New Business: 1. PS 2024-01Monthly Report Review for October and November 2023 For October, Chief Jensen informed the committee of community initiatives such as coffee with a cop, community roll calls, a CSO did a “find the Fox”, Biz Boo was a success and Battle of the Badge softball tournament. There were 574 training hours for the month. He said there were 10 crashes in October at Rt. 126 and 47 and none in November. The Chief also gave traffic enforcement info for the major roadways. The investigation numbers are increasing and there were fewer calls for service compared to last year. For November, the Chief said the PD hosted pies at the senior center and an award was given to a 12-year old following a house fire. There were 202 training hours. There were several traffic stops on the major roadways and he said traffic study information will be provided to the Aldermen for their respective wards. He gave information from speed sign results and said there is a speeding problem in these areas—Kendall Drive and Center Parkway, and they have done directed patrols there. A fatal accident also occurred there recently. A possible 4-way stop is recommended for Countryside Parkway and Center Parkway and EEI is also doing a study there. The Chief noted that at one time a roundabout was considered for this location. Though it did not come to fruition, Alderman Funkhouser noted that road improvements were made. Alderman Transier noted there is a park located near that intersection now and he said even if EEI does not recommend a 4-way stop there, he felt it would be beneficial for safety. Alderman Funkhouser also recommended a 4-way stop and he suggested a conversation with Public Works Page 2 of 2 after EEI's study is available. Chief Jensen added that this area is used a shortcut off Rt. 47 & 34. Alderman Soling also noted that the area is poorly lit. The Chief also noted other areas where speed studies have been done. Continuing the November report, Chief Jensen said the Detective squad has seen increased cases from 2022 to 2023 for November. He also noted that 9-1-1 cell phone cases have increased partly due to the fact that all of these calls are dispatched. Stats for other crimes were given and the Chief also reported on monthly mileage and gas expense. He noted that the crashes at Rt. 126 and 47 are rear-end crashes rather than disobeying stop signs. 2. PS 2024-02 Adjudication Reports for October 30, 2023 - December 2023 There was a fight in October where 2 offenders were cited and there was a second fight in November. Chief Jensen noted numerous issues at the middle school. There were other adjudications for cannabis, vehicle tows, etc. The middle school problems were discussed further. There has been preliminary conversations with the school district. When a second middle school is built, a second School Resource Officer would be needed and the Chief suggested a second one should be largely funded by the school. (The current SRO is funded by the city). He also said that the school security team resolves many of the problems and they do not involve the police. 3. PS 2024-03 Memorandum of Understanding for the Yorkville Police Department Information Center - Discussion Chief Jensen said this is informational. The City Attorney drafted the MOU and other agencies will all sign. Those agencies have all seen the draft and had no issues with it. It states that Yorkville will own and maintain the center and it is hoped there is funding for 3 years. The committee was OK with this document. Some of the equipment for the center has come in and other items are ordered. The county will have a full time person in this center and in March or April a full time Yorkville officer will be positioned in the center. During this event we were able to sponsor 40 area kids. This would not have been possible without so many helping hands. We would li ke to thank Target, Home Depot, Purcell Ace Hardware, Casey's Gas Station, Yorkville Rosati's, Restore Church, Kiwanis and Becky Mokelke Photography. That night we enjoyed delicious Rosati's pizza, a visit from Santa and treats from Target. The smiles from these kids and families were priceless. Wishing you all a wonderful holiday season. These warrants were issued against Roll and Graham for their involvement with 3 retail thefts that occurred in Yorkville between June of 2023 and October of 2023. Roll was involved in all 3 retail thefts and has been charged with 3 counts of retail theft. Graham was involved with one and present during another and was only charged with 1 count of retail theft. Both Roll and Graham have been arrested on the outstanding warrants. On 12/27/2023, the Investigations Unit received arrest warrants for Brandie Walker (32 years old), Michael James (48 years old), and Brett Platt (42 years old) for retail theft. These warrants were issued against Walker, James, and Platt, for their involvement with 2 retail thefts that occurred in Yorkville in October of 2023. Walker, who was involved with both cases, was charged with 2 counts of retail theft. James and Platt, who were accomplices of Walker on separate incidents, were both charged with 1 count of retail theft. Both Walker and Platt still have active warrants for their arrest. On 12/19/2023, the Investigations Unit conducted compliance checks on all businesses that sell tobacco within the city limits. During the compliance checks, 2 violators were cited at 2 different businesses. Each violator was an adult. This compliance check was organized and completed by Student Resource Officer Goldsmith and utilized an undercover area resident who assisted the Police Department. With over two inches of snow fall it is required that vehicles be moved off city streets to assist our snowplows clearing the roadway. Failure to remove vehicles from the city streets could lead to enforcement action being taken. We would appreciate your compliance in removing your vehicle from our streets. The snow ban will be in effect until 24 hours after the snow is done falling. Facebook Post (1/6/24): Eastbound Galena Road at Cannonball Trail is temporarily shut down due to a crash. Please avoid the area.  Facebook Post (1/8/24): With the winter weather quickly approaching, the Yorkville Police Department would like to remind all residents of our parking after two inches of snow fall ordinance. This ordinance places a parking ban on all city streets once two inches of fresh snow has accumulated and will remain in effect until twenty-four hours after the snow fall has stopped. By doing your part, you will help the Public Works Department have time to clear the roads and allow for safer travel. Failure to comply with this ordinance may result in a city ordinance citation which carries a fine of fifty dollars. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. Both juveniles were charged with multiple counts of Burglary to Motor Vehicle and Criminal Trespass to Vehicle. On 01/24/2024, the Investigations Unit conducted compliance checks on half of the businesses that sell alcohol within the city limits. During that compliance check, we are happy to report that no violations occurred. This compliance check was organized and completed by Student Resource Officer Goldsmith and utilized an undercover area resident who assisted the Police Department. James Jensen Chief of Police Name Department Summary Traffic Sergeant Stroup will be presenting the process of receiving, reviewing, investigating, and reporting traffic complaints that are reported to the Police Department. Background The complaints we receive most often are traffic related. People speeding up and down the roadway or disobeying stop signs. Determining the legitimacy of these complaints before assigning resources is what we strive for. Over the past two years Sergeant Stroup has been tasked with developing our departments response to traffic complaints. This response involves multiple layers to include:  Reporting, documenting, and classifying each complaint  Review of historical data (previous complaints/results, engineering, enforcement, crash data, etc.)  Department resource coordination (Police, Public Works, Engineering)  Allocation of resources (speed study, engineering study, enforcement, etc.)  Tabulate and report findings While traffic enforcement can be effective, we believe that enforcement combined with education will be more effective. This year we are developing a comprehensive traffic crash reduction plan with the hope of combining education and enforcement to reduce traffic crashes and make our roadways safer.
