Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial Disaster
Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under
the Illinois Emergency Management Agency Act. Due to the ongoing Covid-19 pandemic, The
United City of Yorkville is encouraging social distancing by allowing remote attendance at the
Public Safety Committee meeting.

The meeting was called to order at 6:00pm by Chairman Dan Transier.
Citizen Comments:
Ms. Jennifer Rakas, a Baseline Road resident, was present to voice her concerns about speeding
vehicles on her road and she thanked the PD for their presence. She asked what the criteria is to
lower the speed limit to 45mph (from 55) in front of the 2 residences on Baseline. Motorists use
the road for a cut-through and she said drivers increase their speed going east. A speed study
was done. Baseline is connected to Ashe Road which will become part of a commerce corridor
in the future. Ms. Rakas added that she was told that Galena Rd. may be widened in the future
which would make her road even busier. She said that since the speed signs were put up, the
traffic has slowed and also showed that the average speed was just under the limit. A smaller
portable sign will be placed soon, said Deputy Chief Carlyle and he also noted that the south side
of the road is Kendall County while the north side is Kane County.

New Business:
1. PS 2023-08 Monthly Report Review for January 2023 – March 2023
Deputy Chief Carlyle reported on January activities including overtime-most of which is
reimbursible, initiatives, new officer who is also a Drone pilot and CIT certified. He also
reported on the recently established chaplain program with the county, training hours, accidents,

directed patrols, citations/warnings, Baseline road speed results, crime reporting switched from
UCR to NIBRS, involuntary commitals (made handout with available services) and squad info.
February highlights were overtime hours, blood drive, worked with Special Olympics, 2-1-1
hotline was introduced, detective cases, training hours, accidents, one involuntary commital and
squad information.
In March, officers participated in the polar plunge for Special Olympics, participated in St.
Patrick's Day parade, also the number of crashes, arrests and expenses were down from the
previous month. There was no further discussion.
2. PS 2023-09 Adjudication Reports for February 27, 2023 – April 2023
Deputy Chief Carlyle noted a continual problem with a dog running loose on Honeysuckle. In
March there was a dog fight, also a dog bite to another dog resulting in 4 citations. There were
also disorderly conducts in March. In April there was a shoplifting and alcohol sales to minors.
Alderman Soling asked if there were any violations when officers did noise checks. Following
complaints at Yorkville Pinz, it was determined that the bass decibels do not register on the
equipment they have, so staff has been working on a different means of measuring accurately.
Alderman Soling said Yorkville Pinz has determined that the drums were also being picked up by
the microphones, causing noise complaints. No more complaints have been received.
3. PS 2023-10 In-Car and Body Camera Grant Updates - Discussion
The in-car/body camera grant application was withdrawn because the statute requires that
camera footage can only be kept 90 days and then must be destroyed if no evidentiary
value. The grant requires footage must be kept for 2 years. In addition, the body cams
synch up with the auto cameras and integrate into the same program, therefore not
allowing separation of footage. Also, the body cameras are leased, but the in-car cameras
are owned by the PD. Since the grant requirements could not be satisfied, the PD
withdrew the application. State lobbyists are working to change the rules. Deputy Chief
Carlyle said the body cams have been a valuable tool for the department.

Additional Business:
Chairman Transier said he has been receiving emails from Prestwick residents regarding the
traffic and speeding at the school nearby. The police have spoken with the superintendent there.
Alderman Soling said he has sent an email to Bart Olson and Chief Jensen regarding an issue at
the end of Sunset near the ballfields. A request was made for a no parking sign. He said busses
and students are blocking the driveways there and using private sidewalks. It occurs during
school hours, but also on the weekends. Mr. Olson has also sent an email to the Superintendent
of Schools and Mr. Soling will also contact Eric Dhuse.
There was no further business and the meeting was adjourned at 6:41pm.

regarding crime, traffic, and community policing efforts of the police department. This document is
easy to understand, provides a multitude of data and is comparative in nature to the previous month and
year. This report will be disseminated to the entire board and city staff on a monthly basis and will be
made available to the public on-line.

Facebook Post (4/3/23): SEVERE THUNDERSTORM WARNING!! The NWS Storm Prediction
Center has issued a severe thunderstorm WARNING for our area. Effective until 3:00p.m. today.
Primary threats include scattered large hail and damaging wind gusts to 70 mph. These conditions
have been confirmed by communities west of Yorkville. Please take proper precautions and avoid
any unnecessary travel. Please be safe! We will post additional weather information as it
becomes available.
Facebook Post (4/6/23): Lisa Pickering Memorial Plaque Dedication Ceremony. Saturday, April
22 · 9:00am. Beecher Park (901 Game Farm Rd, Yorkville). Please join us in honoring the life and
legacy of former City Clerk, Lisa Pickering, at a memorial plaque dedication ceremony at Beecher
Park (901 Game Farm Rd, Yorkville) on Saturday, April 22 at 9:00am. Lisa Pickering was a valued
employee of the City of Yorkville and a member of the Yorkville community whose contributions
will always be remembered.
We will be unveiling a beautiful plaque in Lisa’s honor, which will be permanently on display at
Beecher Park. The dedication ceremony will include a brief set of speeches from community
leaders, as well as a moment of silence and reflection. This event is open to the public.
Facebook Post (4/11/23): This morning YPD was dispatched to a suspicious subject, multiple
times, in the River’s Edge subdivision. This created a multiple squad car response. The individual
was located in the White Oak subdivision and was subsequently transported to an area hospital
for medical treatment.

