Sam Stroup (left 6:15pm) Others in Attendance: None The meeting was called to order at 6:00pm by Chairman Dan Transier. Citizen Comments: None Minutes for Correction/Approval: November 21, 2024 The minutes were approved as presented. Chairman Transier asked to amend the agenda by moving the Old Business item to the beginning of the agenda. Old Business: (out of sequence) 1. PS 2025-01 Route 47 Downtown Traffic Activity Update - Discussion Chief Jensen said this traffic update is in relationship to the department annual goal of identifying problems and finding solutions. He said the focus in December was on speeding in the downtown on Rte. 47 (between Fox and River Road) due to complaints from businesses and residents. Sgt. Stroup compiled a traffic report for December and reported speed data and accidents for the downtown. He said the average daily traffic on Rte. 47 is 8,000 – 9,000 vehicles. Directed patrols were increased and he reached out to the Sheriff's office and Illinois State Police for extra patrol and they assisted, contingent on available manpower. In a previous report, he suggested moving the 30 mph sign for southbound Rte. 47, further to the north to help slow traffic. He also suggested to update the crosswalk at Rt. 47 and Hydraulic to increase pedestrian safety. These will go before IDOT for consideration. It is not known how long it will take to move the speed signs and the Chief will contact Brad Sanderson and Eric Dhuse to reach out to IDOT about moving the signs. Chief Jensen said areas of concern are the number of miles per hour over the limit, so officers will be directed to monitor this and make stops. Alderman Funkhouser asked to have the highest speed recorded to be included in the report. Chief Jensen noted that speed cameras cannot be installed since Rte. 47 is a state route. He said this item will be kept on the agenda and they will provide updates at each Public Safety meeting. Page 2 of 2 In another Old Business item, Chief Jensen noted that Alderman Tarulis had asked at the last meeting, about installing stop signs on bike paths. After consulting with the City Attorney, he said there is no municipal code to allow for stop signs there. He said there is an IVC violation that if people enter an intersection when not safe, they would be liable based on the IVC. Even if an HOA puts up stop sign, it is unenforceable by the PD. New Business: 1. PS 2025-02 Monthly Report Review for October and November 2024 Chief Jensen presented information on overtime hours, drug take-back, CSO hiring, recruitment efforts, policing efforts and training hours. In addition, he gave statistics on crashes, speed data, crime report numbers, arrests and the total number of incidents. He commented that the crime reports held steady compared to last year. Vehicle mileage and gas amounts were also noted. No further discussion or questions. 2. PS 2025-03 Adjudication Reports for November and December 2024 The Chief said there were impounded vehicles, retail thefts, possession of cannabis at the high school and alcohol violations. There were also a couple violations from Building and Zoning regarding water tampering. 3. PS 2025-04 Review of 2025 Annual Department Goal The annual department goal focus is on challenging the staff to solve problems. Chief Jensen said that in 2024, performance standards were put into place including being proactive. He said officers were asked to make a minimum number of stops per day/month. As a result, problem areas were identified and staff was challenged to solve the problems there. The Sergeants are also being tasked with insuring that the problems are solved and follow-up will be done in 1-2 months. The Chief said some slowdown of traffic has been seen in the downtown area. Alderman Soling said he received a call regarding an officer sitting in the median on Rte. 34 with no lights and he was nearly hit. Chief Jensen said staff has been instructed to discontinue parking in that spot. Chairman Transier noted that speeding is prevalent on Rte. 34 between Plano and Yorkville. Alderman Funkhouser also noted the speed of cars on Rte. 34 between Yorkville and Oswego and he said wider roads encourage drivers to drive faster. There is also a big gap between stop lights, noted Chairman Transier. Mr. Funkhouser noted how Batavia modified Rte. 31 from 4 lanes of traffic into 2 lanes plus a turn lane in the middle. He said it is slower, but working well. In another matter, the Chief said the annual report will be presented at the next meeting. Old Business: None Additional Business: Chief Jensen noted a speeding complaint on Cannonball from Alyce to Rte. 34, so speed signs will be placed to monitor. She was last seen in the 300 Block of E Somonauk St. on 01-07-2025 around 9:15pm. She is described as 5’2” weighing 125 pounds brown hair and brown eyes. Stroup was sworn in as the association's Sergeant at Arms. The swearing in, which was conducted by Judge Stephen Krentz, was attended by various members of the judiciary, law enforcement and the Kendall County Board. This installation also marked the end of Deputy Chief Ray Mikolasek's term as association president. Facebook Post (01/23/25): The Yorkville Police Department would like to pause to remember retired Yorkville Police Department Lieutenant Alvin P. Spera who passed away recently at the age of 92. After service in the U.S. Navy, Lieutenant Spera began his career with the Yorkville Police Department in May 1963. He served our community as an officer for the next two decades, reaching the rank of lieutenant. In addition to his service to our community, Lieutenant Spera was also a longtime member of our community. Following his retirement from the police department, Lieutenant Spera remained active in the community teaching hunter’s safety and concealed carry classes. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. SPEED DATA The Yorkville Police Department utilized the YPD Speed Signs to collect traffic and speed data to help research a particular traffic concern. Motorists traveling above the 85th percentile speed are considered to be exceeding the safe and reasonable5 speed for road and traffic conditions.” (Illinois Department of Transportation) MONITORED PATROL DETAIL DATA During January 2025 a total of 0 Monitored Areas, which were areas that have not been confirmed at the time to be Directed Patrol Locations which were completed by Community Service Officers (CSO), as well as Yorkville Police Officers, for tentative Directed Patrol Locations. Additionally, when there are no new locations, CSOs assist by monitoring established Directed Patrol Locations. This warrant was issued after an investigation into a retail theft that occurred in August of 2024 at a local business. During his investigation, Detective Ketchmark was able to identify Ascencio as the suspect who committed the crimes and was able to secure his arrest. As of this report, Ascencio is still wanted. Due to an incident that occurred on January 8th, SRO Goldsmith secured a felony warrant for the arrest of Damien Murphy (adult) of Yorkville, Illinois, for two counts of Aggravated Battery. This warrant was issued after Murphy pushed a school official, while on school grounds at the Yorkville High School on January 8th, 2025. Murphy was later taken into custody. This was an isolated incident and did not involve any school children. There was no danger to any students at the time of this incident. Background The Yorkville Police Department, responding to traffic and safety concerns raised by the Yorkville School District and area residents, proposes implementing time-restricted parking along Grande Trail near Grande Reserve Elementary School. These concerns have been verified through multiple site visits conducted by the department's traffic division in coordination with School District Security personnel. During student drop-off and pick-up times, overflow parking from the school property spills onto both sides of Grande Trail, creating significant traffic issues. The road width cannot accommodate vehicles parked on both sides while maintaining a safe and normal traffic flow. Refer to the photographs (Exhibit A) which provides details of the vehicular back-ups. Additionally, unsafe behaviors, such as children running into traffic to avoid waiting in line, further exacerbate safety concerns. Previous parent communications and direct interventions have not resolved the issue. The proposed regulations would limit parking to one side of Grande Trail (opposite the school) between Matlock Drive and McLellan Boulevard on school attendance days only, Monday through Friday, during peak traffic times from 7:30a.m. to 9:00a.m. and 2:30p.m. to 4:00p.m. Given the large number of homes along the proposed restriction, we suggest a full public engagement process. If the committee agrees with the proposed restriction, we would ask for City Council approval of the concept. If the City Council approves, we propose to send the attached letter (Exhibit B) to residents inviting them to an April 3rd Public Safety Committee meeting. This would put the final vote on the parking restriction for the April 8th City Council meeting. This initiative reflects the city's commitment to improving safety and traffic management near schools, benefiting the Grande Reserve neighborhood, and ensuring smoother daily operations. Approval and implementation of these regulations will address existing challenges and enhance overall safety in the area. Recommendation Approval to present this matter to the City Council to initiate the public engagement process and gather feedback from those directly impacted. This restriction would eliminate on street parking on the designated side of the mentioned road during school attendance days between the hours of 7:30am and 9:00am, and 2:30pm to 4:00pm. Individuals would still be permitted to park on the south and east side of Grande Trail. This parking restriction is being proposed in response to resident initiated public safety concerns of double-sided street parking by cars during school pickup and drop-off, and police observation of many school-aged children crossing the street at unsignalized areas – often in between parked cars where visibility is low. Restricting parking in those areas will eliminate double-sided street parking and prevent kids from crossing the street during pickup or drop-off. As a resident, you have the right to speak on this matter prior to its implementation.
