Citizen Comments: None Minutes for Correction/Approval: March 7, 2024 The minutes were approved as presented. New Business: Chief Jensen asked to switch agenda items #3 and #4. 1. PS 2024-08 Monthly Report Review for February and March 2024 Police Chief Jensen reported on overtime hours, police officer testing, Records Clerk positions, blood drive, Polar Plunge and training hours. He also discussed crash statistics, directed patrols, citations/warnings and criminal cases. He said they are conducting many background checks for Parks and Recreation. The calls for service were up, but mental health calls decreased for both months. Alderman Soling asked if the background checks are charged to the PD or Parks & Rec. If a subject is fingerprinted, Parks & Rec are charged. 2. PS 2024-09 Adjudication Reports for March and April 2024 Two adjudications per month are now held instead of each week, noted Chief Jensen. He briefly reported on the cases brought to the Hearings. Page 2 of 2 4. PS 2024-11 Information Center Update – Discussion (out of sequence) Deputy Chief Carlyle asked the committee and other meeting participants to join him in the Information Center on the second floor of city hall for a demonstration of the center capabilities for police investigations. Chief Jensen gave a brief overview of the center and said the funds for it were donated anonymously. He said Deputy Chief Carlyle has been coordinating with the other 4 other departments who use it: Plano, Montgomery, Kendall County Sheriff and Oswego. He gave a demonstration of the technology and the information that can be obtained in conjunction with information from cell phones and social media. Chief Jensen said eventually he would like to have a full-time person in this center. 3. PS 2024-10 VirTra System Update - Discussion (out of sequence) For this agenda item, Chief Jensen said the committee would move to the courthouse. Prior to leaving for the courthouse, the committee briefly moved back to the conference room. Chairman Transier announced that the meeting would close at this time and move to the courthouse where Executive Session would be entered into. He stated that no votes or action would be taken following the close of Executive Session. Old Business: None Additional Business: None Executive Session: Convened at the courthouse. There was no further business and this portion of the meeting was closed at 6:53pm with official adjournment to follow the Executive Session. Please avoid the area as both roadways will be closed due to investigation for an undetermined amount of time. We will post updates as they become available. ****UPDATE**** Route 47 remains closed between Beaver St. and Route 126. The other area roadways, including Route 126, have been re-opened. No estimate can currently be given on Route 47 reopening. Thank you for your patience. We will continue to provide updates as they become available. ****UPDATE**** As of 6:03pm the roadway has been re-opened reference the personal injury accident on Rt. 47 south of Rt. 126. This accident is being investigated by the Yorkville Police Department with the assistance of the Illinois State Police. An update will be provided at a later time. Facebook Post (4/13/24): **Community Notice** Our partners with Kendall County Search and Rescue will be conducting missing persons and evidence location training this morning from 10am -12 noon in the area around our Greenbriar subdivision. The team will be utilizing the areas between sidewalks and street for training on suburban search techniques. We are grateful for their partnership and hope everyone has a wonderful weekend. This ambulance has been expertly retrofitted into a Mobile Command Center that will enhance our community’s safety and operational capabilities. BKFD contained the fire and there were no injuries. BKFD and OFD are currently in the process of containing the fire and there were no injuries. This fire is unrelated to the residential house fire on April 19th on Gardiner. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases, to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. Additionally, when there are no new locations, CSOs assist by monitoring established Directed Patrol Locations. Dutton III and Casandra York for retail theft. This investigation began in December of 2023 when Dutton and York entered a local business and stole over $900.00 worth of security cameras for sale within the business. Detective Ketchmark was able to identify the suspects and was able to obtain warrants for their arrests. Both Dutton and York were later found to be in custody in Georgia on unrelated crimes. In February of 2024, Detective Johnson was notified that an offender of a 2022 case, a criminal sexual assault investigation, was possibly contacting the victim through a social media application. Detective Johnson began investigating that claim and through diligent work, he was able to confirm that the suspect was in fact contacting the victim via social media, violating his pretrial bond conditions. An arrest warrant was issued for the suspect on 04/29/2024 and he was subsequently taken into custody by the Elburn Police Department without issue that same day. Big thanks from all of us! Facebook Post (5/15/24): ****INFORMATION**** There will be increased police presence in the area of the 200 block of Park Street. While there is no danger to the public, we ask that you avoid the area until further notice. Facebook Post (5/16/24): Yesterday, a contractor crew doing utility work on the 200 block of Park Street located what they believed to be human remains while digging a trench to repair existing water pipes. The Yorkville Police Department and Kendall County Coroner's Office responded. Coroner's office personnel made a preliminary determination that the remains were human. With the wonderful assistance of the Kendall County Historical Society it was learned that in the 1840s and 1850s, a cemetery occupied the site. According to available information, sometime in the late 1800s or early 1900s the headstones at this site were relocated to Elmwood Cemetery in Yorkville. The disposition of the remains was not mentioned. At