Citizen Comments: None Minutes for Correction/Approval: January 2, 2025 The minutes were approved as presented. New Business: 1. PS 2025-05 Monthly Report Review for January 2025 Chief Jensen presented this report. He said the department is fully staffed at this time. He reported the overtime hours, the community police initiatives--particularly in the downtown area and Sgt. Stroup was installed as Sergeant-in Arms in the Kendall Chiefs Association. The Chief also reported the training hours, number of crashes, the mobile speed sign was placed in the downtown area for a 2-week study and the directed patrol efforts. In addition, he said the number of citations were up, warnings were down and many background checks were done. A second School Resource Officer may be requested, so the school activities are being tracked. At the present time, the only Resource Officer travels to all the schools. The Chief discussed the Nybers reports and also said there were fewer motorist assists and lockouts. Alderman Soling asked if a liability waiver is signed for lockouts. A waiver is signed and Chief Jensen noted that many departments no longer do lockouts, however, he feels it is a public service. 2. PS 2025-06 Adjudication Reports for January and February 2025 In January, there were solicitors who had no permits and they are warned first, then citations are issued. A few cases for vape pens and cannabis were also noted. The Chief had questions on the parking violations and “no registration” citations and will clarify. Page 2 of 3 3. PS 2025-07 2024 Annual Report Review Chief Jensen said the 2024 goal was to challenge the staff to make a certain number of daily stops. That goal was divided into 9 smaller goals for expectations and standards. The department also challenged officers to identify and solve problems. He noted a 155% increase in traffic stops for cell phone use/distracted driving and he detailed the overall number of calls for service for the year. The Chief said the CSO program has proved to be valuable and he likes to hire the CSO's as full-time officers. The Chief reported the number of FOIA requests and also the crimes handled by the School Resource Officer. DUI's and crashes were up, but the overall crime rate was down. He noted that in 2024, the department was using the Nybers reporting system exclusively. The Chief also discussed that de-escalation and transparency are very important strategies The Police Department also partners with the health department on mental health incidents and they provide a social worker 1 day a week who follows up with persons in need of their services. Chief Jensen said in the future he may ask for funding for increased hours of a social worker. The department has two drones which are used every shift. There are 6 trained drone pilots and they also assist other agencies with this program. The department also has a therapy dog for use at special events and other needs. 4. PS 2025-08 U.S. Department of Justice COPS Grant - Discussion Chief Jensen said he did not request extra staffing in this budget year, however, in the 5-year plan, additional staff will be needed. The Mayor has given permission to start writing a grant through the U.S. Department of Justice, for two additional employees. If the grant is received, it would provide $250,000 total for 2 persons. The Chief said he is challenging two other staff members to learn the grant writing process. Alderman Soling noted that Waubonsee College offers grant-writing classes. 5. PS 2025-09 Regulation of Time-Restricted Parking - Grande Trail by Grande Reserve Elementary Phone calls were received from parents regarding parking problems during drop-off and pick-up times at the school. A drone was sent up and identified some of the major issues. In particular, the issue is students walking between cars and in front of vehicles. Chief Jensen showed the committee photos of the problem areas. Nearer to the school, cars are parked on both sides of the street. The school proposes to allow parking only on one side of the street, however, residents who live there object. His recommendation is no parking on the opposite side of the street from the school, from Freedom Place all the way around to Matlock Dr. when school is in session, for 1.5 hours both in the morning and afternoon. Chairman Transier suggested putting the restriction on Grande Trail from Matlock around the curve. The Chief also suggested a crossing guard at Constitution and Grande Trail. Chief Jensen asked to bring this matter to the entire City Council. If they approve of the proposal, letters would be sent to nearby residents, seeking their input. The school has asked police to be there each day and Officers have asked parents to move, but the parents sometimes refuse. Page 3 of 3 Old Business: 1. PS 2025-01 Route 47 Downtown Traffic Activity Update - Discussion Sgt. Stroup had provided an update of the downtown traffic efforts which showed the numbers for monthly details, stops, citations and warnings. This update will also be presented to the police staff and enforcement efforts will continue. They will also evaluate if violators have gotten multiple warnings, etc. The Chief also feels that people in the downtown see and hear the trucks. He said that Officer Kyle Davis has expressed a desire to do a truck enforcement program. Chief Jensen said certified scales would be needed, preferably on both ends of town. He suggested that when tickets are written, the fines be placed into a truck enforcement fund to buy equipment for these