18/23): It was a cold and windy morning, but we made it through. Happy St.
Patrick’s Day weekend. Thank you to all who braved the elements. Kudos to the Parks and
Recreation staff for planning, organizing and running the event. Let the special event season
begin. Looking forward to seeing everyone this spring and summer!
Facebook Post (03/19/23): On March 19, 2023 at approximately 4:18p.m the Yorkville Police
Department was dispatched to the area of Rt. 47 North of Galena Road for a multi-vehicle crash
involving four (4) vehicles. It was reported that there were major injuries in this crash and that
multiple vehicles were in a creek submerged.
Upon Officer arrival it was learned that this crash involved four (4) separate vehicles. The driver
of Unit 1 vehicle, Jose Montenegro-Garcia (44yoa) of Aurora, Illinois was traveling Northbound
on Rt. 47 when he crossed the center line and sideswiped two vehicles. Unit 1 then struck the
fourth vehicle (Unit 4) head-on. All four vehicles ended up in the Rob Roy Creek which runs
parallel with Rt. 47. The water level in the creek was very low, no vehicles were submerged and
there was no entrapment. Involved parties reported attempting to avoid being struck by Unit 1
by veering off the roadway in the direction of the creek. Investigating officers rendered aid and
were assisted by Bristol Kendall Ambulance. Four (4) people were transported to Rush Copley
Hospital with minor injuries and two additional people were released on scene.
The driver of Unit 1, Jose Montenegro-Garcia, who was transported to the hospital for minor
injuries, was subsequently charged with Driving Under the Influence of Alcohol. Upon his release
from the hospital, he was transported to the Kendall County Sheriff’s Office for booking.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.
Facebook Post (03/23/23): ***SCAM ALERT***
Senior scams are on the rise. While the one I am going to describe is not a new scam it just
occurred to one of our residents and almost cost him $10,000. Here are the details. Our senior
victim received a call from someone who identified himself as his grandson. The caller knew the
grandsons name and according to our victim sounded just like his grandson. The caller was crying
and was distraught saying that he was involved in a crash in Detroit MI and that he was arrested
and needed $10,000 to bond out of jail. The caller said he would pay him back and asked that
they not call his parents. Because the caller sounded like the grandson and goes to college in MI
our victim believed the caller. While the victim was at the bank he received a call from his wife
saying that this was a scam and that she had just spoken to their grandson.
Unfortunately, this type of scam happens more than you think and good hearted people who
want to help are victimized. These types of scams play on emotion that is why they work. If you
receive a call similar to this or a call where people are asking you to send money, verify first. If

Facebook Post (03/29/23): ***SCAM ALERT - Windett Ridge Subdivision***
Yesterday, an unknown male, claiming to work for Sunrun Solar Company, came to the door of
our victim. After a brief conversation with the victim the suspect advised he would be back at the
residence around 6:30p.m. Instead, the suspect showed up at 2p.m when no one was home. It
was later determined that the phone number and email provided to the victim for Sunrun Solar
was fictitious.
This time of year, solicitors are out in force. While most are registered and are good companies,
some are not. REMEMBER: EVERY solicitor must register with our City where a fingerprint
background check is completed. Once approved, EVERY solicitor is issued a certificate which shall
be carried and DISPLAYED at all times while soliciting. If someone comes to your day selling a
product or service, ask them to see their certificate. If they do not have one, refuse to show you
one or show you a certificate from another community beware of doing business with them.

The Yorkville Police Department works with the Yorkville High School Field Experience Program
along with Colleges where students will receive educational credit for their unpaid internship.
The students will gain valuable knowledge and experience during this opportunity. Interns will
spend time with all divisions in our Police Department. Students will also visit our local dispatch,
corrections, the coroner’s office, and the courthouse. Interns can also be participants in our
monthly department training when available. This is a highly competitive process and spaces are
limited per semester.

DETECTIVE SQUAD
On March 15th and 16th, Student Resource Officer Goldsmith conducted alcohol compliance
checks on establishments that serve alcohol within the city limits. During the compliance checks
3 violators were cited at 3 different businesses. Each violator was an adult. These compliance
checks were organized and completed by SRO Goldsmith and utilized 2 undercover area residents
who assisted the Police Department.
On March 9th, 2023, Detective’s assisted the patrol division who arrested Payton Rogers of
Yorkville for burglary to motor vehicles that occurred that morning. When speaking with Rogers,
Rogers was subsequently confessed to car burglaries that occurred in October of 2022. Rogers
was subsequently charged with additional counts of burglary to motor vehicle and unlawful use
of a credit card.
On March 21st, Commander McMahon and Detective Sergeant Nelson attended the Oswego
Police Department Drug burn program. Due to attending that drug burn, the department was
able to successfully destroy 79 items of narcotics and drug paraphernalia.