this time, members of the Yorkville Police Department, Kendall County Coroner's Office and Illinois State Police Forensic Team are examining the disturbed ground on the site to provide proper and respectful treatment of the early Kendall County resident who was inadvertently disturbed. The below map is from 1871 and illustrates the location of the cemetery at the time. Facebook Post (5/16/24): Yorkville Police will be in the area of the 900 block S. With coordinated efforts from emergency services, as well as concerned area residents, the toddler was safely located and is back home. Facebook Post (5/13/24): Due to a recent increase in fraud and scam reports taken by the department, the Investigations Unit will be posting each day this week regarding common fraud and scam tactics, along with tips to prevent becoming a victim of these scams. AI Technology: Scammers are becoming more sophisticated as new technology emerges. The use of "spoofing" (or faking) telephone numbers or names on caller IDs is a common trend. Just because the caller ID says it is your bank doesn't mean it actually is. Tip: Never provide personal information to someone over the telephone. Banks already know your account information, including your PIN number. Typically, they will ask you for information to verify your identity, not ask for passcodes or PIN numbers. Scammers have begun acting like loved ones and calling asking for money for various types of incidents. These include bail, hospital bills, tow payments, etc. Recently, scammers have utilized AI technology to mimic people's voices to dupe people into providing money to them. Scammers are often demanding, pleading, or hostile if you fail to comply initially. TIP: When receiving phone calls from people claiming to be a loved one, ensure you are speaking to that person. Developing a code word, or phrase, or simply asking the person a question that only they would know the answer too, could save you in the long run. Sergeant Hart is a previous recipient of the Medal of Honor Award by the State of Illinois for his law enforcement actions. Sergeant Hart is currently completing his master’s degree in social work through Aurora University and will be assigned to oversee one of our patrol shifts. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. After the initial investigation was completed, it was discovered that the remains were in-fact human and that in the 1800’s there was a cemetery located in that area. The Detective Unit proceeded to assist the Kendall County Coroner’s Office, and the Illinois State Police with the recovery and processing of the human remains. At this time, these remains are believed to be a part of the abandoned cemetery and additional testing is currently ongoing. Records Clerks The Illinois Association of Chiefs of Police (IACP) has declared this week Law Enforcement Civilian Personnel Appreciation Week. Today we celebrate our records staff. These four manage nearly everything that comes through our agency, all reports, supplemental paperwork, payroll, daily correspondence, you name it and these four make sure everything gets to where it needs to be. We are proud of our officers, but to manage 33 personalities and the daily needs of this department takes a special person….and a very patient one! These two young men serve our community weekly in a variety of ways; motorist assists, city ordinance enforcement, traffic control, and vehicle maintenance among many other things. We are PROUD of these two, they are fine young men and they frequently sacrifice their days and weekends to be a help to the community. If these two are any indicator, the future of policing is bright for the City of Yorkville. Training Coordinator This morning we celebrate Amy Densberger, our Training Coordinator. Amy joined our team in 2023 to oversee all aspects of departmental training. The training coordinator is a new position with Y.P.D. and with the enaction of the Safety Act, training criteria and maintaining training records, directly results in Illinois Law Enforcement Officers maintaining certifications with the state, so it is one of the most important. Amy schedules and oversees in-house and out of house training for all employees and our favorite part about Amy is that she does it with an AMAZING attitude every day. We are grateful for you Amy and what an asset you have been for our police family. Evidence Custodian Rounding off this week celebration of our civilian employees is Chuck Davis. Chuck serves as our evidence custodian and maintains all aspects of our evidence vault along with ensuring evidence is delivered to appropriate laboratories and court venues. Chuck is well equipped for the job as he brings 40+ years of law enforcement experience to the table and continues to serve our community and Y.P.D. in his new “civilian” life as evidence custodian. We are grateful for the help you provide and even more so for your infectious zeal for law enforcement. You brighten everyone’s day by just being yourself! You are truly one of the coolest dudes we have ever met and we couldn’t do this without you Chuck! Facebook Post (June 5, 2024): Last night the Three Fires Council, Boy Scouts of America honored Officer Roman Soebbing for his service to our Country as a Navy man and to our community as an Officer. The event is designed to honor local Kendall County individuals for heroic actions and exceptional selfless community service. The operation focused on identifying individuals seeking to engage in commercial sex acts. As a result of the operation, the following individuals were arrested and charged: • Nathanael Beckley (34) of Bolingbrook, IL – Traveling to Meet a Child (Class 3 Felony) • Salvo Campagna (39) of Plano, IL – Indecent Solicitation a Child (Class 3 Felony), Traveling to Meet a Child (Class 3 Felony), and Solicitation to Meet a Child (Class 4 Felony) • Marcus Ramirez (26) of Sandwich, IL – Indecent Solicitation a Child (Class 3 Felony), Traveling to Meet a Child (Class 3 Felony), and Solicitation to Meet a Child (Class 4 Felony) This operation was part of a multifaceted approach by ISP aimed at stopping human trafficking in Illinois. ISP special agents and SWAT officers partnered with the Kendall County Police Assistance Team, Kendall County Sheriff’s Office, Yorkville Police Department, DuPage Metropolitan Enforcement Group, Will County Police Assistance Team, and North Central Narcotics Task Force, for the operation. The Kendall County State’s Attorney’s Office also provided support for the operation. Human trafficking is the use of force, fraud, or coercion to compel a person into commercial sex acts, labor, or services against their will. ISP continues its multifaceted approach toward protecting those most vulnerable with its ongoing statewide human trafficking enforcement operations. