The meeting was called to order at 6:01pm by Chairman Dan Transier, absent a quorum.

New Business:
1. PS 2023-14 Monthly Report Review for June 2023 – July 2023
For June, Chief Jensen reported on overtime hours, neighborhood roll calls, postings for
police officer applications and YMCA youth program. He said a crossing guard was
hired and they are now fully staffed. The Chief is working on transitioning the guard
duty back to the school district. He said police retirees were also given a tour of the new
city hall. In addition, he reported on the training hours, number of accidents, traffic
details for the month, crime stats and squad information.
The Chief also reported on July activities. He said there was enhanced security for the 4th
of July and Hometown Days festivities and he said people were glad to see the extra
efforts. He reported on several car burglaries and apprehensions were made. He also
discussed Special Olympics participation, traffic details including Baseline Rd. and the
increase in the number of tickets issued. He shared information about an exposure
incident at the waterpark and a subsequent apprehension. The Chief also provided stats
regarding criminal cases and crisis intervention incidents. For information.
2. PS 2023-15 Adjudication Reports for July 2023 – August 2023
Chief Jensen said, in addition to the usual violations, they ticketed a car with expired registration
which had been parked on the side of the road for an extended time. They also ticketed a
solicitor. For information.
3. PS 2023-16 Illinois Law Enforcement Accreditation Program (ILEAP) Update - Discussion

Deputy Chief Mikolasek is in charge of the accreditation process which is now 42%
complete. The administration portion is finished and the operational component is being
done now. Chief Jensen said they are expecting to have a mock assessment in early 2024
with completion and accreditation by the end of 2024. ILEAP provides new law changes,
best procedures and Safety Act standards updates.

Additional Business:
Chief Jensen gave an update on issues occurring at Yorkville Christian School. Residents of
Prestwick and Ashley Point Subdivisions have complained about the students' driving near the
school. There are 2 entrances—one at the back and one in the front of the school off Ashley Rd.
which is gravel and in poor condition. Bart Olson has spoken with John Stewart about finishing
the road, however, the city cannot force Mr. Stewart to complete it. The cost would be several
hundreds of thousands of of dollars based on an estimate from EEI and there would be some cost
to the city. Chief Jensen said the main problem is actually in the back where there is a 4-way
stop. After the stop sign, it becomes private property and residents there have complaints about
the manner in which students and parents are driving. The Chief met with school officials and
they discussed ways to educate the drivers and he presented them with traffic-calming devices.
The police are also running details before and after school and they will begin running the details
with unmarked cars.
In another matter, Alderman Tarulis asked if electric bikes are motorized vehicles, since they can
also be pedaled. They are considered motorized vehicles.
There was no further business and the meeting was adjourned at 6:28pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and community
regarding crime, traffic, and community policing efforts of the police department. This document is
easy to understand, provides a multitude of data and is comparative in nature to the previous month and
year. This report will be disseminated to the entire board and city staff on a monthly basis and will be
made available to the public on-line.

Facebook Post (8/1/23): We have noticed that last night (7/31 into 8/1) there was a string of car
burglaries in our neighborhoods. PLEASE lock your car doors! It can happen to you!!! If you
noticed anything suspicious in your security cameras of a possibl e suspect(s) walking around,
looking in car doors throughout the middle of the night, please contact us at our non-emergency
number (630)553-4340!
Facebook Post (8/6/23): The Yorkville Police Department is on scene at a single vehicle fatal
motor vehicle accident at Rt. 126 / Identa Rd. There will be possible traffic delays. More
information will be released shortly.
Follow-Up: On August 6, 2023, at approximately 8:51 a.m. first responders were dispatched to
the area of Route 126 and Identa Road for a single vehicle accident. Preliminary results suggest
that a 1995 Honda motorcycle was traveling eastbound on Rt. 126 west of Identa Road. As the
motorcycle was traveling east it left the roadway and struck a tree. The lone occupant, a 26-year-
old male from Yorkville was pronounced deceased on scene. The victim’s name is being withheld
at this time. This is a pending investigation. The Yorkville Police Department was assisted on
scene by the Kendall County Sheriff’s Office, the Bristol Kendall Fire Department and the Kendall
County Coroner’s Office.
Facebook Post (8/11/23): Poplar Drive (Rivers Edge Subdivision). The railroad crossing gate is
malfunctioning at this location. The railroad has been made aware of this issue and a crew should
be out within the hour.
Facebook Post (8/8/23): Summer should get a speeding ticket…. going too fast! Only two weeks
until the start of school. We look forward to a safe and productive school year. Stay tuned for
updates and reminders on back-to-school safety.
Facebook Post (8/14/23): The countdown to school continues. You may not always be running
late, but when you are…. the school crossing is in full effect! Please be patient with our student
pedestrian traffic. Here are a few reminders to keep us all safe.

