A RESOLUTION OF THE UNITED CITY OF YORKVILLE, ILLINOIS APPROVING
LIABILITY, CYBER, AND WORKERS' COMPENSATION INSURANCE COVERAGE
FOR THE CALENDAR YEAR 2026
WHEREAS, the United City of Yorkville, Kendall County, Illinois (the "City"), is a duly
organized unit of government of the State of Illinois within the meaning of Article VII, Section
10 of the 1970 Illinois Constitution; and
WHEREAS, the City's Property -Casualty, Cyber and Worker's Compensation insurance
policies expire on December 31, 2025; and
WHEREAS, the City is legally required and deems it fiscally prudent to continue to
receive insurance coverage in 2026; and
WHEREAS, the City's insurance broker, Mike Alesia of Alliant Insurance Services,
annually receives and reviews insurance coverage proposals on the City's behalf for a $30,000
brokerage fee; and
WHEREAS, the City's Finance Department has reviewed quotes obtained by the
insurance broker, and has found that the most reasonably priced insurance providers are the City's
current insurance providers, as evidenced in the Alliance Insurance Proposal, attached hereto as
Exhibit A; and
WHEREAS, the City's Finance Department recommends approving a brokerage
agreement with Aliant Insurance Services, and renewing the City's property -casualty policy with
National Union of Pittsburgh PA (AIG), cyber insurance policy with Coalition, and Worker's
Compensation policy with Illinois Public Risk Fund, the brokerage fee and combined premiums
for all policies totaling $726,677; and
WHEREAS, the City desires to continue coverage with the aforementioned carriers as
recommended by the City's Finance Department.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois, as follows:
Section 1. The recitals set forth above are incorporated into this Resolution as if fully
restated herein.

Section 2. In consideration of the foregoing recitals, the City Administrator and City
Finance Department are hereby authorized and directed to approve a brokerage agreement with
Aliant Insurance Services, and renew the City's property -casualty policy with National Union
of Pittsburgh PA (AIG), cyber insurance policy with Coalition, and Worker's Compensation
policy with Illinois Public Risk Fund, for a combined cost not to exceed $726,677.
Section 3. That this Resolution shall be in full force and effect from and after its passage
and approval as provided by law.

Executive Summary
The Public Entity Professionals of Alliant Insurance Services, Inc. appreciate the opportunity to present
the following renewal insurance proposal to the United City of Yorkville for the 12/31125 - 26 policy term.
The Public Entity team has strived to work with the United City of Yorkville in controlling risk management
costs through premium negotiation, loss control strategies and variable programs all designed to assist
the City management in their overall goals to administer the business of municipal leadership and fiscal
responsibility.
Over the past few renewal cycles we have done full marketing exercises. This year we went to market
again and received competitive terms from the Illinois Counties Risk Management Trust (ICRMT) as well
as from the incumbent, National Union Fire Insurance Company of Pittsburgh, PA (AIG) written through
Glatfelter.
The proposal outlines our marketing results which reflect the changing environment and attitude of the
industry towards municipal risks.
Property
The City`s Total Real and Personal Property Limit with Glatfelter increased from $74,317,952 to
$78,253,595 or 5.3%. This increase includes a standard 4% increase to scheduled values as well as an
adjustment for the Library building of 16%. The Schedule of Property Values is quoted slightly differently
by the ICRMT as some of the outdoor property values are covered by automatic coverage extensions
within their proprietary form. Full details are available upon request.
Glatfelter has quoted renewal coverage with the same $1,000 deductible as expiring for "All Other Perils".
and $25,000 deductibles for the perils of Earthquake and Flood. ICRMT has offered terms with a $10,000
"All Other Perils" deductible and minimum $50,000 deductibles for Earthquake and Flood. Further, neither
Glatfelter, nor the ICRMT are at this time writing a separate per location deductibles for the peril of wind
and hail which makes them both advantageous options as these costly deductibles are becoming
increasingly common.
An offset for the larger "All Other Perils" deductible with the ICRMT is included in the premium summary
comparison.
Equipment Breakdown
All quoted options included Equipment Breakdown coverage within the Property Limit with the same
deductible as All Other Perils.

