The meeting was called to order at 6:00pm by Chairman Dan Transier.
Citizen Comments:
Ms. Krempski said they began coming to these meetings due to the drag shows, but are now
turning their attention to what she termed a public safety issue or “government corruption”. She
gave a summary of what she felt are issues in the city in the last few months. She has spoken
with City Administrator Bart Olson and also made attempts to reach the Mayor who later
responded.
Ms. Krempski said she believed the Mayor was breaking the law after observing him at the 2022
and 2023 Hometown Days and said she had videos and emails to prove this. She alleged the
Mayor was distributing liquor, not as Mayor, but as a private citizen and that liquor ordinance
violations had occurred. A permit had been issued allowing for the consumption on city
property, but she said the issue is with the distribution rather than the consumption of liquor. She
has spoken to the Illinois Liquor Control Commission about this. She wishes to initiate an
investigation and said it is not to embarrass anyone, but to have the laws upheld and for a safer
community. She said more laws will not help, but the current laws need to be enforced.

3. PS 2024-06 Traffic Complaint, Investigation and Reporting Process - Discussion
Chief Jensen said Traffic Sergeant Sam Stroup has been following up on traffic complaints and
researching crashes to reduce the number. The Sergeant has created a program to analyze the
issues. He uses the CSO's to observe and document in gathering data and uses message boards
and speed limit signs to determine if there is an actual problem in a given location. He said
partnerships are a part of this program and he works with Public Works and EEI to look at data

collected. He has created a courtesy letter that is sent to vehicle owners to inform them of a
violation and no negative feedback has been received. He said citizens appreciate follow-up
about issues they have identified. Sgt. Stroup compiles a monthly report for an overview of the
activities and they will be sent to Aldermen if a problem has been identified in their Ward. Chief
Jensen added that the department will draft a plan to reduce crashes throughout the city since
problem areas have been determined.
1. PS 2024-04 Monthly Report Review for December 2023 and January 2024
Chief Jensen reported on training hours, directed patrols, overtime, frequent postings about
weather conditions, blood drive, increase in responses to 911 hang-ups on cell phones, number of
citations/warnings and he said Nybers report numbers are down. He also noted that Deputy Chief
Ray Mikolasek is the new President of the Kendall Chiefs Association. No further action.
2. PS 2024-05 Adjudication Reports for January and February 2024
There was a recent noise ordinance violation at Pinz and tickets/warnings have been issued.
Other violations include disorderly conduct, tampering with system, dangerous animal, tobacco/
liquor stings, unsafe conditions and tickets for no parking during snowfall events.
4. PS 2024-07 2023 Annual Report Review and Discussion
Chief Jensen presented the annual report which includes the mission/value statements and the
department will also be forming a Strategic Plan. He then reviewed stats for the various areas of
policing. He also noted the number of FOIA requests are up 41 for the year and all Records
personnel are trained to fulfill these requests. The Chief said that a goal for the Strategic Plan
will be the response to mental health calls and to determine if a social worker is needed. He
reported on the drone used by the PD and said 16 employees are trained operators. Alderman
Soling noted that he received many compliments about the officers being professional and very
courteous.

regarding crime, traffic, and community policing efforts of the police department. This document is
easy to understand, provides a multitude of data and is comparative in nature to the previous month and
year. This report will be disseminated to the entire board and city staff on a monthly basis and will be
made available to the public on-line.

TRAFFIC COMPLAINT / ENFORCEMENT INFORMATION
In February 2024, the Yorkville Police Department had received traffic concerns for various locations in
town. These concerns were established through both citizen concerns and areas of concern for the
department. All citizen concerns were tracked for potential issues. In some cases, to verify that the concerns
needed to be further addressed, (5) five years of crash data was researched. In addition, these locations
were further researched by utilizing the department’s speed signs. These speed signs were able to collect
traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the
department also relied upon its partnership with EEI.

During February 2024 a total of 2 Monitored Areas, which were areas not confirmed at the time to be Directed Patrol
Locations and were completed by Community Service Officers (CSO), as well as Yorkville Police Officers, for tentative
Directed Patrol Locations. Additional data points were added to the monitored areas as CSOs focused time in Directed
Patrol Locations.