if you are a student or parent! No matter how you see it, here are some tips to have a safe
and productive school year.

hydrated in the coming days. Here is the latest weather forecast from the National Weather
Service.
Facebook Post (8/24/23): We would like to welcome back all the students and staff to the brand-
new school year. Just a couple things, we will be increasing our patrols in all school zones over
the next couple weeks. This will be to monitor traffic and build relationships with students and
staff. Also, just a friendly reminder, every patrol car does have a functioning radar… so please
slow down and obey school zone speed limits. Have a great school year and enjoy those first day
of school photos.
Facebook Post (8/24/23): Today we would like to send our appreciation to all of our crossing
guards. They come out day after day even in these tough weather conditions. We had a chance
to hang out with Ms. Margie today. She is admired by all the students and is such a selfless
person. Thank you, Margie, for keeping our kids safe!
Facebook Post (8/24/23): Route 47 in the area of Galena Road is closed (north and south) while
Bristol Kendall Fire department is working on a semi that is on fire. Please avoid the area. We will
update everyone here when the road is back open. Thank you.
Facebook Post (8/28/23): On July 23rd, 2023, at approximately 4:54 P.M. the Yorkville Police
Department responded to a business, located at 4000 N. Bridge Street, for a report of a male
behaving strangely. That male was later identified as Andrew J. Pusateri (M/W DOB 08/06/1985)
of the 200 block of Washington Square, Elk Grove Village, Illinois. It was reported to business
security that Pusateri was seen exposing his genitalia. Business security made contact with
Pusateri who was immediately removed from the public. Business security found that he had
discarded a small handheld camera prior to contact. A search warrant was obtained to review
the contents of the discarded camera as well as other cameras found in Pusateri’s belongings.
Upon reviewing the cameras, it was discovered that Pusateri had filmed himself exposing his
genitalia and touching juveniles while at the business.
On 08/24/2023, Pusateri surrendered himself to the Yorkville Police Department after a warrant
was issued for his arrest. Pusateri was arrested on 2 counts of Predatory Criminal Sexual Assault
(Class X Felony), 2 counts of Child Pornography (Class X Felony), 1 count of Public Indecency (Class
A Misdemeanor), and 1 count of Disorderly Conduct (Class C Misdemeanor). Pusateri was booked
into the Kendall County Jail (Bond $500,000.00 10% to apply). Although charges have been filed,
this investigation is ongoing. The Yorkville Police Department was assisted in this investigation by
the Elk Grove Village Police Department, the Kendall County State’s Attorney’s Office, and Raging
Waves Waterpark staff.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.
Facebook Post (8/31/23): The Yorkville Police Department is requesting assistance with
identifying the individual in the photograph. On 05/16/2023, this person made unauthorized
transactions, using another person's bank card without their knowledge or permission, at a local
bank. If you recognize this person, please contact the Yorkville Police Department non-
emergency number 630-553-4340.

and sharing your evening with us. We had such a good time talking with our neighbors and really
enjoyed showing off our equipment and vehicles. We hope you had just as much fun as we did!

cook off in the Countryside subdivision. We had a great time and appreciated the invite. We also
appreciated the generous donation that will be used toward one of our community programs.

Subdivision and came across a lemonade stand. They took a few minutes out of their day to enjoy
a glass of lemonade. If you’re in the neighborhood, stop by for some homemade lemonade.

lemonade stand for a good cause. This lemonade stand raised money for Call to Care. Thank you
for making a difference and raising money for this cause.