Crime
Glatfelter is offering is a $1,000,000 Employee Dishonesty Limit with a $1,000 deductible. Their program
includes: Forgery & Alteration, Money & Securities and Computer Fraud limits. The ICRMT quote includes
Crime coverage with $1,000,000 limit for all coverage parts and a $1,000 deductible. Glatfelter offers a
$1,000,000 limit for Employee Theft only, with $500,000 to $100,000 sublimits for all other coverage
parts, as detailed in the coverage summary section of the proposal.
General Liability
Glatfelter is offering a $1,000,000 per occurrence 1$3,000,000 aggregate quotation with no deductible
which is outlined in this proposal. The ICRMT also quoted $1,000,000 per occurrence 1$3,000,000
aggregate, but with a $1,000 deductible
Glatfelter includes Sexual Abuse and Molestation (SAM) coverage automatically within the General
Liability coverage part up to full policy limits. The ICRMT offers a sublimit for Sexual Abuse and
Molestation coverage of $1,000,000 which is still very high. However, the ICRMT does not include this
coverage in its Excess limits, so coverage is capped at $1,000,000, while historically Glatfelter has
included SAM for full limits in both the underlying General Liability and Excess policies.
This year Glatfelter has requested additional loss control steps to have SAM included in the Excess limits.
At this time full limits for underlying coverage have been secured for the renewal with Glatfelter.
Auto Liability and Physical Damage
The City's fleet exposure is increasing from 113 units to 116 units or 3%. With the addition of some higher
value units the total scheduled OCN is increasing from $5,301,202 to 7,292,582 or 38%. While there has
been some development on open claims from 2021, the City complied with GPP's most recent loss
control request by providing copies of the driver policy and fleet replacement schedule.
Glatfelter is offering a $1,000 Physical Damage deductible for the renewal which is the same as expiring.
ICRMT offers a $2,500 Physical Damage deductible.
Law Enforcement Liability
GPP is offering a $1,000,000 Each Wrongful Act Limit 1 $3,000,000 Aggregate Limit. Please note that the
deductible is $25,000. Budgeted Officer salaries increased from $2,481,593 to $2,612,487 or 5%.
The ICRMT also quoted limits of $1,000,000 Each Wrongful Act Limit 1$3,000,000 Aggregate with a
$25,000 deductible.
Public Officials Liability and Employment Practices Liability - Claims Made
GPP quotation includes a $1,000,000 Each Wrongful Act Limit 1 $3,000,000 Aggregate Limit with a
$5,000 deductible. Additional coverage for these limits if afforded under the excess liability limits.

deductibles.
Coverage is placed on a Claims Made coverage form.
Cyber and Privacy Crisis Management Expense - Claims Made
The cyber market remains dynamic with claims sustained claims volatility, emerging risks, new market
entrants, and increased underwriting stringency. The renewal went to market, with the best terms offered
by Coalition with a -21 % premium reduction from the expiring policy with Hiscox. The Coalition policy
provides comparable limits and a broad schedule of first- and third -party coverages. Coalition offers a
10,000 retention, versus the 2,500 retentions with Hi scox.
Excess Liability
As the Excess Liability coverage is a function of the primary layers rate and exposures, its rates follow
form. The excess liability limit is $10,000,000.
Workers Compensation
The Illinois Public Risk Fund (IPRF) has offered renewal terms. The City's projected payrolls are
increasing from $9,758,049 to $10,536,369 or 8%. At the same time the premium is decreasing from
$228,685 to $206,454 or -10%. The overall rate decrease reflects in part the City's three-year loss ratio
which decreased by about 14%.
In addition, the City is eligible for IPRF Safety Grant funds in the amount of $17,728. The available funds
include the Preferred Loss Ratio Grant based on the City's favorable loss history. An application must be
submitted to IPRF by December 1, 2026, to receive the grant funds. Please note that the IPRF's limits
remain $3,000,000.

Summary
Last year, the City's total insurance costs were $632,702. This year we have obtained competitive
renewal quotes for the Package policy from both the incumbent, Glatfelter, and the ICRMT. The Glatfelter
Premium is $726,677 or 14.85% increase and the ICRMT's is $705,584 or 11.52%.
While the overall insurance market conditions are still negative towards municipal insureds, the following
are the drivers for the increase:
Continued law enforcement liability and excess liability market stress, even more so in Illinois due
to nuclear verdicts within the court system.
• Fleet Count increase from 113 to 116 or 3%.
• Scheduled vehicle costs increased from $5,301,202 to $7,292,582 or 38%.
• Payroll Increase from $9,758,049 to $10,536,369 or 8%.
• Police Officer payroll increases from $2,481,593 to $2,612,487 or 5%
• Full Time Employees Increased from 96 to 101 or 5%.
• Gross Expenditures Increase from $60,003,053 to $102,132,122 or 70%.
• Water and Sewer Expenditures Increase from $102,132,122 to $195,626,821 or 92%.
• Auto Liability and Physical Damage Claims increased from $263,006 to $617,343
+ 5 year - Enforcement Liability Claims totaling $79,073.
• 5 year - Property Claims of $76,793.
• 5 year — General Liability Claim of $72,023
• 5 year — Auto Claims of $617,343