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. As a result of that joint investigation, three adult men were arrested and charged for offenses involving soliciting a juvenile and traveling to meet a minor. On June 25th, Detective Ketchmark received notice that a male juvenile had been charged with Child Pornography, stemming from an investigation that began in April of 2024. This case began after the Investigations Unit received an alert from the National Center of Missing and Exploited Children (NCMEC) regarding activating involving child pornography. The Investigations Unit was assisted by the Illinois Attorney General’s Office, Kendall County CPAT, and the Plano Police Department. On June 18th, Detective Ketchmark received an arrest warrant for Ekaterina Sanders of Yorkville, for felony Criminal Damage to Property and Reckless Discharge of a Firearm, stemming from an incident that occurred in February of 2024. The operation focused on identifying individuals seeking to engage in commercial sex acts. As a result of the operation, the following individuals were arrested and charged: • Nathanael Beckley (34) of Bolingbrook, IL – Traveling to Meet a Child (Class 3 Felony) • Salvo Campagna (39) of Plano, IL – Indecent Solicitation a Child (Class 3 Felony), Traveling to Meet a Child (Class 3 Felony), and Solicitation to Meet a Child (Class 4 Felony) • Marcus Ramirez (26) of Sandwich, IL – Indecent Solicitation a Child (Class 3 Felony), Traveling to Meet a Child (Class 3 Felony), and Solicitation to Meet a Child (Class 4 Felony) This operation was part of a multifaceted approach by ISP aimed at stopping human trafficking in Illinois. ISP special agents and SWAT officers partnered with the Kendall County Police Assistance Team, Kendall County Sheriff’s Office, Yorkville Police Department, DuPage Metropolitan Enforcement Group, Will County Police Assistance Team, and North Central Narcotics Task Force, for the operation. The Kendall County State’s Attorney’s Office also provided support for the operation. Human trafficking is the use of force, fraud, or coercion to compel a person into commercial sex acts, labor, or services against their will. ISP continues its multifaceted approach toward protecting those most vulnerable with its ongoing statewide human trafficking enforcement operations. These concerns were established through both citizen concerns and areas of concern for the depar tment. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. This operation had multiple law enforcement agencies within Kendall County checking on registered sex offenders and violent offenders against youth. During the sweep, it was found that all of the registered offenders in Yorkville are currently compliant. On July 10th, SRO Goldsmith conducted Tobacco Compliance Checks at licensed establishments in Yorkville. SRO Goldsmith was assisted a minor who would enter businesses and attempt to purchase tobacco products. Only one business, Corner Liquor and Grocery, was the only business to fail the compliance check. The person that sold the tobacco was issued a local ordinance citation. Background During the budgeting process, staff evaluates its department fleet based on the Fleet Replacement Policy. Staff determines if a vehicle should continue its service within the said department or be repurposed or replaced/disposed of. Once the determination is reached to replace or dispose of the vehicle, it is up to the City Council to approve such action. Recently, we took delivery of three new Police Explorer Interceptors and have fully outfitted all three vehicles. Vehicles are assigned to the Field Operations Division and are fully operational. With the addition of these three new vehicles, we have identified one (1) vehicle that is surplus and in need of disposal: Squad M16 is a 2015 Chevrolet Tahoe (VIN #1GNSK2EC3FR725184) with 112,906 miles. This vehicle spent its service life as a patrol vehicle and is our oldest S.U.V. M16 is currently in-service as an investigation’s vehicle. Utilizing the United City of Yorkville vehicle replacement guidelines (Exhibit A) This vehicle currently scores a 34 which falls into the “high priority replacement” category. Squad M16 is over the 25% mark for vehicle service and maintenance, with the costs of service and maintenance nearing 30% of the purchase price. The recent vehicle history shows increasing repair costs including, multiple drivetrain issues, reliability with starting, and electrical issues. Below is a summary of the maintenance records for M16. This summary includes the maintenance history while being serviced at Gjovik Ford along with typical preventative maintenance. M16 has experienced several significant repairs due to service age and milage to include: - Overheating issues due to water pump / cooling system needing replacement - Cylinder misfire due to aging wires / plugs - Cylinder misfire, spark plugs replaced - Overheating issue, radiator replacement, serpentine belt replacement - Lug nut failure, vehicle tow, replacement of damaged wheel / lug nuts - Vehicle did not shift from park, selector shaft rusted at transmission - Engine fault leading to safe mode activation, cylinder head repair. **Noted that crankcase issues and future oil consumption ** This vehicle is a four-wheel drive S.U.V. and as such has potential for sale. In the past, we have utilized Auto Smart (Oswego, Illinois) to facilitate excess inventory disposal. Our history with this company has been fair and quick with the transactions.