Matlock Dr. He had a fun car ride to hang out with officers and come to find out, LOVES pupperoni
sticks!
If this is your cute photogenic pup, he had to be taken to the Kendall County Animal Shelter,
which opens to the public today at 8am! (peep Officer Lobdell in the background of the third

Facebook Post 8/10/23): This friendly K9 was found in the area of Center Pkwy and W Kendall
Dr this evening. He has no collar or chip! While we’d love to add him as a member of the
department, we’re sure he misses his family. If this is your K9 or you know the owner, he has
been taken to Kendall County Animal Control and Adoption Center.

DETECTIVE SQUAD
On August 23rd, 2023, the Investigations Unit was able to successfully obtain an arrest warrant
for Andrew Pusateri, a 38-year-old male from Elk Grove Village, Illinois, for 2 counts of Predatory
Criminal Sexual Assault (Class X Felony), 2 counts of Child Pornography (Class X Felony), 1 count
of Public Indecency (Class A Misdemeanor), and 1 count of Disorderly Conduct (Class C
Misdemeanor). These charges were the result of an investigation that began on July 23 rd of 2023
after Pusateri was reported to be acting strangely at a local business. Through the investigat ion,
it was learned that Pusateri exposed himself while in public, recorded individuals without their
knowledge, and can be seen touching juveniles in the videos. Pusateri turned himself into the
Yorkville Police Department on August 24th, 2023. This investigation is still ongoing.
On August 3rd, 2023, the Investigations Unit was able to successfully obtain an arrest warrant for
Antonio Lopez Jr, a 22-year-old Male from Oswego, Illinois, for 1 count of aggravated Discharge
of a Firearm (Class 1 Felony), 1 count of Reckless Discharge of Firearm (Class 4 Felony), and 1
count of Criminal Damage to Property (Class 4 Felony). These charges were the result of an
investigation that began on January 1st, 2023, after an area residence was struck by gunfire
shortly after the new year. Through the investigation, it was learned that Lopez shot a firearm
towards an occupied residence shortly after midnight on January 1 st, 2023. Lopez subsequently
turned himself into authorities on August 7th, 2023.

COMMUNITY POLICING INITIATIVES
Community Information
Facebook Post (9/1/23): This afternoon at approximately 3:05pm the Yorkville Police
Department was dispatched to the 2200 block of Lavender Way regarding a domestic issue. As
officer's were investigating this call we were advised that one party was allegedly in possession
of a weapon. Multiple police agencies responded to secure the area and out of an abundance of
caution, Autumn Creek Elementary School. Officers on scene were able to assure a safe on time
dismissal of the school day as well as the safety of those in the neighborh ood. Officer's have
cleared the scene, there is no threat to the community.
Facebook Post (9/7/23): Our hearts are heavy as Assistant Chief Fairfield passed away. His
devotion and public service to this community will be forever appreciated. Please keep the BKFD
family and the Fairfield family in your thoughts and prayers.
Facebook Post (9/11/23): Inspection crews will be conducting a physical survey of the Yorkville-
Bristol Sanitary District sanitary sewer system in your area. Workers will be accessing manholes
to “SMOKE TEST” sewers and locate defects in the system. The smoke is NON-TOXIC, HARMLESS
AND CREATES NO FIRE HAZARD.
The smoke should not enter your home unless you have defective plumbing or dried up drain
traps. Pour 1 gallon of water down all floor drains and any rarely used sinks/ tubs/ toilets to
ensure a water barrier is maintained in the drain traps. The drain trap water barrier is there to
prevent sewer gases or odors from entering the building. If the drain trap water barrier is present
and smoke does enter your home, the potential exists for sewer gases to also enter your home
and you should consult a licensed plumber to fix the problem.
Some sewer lines and manholes may be located in backyards. Whenever these lines require
investigation, members of the inspection crews will need access to the sewer lines and manholes.
These crews are RJN Group personnel and will be identified with uniforms and badges.
Homeowners do not need to be home and FIELD CREWS ARE NOT REQUIRED TO ENTER YO UR
BUSINESS OR RESIDENCE.
If smoke enters your home, and the field crew is still on your street, please contact a member of
the crew or the RJN Field Crew Leader at (630) 272 -5461.
We anticipate the smoke testing will require a few days in your area. Your cooperation is
appreciated. The information gained from this study will be used to improve the sewer system in
keeping with state and federal regulations. Please call if you have any questions about respiratory

