New Business:
1. PS 2023-11 Monthly Report Review for April 2023 – May 2023
Chief Jensen reported one officer will be leaving the department in August and 46 others have
applied. For April he reported on the policing initiatives, the possibility of a drug takeback
container at the PD, training hours, school events and crashes for which he provided a day and
time. The directed patrols were on Rts. 34, 47, 71 and he provided the number of hours spent
there. He reported on the Baseline speed results following citizen complaints and he added that
7,000 cars a day travel that road eastbound. He also provided stats for incidents and reported on
vehicle usage and related costs.
For May, he reported on the “Cop on Top”, Memorial Day weekend police presence,
school events, efforts to be at the Marketplace each day and school events. The Chief
also reported on the training hours, crashes and some areas of focus. The portable speed
sign was positioned on Baseline Rd. again. Criminal cases, mental health calls, arrests
and vehicle maintenance were also reviewed. Two new vehicles have been received.
Alderman Funkhouser noted that drivers are still speeding on Rt. 47 despite tickets being
issued etc. Chief said officers continue to patrol Rt. 47 heavily and he noted that IDOT
will not allow a message board to be placed there.

Chief Jensen said there were several of the usual cases and also included dangerous dogs running
at large, and a dog bite, for which tickets were written. There was also a disorderly conduct for a
fight, an additional dog bite, impounded vehicles, retail theft and cannabis charges..
3. PS 2023-13 Selection of Committee Liaisons
Chairman Transier volunteered to be the school board liaison. Chief noted an upcoming get-
acquainted meeting with the 2 new Superintendents at city hall

Additional Business:
Chief Jensen said a family had previously donated $20,000 to the PD and it was used for workout
equipment for the department. The family later received a tour of the new building and said they
wished to do something for the PD. The Chief informed them he was writing a $100,000 grant
for a “real time information center”. In the event of a major crime, it would allow officers to log
into a designated system to gather information directly and allow them to “geo-fence” and put out
posts immediately. The generous family has offered to help purchase this system. He has already
contacted nearby police agencies about participating in, or who already have this system. He
will compile a plan and will keep the committee updated.
On another note, Alderman Soling said he would continue as liaison with BKFD.
There was no further business and the meeting was adjourned at 6:32pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and community
regarding crime, traffic, and community policing efforts of the police department. This document is
easy to understand, provides a multitude of data and is comparative in nature to the previous month and
year. This report will be disseminated to the entire board and city staff on a monthly basis and will be
made available to the public on-line.

Facebook Post (6/8/23): We would like to wish the Yorkville High School Varsity Softball Team
the best of luck at the State Tournament this weekend at the Louisville Slugger Sports Complex
in Peoria!
Facebook Post (6/14/23): Original Post-Yorkville Police are in the area of McHugh Rd. and East
Spring Street investigating a delayed report of a person possibly displaying a weapon. Yorkville
officers are canvassing the area and have not received any additional information to confirm
the report. A heavy police presence will remain in the area until resolved. ***Update***
Yorkville Police located the individual in question who was an area resident. Police confirmed
the item to be a pellet gun and no ongoing threat to the public.
Facebook Post (6/14/23): The Yorkville Police Department midnight shift and day shift plan on
doing a neighborhood roll call at the Bristol Bay Club House in the parking lot area (4582
Rosenwinkel Street, Yorkville) on Friday June 23rd at 5:30 PM. Officers will line up in the parking
lot, receive their assignments and briefed on recent Police activity in the community for the day.
We’d love to have community members stop by say hello and check out our squads after roll call
is done.
Facebook Post (6/19/23): Recently, the department has seen an increase in damaged property
reports around the city. Some of these reports have been linked to a TikTok Challenge. This TikTok
Challenge consists of individuals kicking on doors of other people's homes in sync to a song. This
is obviously dangerous and can cause damage to the door and alarm residents within the
residence. This "Challenge" could amount to a crime. We ask that if you have any information
pertaining to who is committing these acts, that you please contact the Yorkville Police
Department at 630-553-4340. We are in the process of reviewing video that has been submitted
to the department to determine if suspects can be identified.

Bachelor’s degree from an accredited college or university, -OR- has earned a minimum of 60
credit hours toward a Bachelor's Degree from an accredited college or university, -OR- has served
a minimum of 24 months of honorable active duty in the service of the United States Armed
Forces -OR- have served a minimum of 180 days of active combat duty in the service of the armed
forces of the United States, as recognized by the Department of Defense, and has not been
discharged dishonorably or under less than honorable conditions;
• Mandatory on-line examination to be held July 11-13, 2023;
• Pay a $45.00 non-refundable application processing fee;