DETECTIVE SQUAD
On 02/01/2024, the Investigations Unit conducted compliance checks on the remaining half of business that
sell alcohol with the city limits. During that compliance check, two violators were cited at two different
businesses. Each violator was an adult and was issued a local ordinance citation for the violation. This
compliance check was organized and completed by Student Resource Officer Goldsmith and utilized an
undercover area resident who assisted the Police Department.
On 02/16/2024, Detective Johnson was able to secure a felony arrest warrant for Dontrell Nelson for retail
theft. This warrant stemmed from an investigation that began in December of 2023 and concluded that
Dontrell Nelson had stolen merchandise from a local business prior to the report being made. At this time,
Dontrell Nelson’s warrant is still active.
Also, on 02/16/2024, Detective Ketchmark was able to secure a felony arrest warrant for Cari Arrieta for
retail theft. This warrant stemmed from an investigation that began in January of 2024 and concluded that
Cari Arrieta had stolen merchandise from a local business prior to the report being made. At this time, Cari
Arrieta’s warrant is still active.

Facebook Post (3/6/24): We had the privilege of having coffee with these ladies today. Thank
you so much for the coffee and the wonderful conversation.
Facebook Post (3/13/24): ’ day we have the opportunity to recognize SEVEN officers
for life saving efforts!
We are very proud of Sergeant Hayes, Officers Kuehlem, Opp and Heiser, as well as Detective
Johnson and School Resource Officer Goldsmith for their collective life-saving efforts on February
22nd. These officers worked together to search a large area, locate, and provide emergency
medical attention to a missing person who was injured. Based upon statements from the medical
professionals that examined the citizen, the actions o f these officers undoubtedly saved the
’ . b j b .
We also recognized Officer Lobdell for his actions on September 26th. Officer Lobdell responded
to the parking lot of an area business for the report of an unconscious per son not breathing.
Officer Lobdell performed life saving measures while waiting for assistance to arrive. Officer
L b ’ q b rvival and recovery.

fire in the 200 block of W. Beecher. The fire is contained. There will be emergency vehicles in the
area for the time being.

Bridge Street due to an ongoing investigation. This is not an active event and there is no threat to
the public, units will be in the area completing investigative duties.

Facebook Post (3/2/24): Today we participated in one of our favorite events of the year, the Polar
Plunge. This event benefits Special Olympics Illinois. We had an amazing time and were privileged to
have some athletes on hand. We would like to thank Go For It Special Recreation Association for
hosting us and their amazing hospitality. The Bristol Kendall Fire Department helped make this
possible by providing the holding tank and ensuring our safety. A big thank you to the Yorkville Jewel
Osco for their food donation. Lastly, thank you to our supporters! In total $4,515 was raised for Special
Olympics Illinois.

Scout Troop 2321 earn their detective badges as they worked to solve a murder mystery. With
their help, the Cookie Connoisseurs gang was brought to justice.

V-300 police training simulator obtained through a Department of Justice De-Escalation Safety
Grant has arrived. This system will be fully installed and operational by the end of the week. The

Department, Oswego Police Department and the Yorkville School District #115. Real life events
are rarely simple, which is why each training scenarios was designed to be complex. Through
extensive branching options, each scenario can unfold based on the decisions made by the trainee
while inside the simulator. This abili w ’ b
repeatedly with consistent training throughout. These scenarios are designed to teach critical
concepts, such as: officer presence, communication skills, verbal and non-verbal cues, de-
escalation, less-lethal use of force, duty to intervene, emotionally disturbed persons and more.

TRAFFIC COMPLAINT / ENFORCEMENT INFORMATION
In March 2024, the Yorkville Police Department had received traffic concerns for various locations in town. These
concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were
tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash
data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These
speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In
addition, the department also relied upon its partnership with EEI.

Directed Patrol Locations which were completed by Community Service Officers (CSO), as well as Yorkville Police
Officers, for tentative Directed Patrol Locations. Additionally, when there are no new locations, CSOs assist by
monitoring established Directed Patrol Locations.

DETECTIVE SQUAD
On 03/07/2024, Detective Johnson was able to secure an arrest warrant for Felony Retail Theft and Burglary
against Felicia Ozun. This arrest warrant stemmed from an investigation that began in December of 2023.
Through the investigation, Detective Johnson was able to determine that Ozun had stolen over $8,000.00
worth of merchandise from a local business. Ozun was accompanied by another person, but charges against
that person were not approved. Ozun was later taken into custody by another agency in another state.
SRO Goldsmith had a busy month inside the Yorkville School District and charged eight different juveniles
with various crimes. He was also featured in an article regarding how vital SROs are for school districts in the
area. His photo, along with some students, was on the front page of a local newspaper!