Facebook Post (9/11/23): “Heroes are ordinary people who make extraordinary choices in
challenging moments.” – Susan J. Helms - May we never forget.
Facebook Post (9/20/23): Earlier today the Yorkville Police Department received a report from
a community member of a suspicious person walking in the opposite direction of Circle Center
Grade School with what appeared to be a BB gun. Officers flooded the area and could not
substantiate the report. Out of an abundance of caution Officers and the Yorkville School District
Security Team will remain in the area and on campus for the remainder of the day.
Facebook Post (9/20/23): Today at approximately 10:15 a.m., the U.S. Marshall's office, in
consultation with the Yorkville Police Department, advised Yorkville School District to place Circle
Center Grade School and Yorkville Intermediate School on a soft lockdown to conduct an
investigation in the surrounding area. Both schools were placed in a brief soft lockdown for
approximately 15 minutes. At no time were students or staff in danger, this was done out of an
abundance of caution. Yorkville Police Department personnel were in the area of both schools
during this investigation. For the remainder of the school day Yorkville Police Department
personnel and District Security team personnel will be present in the area. While there is no
threat to the public or school we felt that our presence would help alleviate any concern people
would have. This incident is not related to the previously communicated incident that occurred
earlier in the morning.
Facebook Post (9/23/23): Recently, the Yorkville Police Department has been receiving several
calls regarding possible fraud. A man identifies himself on the phone as a Kendall County Sheriff’s
Deputy and advises that you missed Jury Duty or Grand Jury. If you return a phone call, the
voicemail states that you have reached the office of this deputy at the Kendall County Sheriff’s
Office. It has been determined that these phone calls ARE NOT LEGITIMATE. If you receive a call
similar to this, do not provide anyone with your personal information. If you have any doubts,
contact your local police department with any questions. Thank you.
Facebook Post (9/26/23): This morning at approximately 9:45am, the Yorkville Police
Department was dispatched to a business in the 1400 block of N. Br idge St. where an individual
was having a medical emergency. Life saving techniques were performed by Police and Fire
personnel. The individual was transported to an area hospital for further treatment.

On May 12th 2023 at approximately 4:42 P.M., the Yorkville Police Department was contacted
by Yorkville School District 115 to report allegations of inappropriate conduct by a male Septran
employee. Yorkville CUSD 115 also alerted Septran of the allegations who immediately removed
the employee from service for the duration of the investigation. The male was later identified as
Ronald G. Krajec Jr. (55yoa, 24000 block W. Greenberg Ct., Naperville, Illinois). It was reported
that Krajec had been inappropriately touching students as they boarded the bus.
After an extensive investigation consisting of in-person interviews and review of the camera
footage from the bus, it was discovered that between the dates of April 18th and May 11 th, 2023,
Krajec had inappropriately made physical contact of varying levels with multiple students.
On September 25th, 2023, an arrest warrant was issued for Krajec for two (2) counts of
Aggravated Criminal Sexual Abuse (Class 2 Felony) and five (5) counts of Aggravated Battery (Class
3 Felony).
On September 26th, 2023 at 8:31 A.M., Yorkville Police Department arrested Krajec at his
residence and transported to the Kendall County Jail. The Yorkville Police Department was
assisted in this investigation by the Yorkville CUSD 115, Kendall County State’s Attorney’s Office,
and Septran staff.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.

Facebook Post (9/9/23): 1000 Block of Marketplace Dr. Yorkville Police, with the assistance of
Oswego, Plano and Montgomery Police Department is investigating the report of what appeared
to be a shots fired call. As of the moment, there are no reported victims or suspects in custody.
Police are currently on the scene investigating this incident. If you have any information that
may assist in this investigation, please call the Yorkville Police Department at 630-553-4340.

Sunflower Park (1700 block of Walsh Dr). Let’s help her get back home! She has since been
transferred to Kendall County Animal Control and Adoption Center
Facebook Post (9/29/23): Found Dog Alert! This good boy was found when he came through
the automatic doors of Signature Fitness looking to complete a late-night workout, “do you even
lift bro”. He was taken to Kendall County Animal Control and Adoption Center. If you know his
owner, please have them contact Animal Control or the Yorkville Police Department so we can
get him home.

