Public Safety Committee Minutes 2023 05-04-23APPROVED 7/13/23 Page 1 of 2 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, May 4, 2023 6:00pm City Hall Conference Room # 337 651 Prairie Pointe Drive, Yorkville, IL Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under the Illinois Emergency Management Agency Act. Due to the ongoing Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by allowing remote attendance at the Public Safety Committee meeting. In Attendance: Chairman Dan Transier Alderman Craig Soling Alderman Matt Marek Alderman Seaver Tarulis Other City Officials in Attendance: Deputy Chief Garrett Carlyle Others in Attendance: Jennifer Rakas, Baseline Road The meeting was called to order at 6:00pm by Chairman Dan Transier. Citizen Comments: Ms. Jennifer Rakas, a Baseline Road resident, was present to voice her concerns about speeding vehicles on her road and she thanked the PD for their presence. She asked what the criteria is to lower the speed limit to 45mph (from 55) in front of the 2 residences on Baseline. Motorists use the road for a cut-through and she said drivers increase their speed going east. A speed study was done. Baseline is connected to Ashe Road which will become part of a commerce corridor in the future. Ms. Rakas added that she was told that Galena Rd. may be widened in the future which would make her road even busier. She said that since the speed signs were put up, the traffic has slowed and also showed that the average speed was just under the limit. A smaller portable sign will be placed soon, said Deputy Chief Carlyle and he also noted that the south side of the road is Kendall County while the north side is Kane County. Minutes for Correction/Approval: March 2, 2023 The minutes were approved as presented. New Business: 1. PS 2023-08 Monthly Report Review for January 2023 – March 2023 Deputy Chief Carlyle reported on January activities including overtime-most of which is reimbursible, initiatives, new officer who is also a Drone pilot and CIT certified. He also reported on the recently established chaplain program with the county, training hours, accidents, Page 2 of 2 directed patrols, citations/warnings, Baseline road speed results, crime reporting switched from UCR to NIBRS, involuntary commitals (made handout with available services) and squad info. February highlights were overtime hours, blood drive, worked with Special Olympics, 2-1-1 hotline was introduced, detective cases, training hours, accidents, one involuntary commital and squad information. In March, officers participated in the polar plunge for Special Olympics, participated in St. Patrick's Day parade, also the number of crashes, arrests and expenses were down from the previous month. There was no further discussion. 2. PS 2023-09 Adjudication Reports for February 27, 2023 – April 2023 Deputy Chief Carlyle noted a continual problem with a dog running loose on Honeysuckle. In March there was a dog fight, also a dog bite to another dog resulting in 4 citations. There were also disorderly conducts in March. In April there was a shoplifting and alcohol sales to minors. Alderman Soling asked if there were any violations when officers did noise checks. Following complaints at Yorkville Pinz, it was determined that the bass decibels do not register on the equipment they have, so staff has been working on a different means of measuring accurately. Alderman Soling said Yorkville Pinz has determined that the drums were also being picked up by the microphones, causing noise complaints. No more complaints have been received. 3. PS 2023-10 In-Car and Body Camera Grant Updates - Discussion The in-car/body camera grant application was withdrawn because the statute requires that camera footage can only be kept 90 days and then must be destroyed if no evidentiary value. The grant requires footage must be kept for 2 years. In addition, the body cams synch up with the auto cameras and integrate into the same program, therefore not allowing separation of footage. Also, the body cameras are leased, but the in-car cameras are owned by the PD. Since the grant requirements could not be satisfied, the PD withdrew the application. State lobbyists are working to change the rules. Deputy Chief Carlyle said the body cams have been a valuable tool for the department. Old Business: None Additional Business: Chairman Transier said he has been receiving emails from Prestwick residents regarding the traffic and speeding at the school nearby. The police have spoken with the superintendent there. Alderman Soling said he has sent an email to Bart Olson and Chief Jensen regarding an issue at the end of Sunset near the ballfields. A request was made for a no parking sign. He said busses and students are blocking the driveways there and using private sidewalks. It occurs during school hours, but also on the weekends. Mr. Olson has also sent an email to the Superintendent of Schools and Mr. Soling will also contact Eric Dhuse. There was no further business and the meeting was adjourned at 6:41pm.