Description of Covered Auto Designation Symbols
1 Any Auto
2 Owned Autos Only - Only autos you own (and for liability coverage, any trailers you don't
own while attached to power units you own), this includes those autos you acquire
ownership of after the policy begins.
3 Owned Private Passengers Autos Only - Only the private passenger autos you own.
This includes those private passenger autos you acquire ownership of after the policy
begins.
4 Owned Autos Other than Private Passenger Autos Only - Only these autos you own
that are not of the private passenger types (and for Liability Coverage any trailers you don't
own while attached to power units you own). This includes those autos not of the private
passenger type you acquire ownership of after the policy begins.
5 Owned Autos Subject to No -Fault - Only those autos that is required to have No -Fault
benefits in the state where they are licensed or principally garaged. This includes those

Alliant Insurance Services, Inc. is an insurance producer licensed by the State of New York. Insurance

Claims Made Policy:
This claims -made policy contains a requirement stating that this policy applies only to any claim first
made against the Insured and reported to the insurer during the policy period or applicable extended
reporting period. Claims must be submitted to the insurer during the policy period, or applicable
extended reporting period, as required pursuant to the Claims/Loss Notification Clause within the policy
in order for coverage to apply. Late reporting or failure to report pursuant to the policy's requirements
could result in a disclaimer of coverage by the insurer.
Any Employment Practices Liability (EPL) or Directors & Officers (D&O) with EPL coverage must give notice
to the insurer of any charges / complaints brought by any state / federal agency (i.e. EEOC and similar
proceedings) involving an employee. To preserve your rights under the policy, it is important that timely
notice be given to the insurer, whether or not a right to sue letter has been issued.
Changes and Developments
It is important that we be advised of any changes in your operations, which may have a bearing on the
validity and/or adequacy of your insurance. The types of changes that concern us include, but are not
limited to, those listed below:
■ Changes in any operations such as expansion to another state, new products, or new app4ications of
existing products.
■ Travel to any state not previously disclosed.
■ Permanent operations outside the United States, Canada or Puerto Rico.
■ Mergers and/or acquisition of new companies and any change in business ownership, including
percentages.
■ Any newly assumed contractual liability, granting of indemnities or hold harmless agreements.
Any changes in existing premises including vacancy, whether temporary or permanent, alterations,
demolition, etc. Also, any new premises either purchased, constructed or occupied.
■ Circumstances which may require an increased liability insurance limit.
■ Any changes in fire or theft protection such as the installation of or disconnection of sprinkler systems,
burglar alarms, etc. This includes any alterations to the system.
■ Immediate notification of any changes to a scheduled of equipment, property, vehicles, electronic
data processing, etc.
■ Property of yours that is in transit, unless previously discussed and/or currently insured.

Certificates / Evidence of Insurance
A Certificate or Evidence is issued as a matter of information only and confers no rights upon the certificate
holder. The certificate does not affirmatively or negatively amend, extend or alter the coverage afforded by
a policy, nor does it constitute a contract between the issuing insurer(s), authorized representative,
producer or recipient.
You may have signed contracts, leases or other agreements requiring you to provide this evidence. In those
agreements, you may assume obligations and/or liability for others (Indemnification, Hold Harmless) and
some of the obligations that are not covered by insurance. We recommend that you and your legal counsel
review these documents.
In addition to providing a Certificate or Evident of Insurance, you may be required to name your landlord,
client or customer on your policy as a loss payee on property insurance or as an additional insured on
liability insurance. This is only possible with permission of the insurance company, added by endorsement
and, in some cases, an additional premium.
By naming the certificate holder as additional insured, there are consequences to your risks and insurance
policy including:
■ Your policy limits are now shared with other entities; their claims involvement may reduce or exhaust
your aggregate limit.
• Your policy may provide higher limits than required by contract; your full limits can be exposed to the
additional insured.
■ There may be conflicts in defense when your insurer has to defend both you and the additional
insured.
■ An additional insured endorsement will most likely not provide notification of cancellation. Some
insurance companies use a "blanket" additional insured endorsement that provides coverage
automatically when it is required in a written contract. Most insurance companies do not want to be
notified of all additional insureds when there is a blanket endorsement on the policy. If a notice of
cancellation is required for the additional insured party, you must notify us immediately and we will
request an endorsement from your insurance company. There may be an additional premium for
adding a notice of cancellation endorsement for an additional insured.
