Members of the public were able to attend this meeting in person as well as being able to access the
meeting remotely via Zoom which allowed for video, audio, and telephonic participation.
A meeting notice was posted on the City's website on the agenda, minutes, and packets webpage with
instructions regarding remote meeting access and a link was included for the public to participate in the
meeting remotely:

MAYOR'S REPORT
Yorkville Hometown Days Festival
Parks and Recreation Director Evans thanked everyone who attended, sponsored, and volunteered at
Hometown Days. He stated there was a great turnout with great weather; it was the largest Hometown
Day event.
Friends of the Library
Used Book Sale
Parks and Recreation Director Evans stated that the library had a great used book sale with a line around
the block. The used book sale was held on Saturday, August 31 s , and Sunday, September I"
Constitution Week Proclamation

Mayor Purcell proclaimed September 17 - 23, 2024, as Constitution Week in the United City of Yorkville
(see attached).
East Van Emmon Phase 3 RFQ Results

Mayor Purcell entertained a motion to select Engineering Enterprises, Inc. to negotiate a contract for
Phase 3 engineering services for the East Van Emmon Road Resurfacing project. So moved by Alderman
Transier; seconded by Alderman Tarulis.
City Administrator Olson stated that an RFQ must be completed before selecting a company because
federal money is being used.

2024111inois Transportation
Enhancement Program Grant
(CC 2024-72)
City Administrator Olson shared the current plans with the Council. He stated that this grant is for a max
of $3 million with a 20% match from the local municipality. This grant is to be used for transportation
and pedestrian enhancement. The Council has chosen to focus on the area around the FS Property
downtown. This area is also the subject of a separate downtown redevelopment grant that the Council
approved, and staff applied for recently. City Administrator Olson explained that the focus of this project
was Hydraulic Avenue. The proposal is to move the roadway away from the railroad tracks downtown by
making Hydraulic Avenue one-way. This one-way will be westbound from Heustis Street to Route 47.
This will separate vehicles and pedestrians from the train tracks. He also shared that a multiuse path and
extra parallel parking spaces are planned alongside the north side of Hydraulic Avenue. Other items
proposed are the construction of sidewalks alongside Heustis Street and Mill Street, curbs, beautification
efforts, and landscaping. He reported that the total construction value is around $4.3 million, with the City
contributing $1.3 million toward the project. Staff have discussed that they are comfortable using reserve
funds for this project and passing a resolution of support at the next City Council meeting. Economic
Development Director Lynn Dubajic Kellog has been contacting local business owners, and Assistant
City Administrator Erin Willrett has been contacting state elected officials for letters of support. He also
stated that they have not received any comments from businesses. Alderman Funkhouser shared with the
Council Google Map Street views of different rail and street designs throughout the country. City
Administrator Olson shared a map showing current and new pedestrian connection points for sidewalks
and trails. This project would connect the neighborhood east of Route 47 and South of the river into the
downtown. This also gives people a detour from Route 47's trail and sidewalk.
Mayor Purcell asked about the timeline of this grant. City Administrator Olson reported that the grant is
due at the end of the month The grant award is planned for October 2024. Mayor Purcell asked the
Council if they had any questions. Alderman Koch wondered if there is any duplication between this
grant and the other grant we previously applied for. City Administrator Olson stated that both grant
projects are separate and have no duplications. Alderman Funkhouser said he would rather see a fence on
the south than the north side. He would like to see fewer fences and barriers and focus more on the
streetscape. Alderman Koch asked about the railyard area and if that was factored in. City Administrator
Olson shared that they met with the railroad and engineers interested in helping the city through this
process, including providing feedback on the quiet zones. This is still an active conversation. Alderman
Soling said he would like to keep an older look for the design concept. Something historical and not too
modern. City Administrator Olson stated they would bring this back for formal approval, where the
Council must approve a resolution of support and identify funding for the contribution.

A resident shared with the Council that she recently traveled to Helen, Georgia, where they have a river
downtown, like Yorkville, with activities and kayaking. She mentioned that they have a walkway under
their bridge that the City should consider in the future as plans are being made for pedestrian safety.

Alderman Koch made a motion to accept the bid and award contract to Winninger Excavating, Inc., in the
amount not to exceed $517,247.46 and authorize the Mayor and City Clerk to execute; seconded by
Alderman Soling.

Ordinance 2024-47 Approving the First Amendment to a Development
Agreement Between the United City of Yorkville
and Rally Homes (Timber Ridge Estates)

Alderman Plocher made a motion to approve an Ordinance Approving the First Amendment to a
Development Agreement Between the United City of Yorkville and Rally Homes, LLC and authorize the
Mayor and City Clerk to execute; seconded by Alderman Funkhouser.
Community Development Director Barksdale -Noble reported that Rally Homes was seeking an extension
to the timing of the required watermain installation from May 31, 2024, to November 30, 2025. The City
also requested changing the originally approved 12" line to 16" to accommodate the pending Lake
Michigan water project.

Parks and Recreation Updates
Parks and Recreation Director Evans shared that Thursday, September 12", is the 3'd Annual Yorkville
Educational Foundation Storywalk, and there will be a new story at the YJWC Heartland Park from 4:30
pm to 6:30 pm. He also shared that Yorktober Fest will be held on September 27"' and 28t''. Director
Evans shared that the Scarecrow Walk will be held on Friday, September 27th and Parks and Recreation is
still accepting scarecrows if anyone is interested in submitting one.

City Administrator Olson shared that there will likely be one Lake Michigan agreement for the upcoming
City Council meeting on September 24t''. Then, at the October 8th meeting, there will likely be six (6)
agreements, including the customer and operating agreements.

September 17 through 23 as CONSTITUTION WEEK and ask our citizens to

protecting the freedoms guaranteed to us through this guardian of our liberties.