Facebook Post (6/20/23): Yorkville Police Department shared an amazing day with the YMCA
and the LEAD Youth summer program. This week-long program offers local youth participants
opportunities to interact with local law enforcement and caring adult mentors to foster
teamwork and enforce citizenship. Today this group spent the day with Yorkville Police
Department and participated in fingerprinting techniques and collections. We utilized searching
techniques with a metal detector. The youths participants in a polygraph exam and learned how
it works as a tool for law enforcement. We enjoyed pizza and bowling to wrap up our afternoon!
Special thanks to Mike and Denise’s Pizzeria for providing lunch and Pinz bowling for the bowling.
Facebook Post (6/21/23): ***Mill Road east of Tuscany Trail (Railroad Crossing)*** Crossing
will be closed for repairs until about 1:00pm today. ***UPDATE*** Both Railroad Crossings are
now OPEN. Thank you for everyone’s patience. ***UPDATE*** There are additional Railroad
Crossing issues near the crossing at Kennedy and Mill. Crews are currently trying to fix the
problem. Please consider taking an alternate route. We will post additional updates when made
available. Apologies for any inconvenience.

for the part-time position of Crossing Guard for the Yorkville High School location on Game Farm
Road. Hours: Monday – Friday, 1 hour per day (5 hours per week). Must be available from 7:00
- 7:30 a.m. & 2:20 - 2:50 p.m. Excluding school designated holidays/days off. On occasion time(s)
will change due to early school dismissal. Salary: $28.00 per day
Job Qualifications: High school diploma or equivalent. Ability to provide transportation to job
site. Good character and ability to work with the public. Background investigation and drug test
will be conducted.

that any consumer and display fireworks are not permitted for use. We have several vendors in
town who are currently offering legal fireworks for sale. These vendors have been licensed by
the State of Illinois to possess fireworks such as consumer and display fireworks, however, they
are prohibited from selling these items within the city. We are working with and monitoring the
vendors to make sure prohibited fireworks are not sold. Please be responsible celebrating this
Fourth of July, we are currently under drought conditions and fires can happen quickly. City
ordinance 5-3-11 defines the permitted use of fireworks and can be found on the United City of
Yorkville website https://www.yorkville.il.us/. Thank you all for working together to maintain a

DETECTIVE SQUAD
On June 26th, the Detective Squad participated in a Kendall County wide detail in which all law
enforcement agencies attempted to contact all Sex Offender Registrations and Violent Offender’s
Against Youth. No violations were discovered regarding Yorkville registrants.
During June, SRO Goldsmith attended the Illinois Student Resource Officer conference in
Bloomington-Normal, a Police Pension Conference in Moline, and 2-week advanced Evidence
technician class in Carpentersville. While doing that, SRO Goldsmith was also able to organize
and host the LEAD Youth program at the Yorkville Police Department on June 13th. Area children
were able to learn about evidence processing and polygraph testing before having lunch and
finishing the afternoon bowling with officers.

Facebook Post (7/3/23): The City of Yorkville will be hosting it's annual 4th of July parade and
festivities on Tuesday, July 4, 2023. Please be aware that in order to ensure a safe experience for
all, certain roads will be closed to vehicle traffic and parking will be restricted on certain streets
during the events. Please see the attached map for details.

Grande Reserve bike parade. We were able to meet some new friends and handout some of our

Yorkville Police Department will be conducting a Community Roll Call this Sunday July 16th at

Facebook Post (7/18/23): Today the Yorkville Police Department accepted a generous $1,000
donation from Vinez in Sandwich, IL. The money was raised as part of the Vinez Annual Back
the Blue Golf Outing held recently in Yorkville. The Yorkville Police Department is grateful to be
chosen as this year’s recipient of the proceeds from this fundraising effort.

participating in a charity race at Grundy County Speedway. This fundraiser is for Special Olympics
Illinois. Officer Davis has devoted a lot of his personal time toward preparing this race car which

Facebook Post (7/23/23): This afternoon, July 23, 2023, at approximately 4:54 p.m. the Yorkville
Police Department responded to a business in the 4000 block of North Bridge Street regarding a
disorderly conduct investigation. Upon arrival Yorkville Police Officers were assisted by staff of
the business. The preliminary investigation suggests that an individual exposed themselves at this
business. The individual is currently in police custody. This incident was immediately reported by
staff to the police and the individual was quickly removed from the public. This is an ongoing
investigation. Additional information will follow as necessary.

DETECTIVE SQUAD
On July 14th, Detective Ketchmark received the Investigator of the Year Award by the Kendall
County Chief’s Association at the annual Respect for Law Banquet. This award was earned due to
his explementary performance during the 2022 calendar year. Congratulations Detective
Ketchmark!
On July 18th, SRO Goldsmith was also able to organize and host the second LEAD Youth program
event of the summer at the Yorkville Police Department. Area children were able to learn about
crime scene sketching and management, along with evidence processing before having lunch and
finishing the afternoon bowling with officers.
On July 7th, Detective Ketchmark was able to secure arrest warrants against two adult men for
retail thefts that occurred in Yorkville in April of 2023. One male was charged with both a felony
and a misdemeanor count of retail theft. The other male was charged with a felony retail theft.
Additionally, July 12th, Detective Johnson was able to secure an arrest warrant against one adult
male for a felony retail theft that occurred in Yorkville in June of 2023. Detective Johnson was
also able to secure two felony arrest warrants against an adult male and an adult female for retail
thefts that occurred in June of 2023.
