UNITED CITY OF YORKVILLE
PUBLIC SAFETY MEETING
Thursday, March 2, 2023 6:00pm
City Hall Conference Room
800 Game Farm Road, Yorkville, IL
Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial Disaster
Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under
the Illinois Emergency Management Agency Act. Due to the ongoing Covid-19 pandemic, The
United City of Yorkville is encouraging social distancing by allowing remote attendance at the
Public Safety Committee meeting.
All attendees were in-person.

The meeting was called to order at 6:01pm by Chairman Dan Transier.

Minutes for Correction/Approval: November 10, 2022
The minutes were approved as presented.
New Business:
1. PS 2023-01 Monthly Report Review for October 2022 – December 2022
Chief Jensen said there are 3 months of reports which he will review in the annual report
summary, later in the meeting.
2. PS 2023-02 Adjudication Reports for November 2022 – February 2023
The Chief detailed the activities on these reports, saying most of them are some of the usual
occurrences, such as dog bite, parking, alcohol sales to minors, etc. This is informational.
The next 2 items were discussed simultaneously.
3. PS 2023-03 Association for Individual Development Services - Discussion
4. PS 2023-04 Illinois State Police Services - Discussion
The Police Department is exploring bringing additional services into the new city hall. The first
is A.I.D. which has a contract with the state with a $1 million grant to bring in emergency crisis

response teams for mental health calls. If the call is not a police emergency, the mobile team will
be dispatched to handle these mental health emergency calls. Chief Jensen said under a new law,
his department cannot legally respond to this type of call. A.I.D. will provide 8 hours annually
of social work services for requesting police departments in Kendall County. A.I.D. will have an
office in the new Police Department and will provide immediate services for families in need.
A.I.D. will also provide death notification services as well as other assistance.
The Illinois State Police has re-drawn their district boundaries and moved some of their resources
closer to Chicago. This puts Kendall County into a group of 6 six counties, rather than just 3
counties. ISP will be provided an office in the new city hall when they are handling cases in this
area. Chief Jensen said he believes ISP personnel will be in that office 2-3 days per week.
Chairman Transier asked if some of the satellite offices are being closed as a result. Chief said
troopers/detectives are being re-deployed to various locations while support persons will remain
in the satellite offices.
5. PS 2023-05 2022 Yorkville Police Department Annual Report Review - Discussion
Chief Jensen discussed several aspects of this report which will be available on the website:
1. Calls/incidents increased from years 2021 to 2022.
2. Professional Standards Report is to insure the department is transparent to the public.
There were 6 total formal complaints filed for the year and 5 informal complaints were
also made and investigated.
3. There were 143 criminal cases , 180 were closed (some from previous years).
4. FOID/CCL stats and sex offender contacts are now being tracked.
5. Discussed alcohol and compliance checks, discussion of alcohol stings.
6. Kendall County major crimes task force provides additional staff from other departments
in the event of a major crime.
7. 2022 is last year UCR data will be provided, it will switch to a new data reporting system
next year. UCR provides Part I & II crimes data.
8. Discussed directed patrol stats from major roadways.
9. Department tracks and evaluates “use of force” cases and requires 4-5 levels of staff
review. Only 5 cases of use of force were recorded and he provided numerous stats from
these cases.
10. Mental health calls resulted in 35 voluntary commitals, 40 involuntary commitals.
11. Biased based policing requires all traffic stops are tracked by gender and race.

6. PS 2023-06 2022 Annual Goal Review
Chief Jensen said the primary 2022 goal was to make sure that everything the department
did, was done with excellence. He listed the measures of success for this goal: command
staff check-ins, supervisor meetings, department complaint reviews, response to
resistance, incident debriefs, daily passing-on of info from audit of social medias, early
warning system. He gave details for each measure.
7. PS 2023-07 2023 Yorkville Police Department Annual Goal
The Chief also discussed the 2023 annual goal which is “to focus on employee wellness,
advancement and competency-based decision-making”. The following steps to achieve this goal
are: (1) Staff will look for signs of any trouble (personal/professional) for an officer before it
escalates. (2) Various advancement tracks are provided since many officers desire

advancement into specialized areas such as canine units, detectives, etc. (3) The department
also must provide the best training. Staff currently meets regularly to track these aspects.
Old Business:
Chairman Transier asked about license plates readers and if any information resulted in arrests,
investigative leads, etc. from the readers. The Chief responded no, but an audit is done every
other month. He said only 4 staff have access to that system and it must be for a serious felony or
with Chief's permission to use. This system gives access to anywhere in the state that has
readers. He said some departments use drones which go directly to the site of the problem. He
shared a recent incident where someone was apprehended using the drone. He said 6 personnel
are trained to operate them and they must be certified. It was also recently used to assist Public
Works.
Additional Business:
Alderman Marek said he would like to commend Officer Goldsmith for his interaction with the
students and school and that he is very well-liked.
There was no further business and the meeting was adjourned at 6:53pm.