DETECTIVE SQUAD
On 09/22/2023, the Investigations Unit was able to secure an arrest warrant for Ronald Krajec of
Naperville, Illinois, for 2 counts of Aggravated Criminal Sexual Abuse (class 2 felony) and 5 counts
of Aggravated Battery (class 3 felony). These charges stemmed from an incide nt that was
reported to the Yorkville Police Department in May of 2023. Krajec, at that time, had been a bus
driver for area schools and was accused of engaging in inappropriate touching of children while
on his bus. Krajec was removed from employment and an investigation was initiate. During that
investigation, video footage from the bus was reviewed and additional victims were identified.
Interviews were conducted with all victims and their families. On 09/26/2023, Krajec was taken
into custody at his residence and transported to the Kendall County Sheriff’s Office.
On 09/21/2023, the Investigations Unit was able to secure an additional arrest warrant for
Andrew Pusateri of Elk Grove Village, Illinois, for 3 counts of Aggravated Criminal Sexual Abuse
(class 2 felony) and 1 count of Unauthorized Video Recording and Live Video Transmission (class
4 felony). These charges came after an additional victim was identified from the incident that
initially occurred in July of 2023. Pusateri was previously charged with Predatory Criminal Sexual
Assault and Child Pornography. Pusateri surrendered to the Kendall County Sheriff’s Office on
09/23/2023.

Staff is seeking support to pre-order three (3) 2024 Ford Interceptor SUV vehicles in the amount not to
exceed $222,600 that will be proposed in the FY2025 budget.
Background
Our last nine patrol vehicles purchased have been through Morrow Brothers Ford in Greenfield, Illinois.
These vehicles have been Police Utility Ford Explorers. We have heard positive feedback from our officers
regarding these vehicles. Some of the highlights include ample space for equipment, the prisoner transport
area is larger, and the vehicles are AWD.
Purchasing an SUV for patrol offers many advantages for the department. The winter months are harsh
and having an all-wheel-drive vehicle will allow for safer roadway travel during inclement weather. Added
interior room in the vehicles provide staff comfort as well as storing the necessary equipment (i.e., rifles,
shotguns, ballistic shields, helmet, etc.).
Currently, Sutton Ford in Matteson, Illinois, holds the state bid for the purchase of police fleet SUV
vehicles. Unfortunately, Sutton Ford cannot provide a true vehicle cost until sometime in November 2023
for the 2025 Ford Interceptor SUV. Speaking with Sutton Ford Sales Representative Brittany Hall, she
estimates the cost to be around $45,304. Currently, there are no 2024 Ford Interceptor SUV’s available
through Sutton Ford. It is has been explained to us that Ford will be shutting down current production
early 2024 to make room for the reorganization of the production line as the 2025 models have changed.
As mentioned previously, we have purchased vehicles from Morrow Brothers Ford for many years.
Morrow Brothers Ford advised they are still taking orders for 2024 Ford Interceptor SUVs through the
end of the year. Morrow Brothers has promised those vehicles at the same prices quoted last year, which
currently brings the total to $4,424 per vehicle less than Sutton Ford’s best estimate. Currently, Morrow
Brothers Ford is taking orders on a first come first serve basis for agencies to receive 2024 police vehicles.
We would like to be added to that list. We would not take delivery/ownership of these vehicles until after
May 1, 2024 (FY25). In the event we are placed on the list but have to cancel our order there is no penalty
or cost to the United City of Yorkville.
See the attached vehicle specifications and pricing form (Exhibit A) for vehicle equipment and pricing.
Below is a breakdown of the cost of a new patrol SUV which includes additional equipment and
installation.
Morrow Brothers Vehicle Base Cost $40,940
Other Vendors Additional Equipment Costs $33,260 (including installation)
Total Squad Cost not to exceed $74,200 per vehicle

***Included in the base vehicle cost is registration, key fobs, prisoner door locks, heated mirrors, police
idle switch and grill prewire. Morrow Brothers Ford offers specific equipment packages that are installed
in the vehicle upon delivery. We have compared the cost of purchasing and installing through a third party
and have found Morrow Brothers to be cost-efficient and time efficient to include these items in the initial
vehicle purchase.
The three (3) vehicles proposed for purchase will be three (3) fully marked squad cars. This would mean
the lightbar would be on top of the vehicle, decals on the vehicle and a prisoner cage.
Recommendation
Staff recommends the ability to pre-order three (3) 2024 Ford Interceptor SUV vehicles and associated
equipment in the amount not to exceed $222,600 as will be included in the FY25 budget.