Facebook Post (4/25/23): We are currently on scene at Rt. 71/ Rt. 126 for a traffic accident.
Vehicles will need to be towed and this will cause the roadway to be restricted for a short period
of time. Please use alternate routes if you can. Update: The roadway is back open.
Facebook Post (4/25/23): The Yorkville PD, surrounding police agencies and Bristol Kendall Fire
are on scene in the 1400 block of Orchid Street for an active incident. There is currently no threat
to the public. More information will be provided as the investigation continues.

DETECTIVE SQUAD
On 04/05/2023 Jerrold J. Rapcan was taken into custody by the Yorkville Police Department after
the Investigation Division obtained an arrest warrant for Rapcan’s arrest. The warrant was issued
after the completion of an investigation regarding an incident that occurred on 03/26/2023 in
the 500 block of Walsh Court. Rapcan was charged with 21 felony counts of Aggravated Criminal
Sexual Assault, Criminal Sexual Assault, and Criminal Sexual Abuse.
On 04/14/2023, the Yorkville Police Department was made aware of a report of an alleged
criminal sexual assault involving family doctor Edgar E. Archbold. It was learned that Archbold
had allegedly sexually assaulted an employee, who was also a patient of Archbold, between July
of 2022 and April of 2023. Through the investigation, it was learned that these allegations
occurred primarily at his office located at the 500 Block of E. Kendall Drive. On 04/17/2023
Archbold was taken into custody and subsequently charged with 11 counts of Criminal Sexual
Assault and Aggravated Criminal Sexual Abuse.
On 04/25/2023, the Yorkville Police Department responded to the 1400 Block of Orchid Street
for a report of a Home Invasion. The Investigation Division responded to assist, and it was later
learned that a suspect had been taken into custody in another jurisdiction. That suspect was
subsequently charged with Home Invasion and Robbery. This investigation remains open and
active.
During the month of April, the Investigations Division assisted with moving from the old facility
at 804 Game Farm Road to the new facility located at 651 Prairie Pointe Drive. This included
assisting with the move of the vault, which contains approximately 7,800 items of evidence. Prior
to and after the move, Commander McMahon and Detective Sergeant Nelson completed an audit
of the vault to ensure no items were lost during the transfer.

Facebook Post (5/8/23): Our thoughts and prayers are with the Chicago Police Department and
the family and loved ones of Ofc. Preston.
Facebook Post (5/17/23): This Friday, May 19th is our annual Cop on Rooftop. Please stop by
Dunkin' between 5am-noon and pay us a visit. We will be raising money for Special Olympics
Illinois. We will have t shirts, hats and coffee mugs for sale. All money raised will go toward Special
Olympics Illinois. We will be at the following locations:

Facebook Post (5/26/23): Commander McMahon is conducting a rigorous safety test on the
piñata from last night's Margaritas en Mayo event. Thanks to Commander McMahon we were
able to proceed with the event, knowing that our piñatas met all safety standards.

had a chance to start our shift with a beautiful sunrise view from the new Police Department,
along with enjoying a local favorite from Town Square Park and a nice glass of lemonade.

Facebook Post (5/31/23): There is an increased police presence in the Bristol Bay subdivision.
Officers are on scene with a male subject. Out of an abundance of caution we have placed Bristol
Bay Elementary school on a lockdown. More information to follow.
**UPDATE**
Continued police presence in the 200 blk of Barrett Avenue. Officers are still investigating. Bristol
Bay is no longer on lockdown. Yorkville Police Department will remain at the school for a period
of time to answer any questions from school staff. The school was placed on initial lockdown out
of caution. No threat was ever made towards the school or any members of the school.
**UPDATE**
On Wednesday May 31st, 2023, at approximately 10:21am, Yorkville Police were dispatched to
the Bristol Bay subdivision regarding a person displaying a weapon. Initial reports were that the
subject was by themself yelling, waving a gun around and getting violent. A multi police agency
response was initiated.
A Yorkville Officer deployed the YPD Drone, and a perimeter was established. Using this drone,
police were able to get a real time location of the subject along with clothing description. Out of
an abundance of caution the Bristol Bay Elementary School was put on lock down, an officer
responded and stayed on site. Please note that there was never a direct threat to the school or
any occupants. Traffic was briefly stopped in different areas of the neighborhood to ensure the
safety of the public.
Police were able to make contact the subject in question in the 200 block of Barrett Drive. During
the investigation, Police learned the subject was going through a mental health crisis. There was
no weapon on scene and there is no indication that the subject ever had possession of a weapon.
The item was later discovered to be a blue tooth speaker. The subject was taken to an area
hospital for a psychological evaluation.
There was a large police presence to include Yorkville Police Department, Oswego Police
Department, Kendall County Sheriff’s Office, Kendall County Criminal Intelligence Team and
Montgomery Police Department. Bristol Kendall EMS assisted with the transport of the subject.
We would like to thank all responding agencies. Our primary concern was the safety and
wellbeing of everyone in the neighborhood and school which was in session.

DETECTIVE SQUAD
After the successful move to the new facility, the Investigations Division received several criminal
investigations that remain active. During the month of May, SRO Goldsmith was busy as the end
of the school year approaches. SRO Goldsmith had charged 9 different juveniles with minor
crimes committed while in attendance at Yorkville Schools. The investigation also received a total
of 13 new juvenile cases during the month of May.
Detective Sergeant Nelson attended the first installation of the FBI LEEDA program during the
beginning portion of the month. Detective Sergeant Nelson successfully completed the
Supervisor Leadership Institute (SLI) course and learned valuable leadership skills and tactics.
