PUBLIC SAFETY MEETING
Thursday, September 7, 2023 6:00pm

The meeting was called to order at 6:01pm by Chairman Dan Transier, absent a quorum.

The minutes were approved as presented.
New Business:
1. PS 2023-14 Monthly Report Review for June 2023 – July 2023
For June, Chief Jensen reported on overtime hours, neighborhood roll calls, postings for
police officer applications and YMCA youth program. He said a crossing guard was
hired and they are now fully staffed. The Chief is working on transitioning the guard
duty back to the school district. He said police retirees were also given a tour of the new
city hall. In addition, he reported on the training hours, number of accidents, traffic
details for the month, crime stats and squad information.
The Chief also reported on July activities. He said there was enhanced security for the 4th
of July and Hometown Days festivities and he said people were glad to see the extra
efforts. He reported on several car burglaries and apprehensions were made. He also
discussed Special Olympics participation, traffic details including Baseline Rd. and the
increase in the number of tickets issued. He shared information about an exposure
incident at the waterpark and a subsequent apprehension. The Chief also provided stats
regarding criminal cases and crisis intervention incidents. For information.
2. PS 2023-15 Adjudication Reports for July 2023 – August 2023
Chief Jensen said, in addition to the usual violations, they ticketed a car with expired registration
which had been parked on the side of the road for an extended time. They also ticketed a
solicitor. For information.

3. PS 2023-16 Illinois Law Enforcement Accreditation Program (ILEAP) Update - Discussion
Deputy Chief Mikolasek is in charge of the accreditation process which is now 42%
complete. The administration portion is finished and the operational component is being
done now. Chief Jensen said they are expecting to have a mock assessment in early 2024
with completion and accreditation by the end of 2024. ILEAP provides new law changes,
best procedures and Safety Act standards updates.

Additional Business:
Chief Jensen gave an update on issues occurring at Yorkville Christian School. Residents of
Prestwick and Ashley Point Subdivisions have complained about the students' driving near the
school. There are 2 entrances—one at the back and one in the front of the school off Ashley Rd.
which is gravel and in poor condition. Bart Olson has spoken with John Stewart about finishing
the road, however, the city cannot force Mr. Stewart to complete it. The cost would be several
hundreds of thousands of of dollars based on an estimate from EEI and there would be some cost
to the city. Chief Jensen said the main problem is actually in the back where there is a 4-way
stop. After the stop sign, it becomes private property and residents there have complaints about
the manner in which students and parents are driving. The Chief met with school officials and
they discussed ways to educate the drivers and he presented them with traffic-calming devices.
The police are also running details before and after school and they will begin running the details
with unmarked cars.
In another matter, Alderman Tarulis asked if electric bikes are motorized vehicles, since they can
also be pedaled. They are considered motorized vehicles.
There was no further business and the meeting was adjourned at 6:28pm.
