Public Safety Committee Minutes 2024 03-07-24APPROVED 5/2/24 Page 1 of 2 UNITED CITY OF YORKVILLE PUBLIC SAFETY MEETING Thursday, March 7, 2024 6:00pm East Conference Room #337 651 Prairie Pointe Drive, Yorkville, IL In Attendance: Chairman Dan Transier Alderman Chris Funkhouser via Zoom Alderman Craig Soling Alderman Seaver Tarulis Other City Officials in Attendance: Police Chief Jim Jensen Sgt. Sam Stroup Others in Attendance: Mike Krempski Molly Krempski The meeting was called to order at 6:00pm by Chairman Dan Transier. Citizen Comments: Ms. Krempski said they began coming to these meetings due to the drag shows, but are now turning their attention to what she termed a public safety issue or “government corruption”. She gave a summary of what she felt are issues in the city in the last few months. She has spoken with City Administrator Bart Olson and also made attempts to reach the Mayor who later responded. Ms. Krempski said she believed the Mayor was breaking the law after observing him at the 2022 and 2023 Hometown Days and said she had videos and emails to prove this. She alleged the Mayor was distributing liquor, not as Mayor, but as a private citizen and that liquor ordinance violations had occurred. A permit had been issued allowing for the consumption on city property, but she said the issue is with the distribution rather than the consumption of liquor. She has spoken to the Illinois Liquor Control Commission about this. She wishes to initiate an investigation and said it is not to embarrass anyone, but to have the laws upheld and for a safer community. She said more laws will not help, but the current laws need to be enforced. Minutes for Correction/Approval: January 4, 2024 The minutes were approved as presented. New Business: Chairman Transier asked to move item #3 forward on the agenda. 3. PS 2024-06 Traffic Complaint, Investigation and Reporting Process - Discussion Chief Jensen said Traffic Sergeant Sam Stroup has been following up on traffic complaints and researching crashes to reduce the number. The Sergeant has created a program to analyze the issues. He uses the CSO's to observe and document in gathering data and uses message boards and speed limit signs to determine if there is an actual problem in a given location. He said partnerships are a part of this program and he works with Public Works and EEI to look at data Page 2 of 2 collected. He has created a courtesy letter that is sent to vehicle owners to inform them of a violation and no negative feedback has been received. He said citizens appreciate follow-up about issues they have identified. Sgt. Stroup compiles a monthly report for an overview of the activities and they will be sent to Aldermen if a problem has been identified in their Ward. Chief Jensen added that the department will draft a plan to reduce crashes throughout the city since problem areas have been determined. 1. PS 2024-04 Monthly Report Review for December 2023 and January 2024 Chief Jensen reported on training hours, directed patrols, overtime, frequent postings about weather conditions, blood drive, increase in responses to 911 hang-ups on cell phones, number of citations/warnings and he said Nybers report numbers are down. He also noted that Deputy Chief Ray Mikolasek is the new President of the Kendall Chiefs Association. No further action. 2. PS 2024-05 Adjudication Reports for January and February 2024 There was a recent noise ordinance violation at Pinz and tickets/warnings have been issued. Other violations include disorderly conduct, tampering with system, dangerous animal, tobacco/ liquor stings, unsafe conditions and tickets for no parking during snowfall events. 4. PS 2024-07 2023 Annual Report Review and Discussion Chief Jensen presented the annual report which includes the mission/value statements and the department will also be forming a Strategic Plan. He then reviewed stats for the various areas of policing. He also noted the number of FOIA requests are up 41 for the year and all Records personnel are trained to fulfill these requests. The Chief said that a goal for the Strategic Plan will be the response to mental health calls and to determine if a social worker is needed. He reported on the drone used by the PD and said 16 employees are trained operators. Alderman Soling noted that he received many compliments about the officers being professional and very courteous.