efforts. He will look into the legalities of a separate fund. He said there will be much future construction and several data centers with the possibility of speeding and overweight trucks. Complaints have also been received about trucks on Corneils Rd. PS 2025-09 Regulations of Time-Restricted Parking – Grande Trail by Grande Reserve Elementary The purpose of this meeting was to discuss proposed parking restrictions on the streets by Grande Reserve School in an effort to make it safer for children at arrival and pick-up times. Isaac Mendoza of 3029 McLellan said his family frequently uses the street for parking since there are multiple drivers in the household. When they have their vehicles parked there, he said it does not block the flow of traffic as he has observed from his Ring camera system. He asked how it would help the situation to revoke parking during the specified hours. Chairman Transier said the restriction would only be a few hours during the day and parking is still allowed on the opposite side of the street from the school. The suggested restricted hours are 7:30am to 9:00am and 2:30pm to 4:00 pm on school attendance days. Chief Jensen said parents now park on both sides of the street and kids run across the street to their waiting ride which creates a dangerous situation. Mr. Mendoza noted that parents block his driveway. Chief Jensen clarified that the parking restriction would only be on Grande Trail from Matlock to McLellan. Ms. Michele Breyne, the Principal of Grande Reserve Elementary, said she sends messages to parents about the parking and asks them to not block driveways. As the population grew in that area, she began to hear complaints from the residents. Mr. Eduardo Mendiola said the bus stop across from him is perfect because there is no nearby driveway. He said the safety of the children is the most important. Mr. Von Mendiola added that he also has a big family with many cars. Chief of Police Jim Jensen will speak with City Administrator to see if any comments were received at city hall and this proposal will be forwarded to the City Council. If approved, an Page 2 of 2 ordinance will be drafted, signs posted and enforcement will begin. Violators will be asked to move their cars first and the next step after a warning, is a ticket if there is non-compliance. He said most comments come from the residents through the HOA in the area and they want the restrictions due to the danger for the kids. Chairman Transier asked Principal Breyne to inform the parents. She said she serves as a crossing guard in the mornings and takes the kids across Constitution to Grande Trail. She tries to encourage the proper places to cross. Chief Jensen asked Ms. Breyne to work with his command staff on a map that indicates where there is no parking and also the suggested crossing routes. The police will post the map on social media. Mr. Eduardo Mendiola asked if there is a group of volunteer parents to help with the crossing. There currently is not and the schools just took over the crossing duties. He said the most dangerous entrance to Grande Reserve is the busy one next to the school. Mr. Mendoza said there is a stop sign by his residence and he suggested a possible 3-way stop due to the number of cars. Chief Jensen asked him to send an email to the Chief so he can forward it to other city staff for consideration. This matter will be forwarded to City Council. We have had several citizens notify us of this scam as well. Here are some good tips to avoid becoming a victim. They generously donated to YPD in support of our community programs throughout the year. The Patels specifically asked for Commander McMahon, noting that he has always made a point to stop by their business to check in on them. Appreciate the morning commute watching their speed through the downtown and doing their part with making the roadways safer for motorists and pedestrians. Facebook Post (2/19/25): A huge thank you to Officers Shepherd and Gerlach for putting on an excellent training this month! We focused on emergency medical tactics with some unique hands- on exercises. The 3.5 minutes in the ice bucket was an intense but effective way to simulate shock while applying tourniquets, really driving home the importance of staying calm and effective under stress. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. Facebook Post (March 17, 2025): Yorkville Police Department seeks Illinois Law Enforcement Accreditation The Yorkville Police Department is pleased to announce details of our on-site assessment with the Illinois Law Enforcement Accreditation Program (ILEAP). ILEAP is a program designed to make police organizations better by evaluating policy and procedures against established criteria. Coupling the alignment of policy and written directives against best practices, is the process of having criteria certified by an independent, authoritative body, the ILEAP Council. The Yorkville Police Department is seeking tier 2 accreditation by an evaluation of our agency consisting of 181 professional standards in the areas of Training, Operations, Administration, and Personnel to ensure meaningful and professional standards within our organization. The On-Site Assessment is scheduled for March 20th and 21st. During this time, trained assessors from peer agencies across the state will arrive to conduct inspections, file review, and audits of the police department. These representatives of the Illinois Chiefs of Police Association will be examining the department to ensure the Yorkville Police Department is worthy of the Illinois Law Enforcement Accreditation Program’s (ILEAP) professional status. Chief James Jensen and the accreditation team invite the public to voice their opinions, experiences, and other information with the accreditation team. On March 20th from 4pm to 5pm, citizens may call in to 630-553-8582 to speak privately with the representatives from ILEAP. The assessment team wants to hear your experiences with the Yorkville Police Department and whether you, the citizens, feel your police department should be accredited. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. This warrant stemmed from an investigation that began in May of 2024. Detective Ketchmark was able to secure the arrest warrant for Yates after a long investigation involving several subpoenas and interviews. SRO Goldsmith had another busy month in March with 10 juveniles’ arrests stemming from incidents inside the school district. Additionally, on March 18th, 2025, SRO Goldsmith conducted tobacco compliance checks on all tobacco establishments in Yorkville. During that compliance check, zero sales were made to our undercover agent. On March 14th, the Investigations Unit worked alongside the Illinois State Police Firearm Investigations Unit and were able to bring 62 people from surrounding jurisdictions, including 38 individuals from Yorkville, into compliance with their FOID cards. A Yorkville man has been arrested and charged in a murder-for-hire plot to kill his former wife. Mark A. Hellenthal (m/w 52 y.o.a. 2000 block Village View Dr. Yorkville, IL) was charged on April 10th, 2025, with Solicitation of Murder (Class X felony) and Solicitation of Murder for Hire (Class X felony) stemming from a Yorkville Police investigation that began on April 9th, 2025. On April 9th, 2025, The Yorkville Police Department was alerted of a murder-for-hire plot involving Hellenthal who had arranged with an individual to have his former wife killed. Hellenthal provided the individual with information about the victim, including the location of her residence and how to gain access. Once learning of the allegations, Yorkville Police launched an investigation and were able to locate the victim arranging for her safety until the situation could be resolved. On April 10th, 2025, Yorkville Police Investigations Division, with the assistance of Kendall County Cooperative Police Assistance Team (CPAT), secured authorization to record communications with Hellenthal. An undercover police officer posing as a hitman made contact with Hellenthal during which conversation, Hellenthal provided details on how to access the victim’s residence and offered the undercover officer U.S. currency and jewelry as payment for killing his former wife. After the arrangements were communicated to police, Hellenthal was located at his workplace with the assistance of the Downers Grove Police Department. Hellenthal was then taken into custody by Yorkville Police Investigators and members of Kendall County CPAT. Hellenthal was transported to the Kendall County Jail, where he remains in custody pending a detention hearing on April 11, 2025. Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable doubt. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. An investigation immediately began into that allegation and contact was made with the would-be assassin and their attorney. After obtaining a statement and evidence from that person, the suspect was identified as Mark Hellenthal (52 years old) and it was determined that Mark was attempting to hire and/or induce two other people to murder his ex-wife. With that information, the Investigation’s Unit contacted the Kendall County Cooperative Police Assistance Team and utilized an undercover agent, which had contact with Hellenthal. Hellenthal then solicited the undercover officer to murder his ex-wife. With that information, Hellenthal was taken into custody at his work in Downers Grove, Illinois. Hellenthal was charged with Solicitation of Murder and Solicitation of Murder for Hire, both class X felonies. This investigation is currently ongoing. The Investigation’s Unit also responded and is currently investigating two Criminal Sexual Assaults, two Aggravated Batteries, and multiple financial crimes that were assigned to investigations during the month of April. On 04/05/2025, SRO Goldsmith was notified by the Yorkville High School that two juvenile students had made entry to the school after hours and without authorization. Those students were identified and subsequently charged with Burglary. These concerns were established through both citizen concerns and areas of concern for the department. All citizen concerns were tracked for potential issues. In some cases, to verify that the concerns needed to be further addressed, (5) five years of crash data was researched. In addition, these locations were further researched by utilizing the department’s speed signs. These speed signs were able to collect traffic data related to traffic counts, speed data, and various times of day of violations. In addition, the department also relied upon its partnership with EEI. May marks the end of SRO Goldsmith’s tenure as the SRO for the Yorkville School District. SRO Goldsmith became the SRO in 2018 and has truly revolutionized the idea of “SRO” within the Yorkville Police Department and the community. SRO Goldsmith was nominated for Officer of the Year in 2020 for his performance as an SRO during 2019. He will be truly missed by the members of the Yorkville School District and the students.
