PW 2026-01 Snow Operations Report Director Dhuse said 1,700 tons of salt have been used, 600 more than all of last year and he said there will not be a savings of salt this year. There are 850 tons of reserve at the county storage site. The new trucks use a new system of metering usage and staff is working on merging the old and new systems. 2. PW 2026-02 Water Reports for October to December 2025 Mr. Dhuse said there was nothing out of the ordinary for these months. He noted a usage of 74 gallon per month per person demonstrating water conservation. These monthly reports require City Council approval per the IEPA and move to the consent agenda. 3. The north receiving station project with underground piping will start in December and the foundation work for the northwest tank off Eldamain has been completed. Work has begun on the south receiving station/standpipe site near Restore Church. Rte. 126 water main design work will also begin soon with bids coming in February. Bids will also go out soon for road programs work. Chairman Soling noted the rise in prices and he asked if the work will stay within budget. Mr. Sanderson said it should be OK. 4. Dump Truck Disposal Director Dhuse said he would like to purchase a truck for the next budget season by submitting the request early. He needs approval for this action and in addition, would like to sell two old trucks at auction when the new one arrives. A budget amendment is required to allocate the funds from next year's budget. This will give a full fleet of trucks and it will also include snow equipment. The committee approved and it moves to City Council. 6. PW 2026-06 Quik Trip Gas Station Public Improvement Acceptance This gas station opened last year and Mr. Sanderson said all punchlist items are done and approval is recommended. He said a 550-foot sanitary sewer needs to be accepted. He said a one-year guarantee would not be necessary since it has been tested, however, the committee decided to not waive this item. This moves forward to the City Council consent agenda and the motion will be modified. 7. PW 2026-07 2025 Road to Better Roads – Request for Change in Plans and Final Payment Estimate This is a Change Order to wrap up the project and the document is for IDOT for the MFT portion. That portion is $9,000 under budget. Approval is recommended and it will move to the consent agenda. 8. PW 2026-08 2025 Local Road Program – Change Order No. 1 (Balancing) Mr. Sanderson said this is for the non-MFT portion of the project which increased $4,000. The total contract price is $40,228 with $39,000 direct to the sub-contractor Benesch & Co. Mr. Olson added this is the second contract outside of the base contract to EEI. He said the city has had a 15-year base contract with yearly increases in the hourly payments, but no increase in the base. He said this contract would be paid separately and it moves forward to the regular City Council agenda. 11. PW 2026-11 2024 Sanitary Sewer Lining – Change Order No. 2 (Final Balancing) This Change Order is for a decrease of $6,600 for last year's sewer lining work. Mr. Sanderson recommended approval and it moves to the consent agenda. 12. They are the original motors and have been repaired several times in the past. The dealer, Metropolitan, gave a lower cost for multiple motors and impellers which reduced the total by about $7,500. City employees will install the equipment. This moves to the regular City Council agenda. Page 3 of 3 13. PW 2026-13 Resolution Approving an Engineering Agreement with Engineering Enterprises, Inc. (Route 47 Utility Relocation – Caton Farm Road to Route 71) Mr. Dhuse said this project has been ongoing for years and is now ready to proceed on a fast pace. A large amount of water main that comes out of Windett Ridge and along the east side of Rt. 47, must be moved. In order to reduce the amount to be moved, the city will loop into Windett and then a small amount of easement must be purchased outside of the right-of-way. The cost will be $151,713 for design services by EEI plus a cost of $56,500 for direct expenses. This will be within the budget. Alderman Transier asked if WIFIA funds can be used to finance this, however, Mr. Olson said the WIFIA funds are limited to the Lake Michigan project. This will move to the consent agenda. 14. PW 2026-14 Metronet Contract for New Public Works and Parks Facility Mr. Dhuse said in the 5-year term the cost would be just above the $25,000 threshhold. The service will provide the bandwidth necessary. The committee approved and it moves to the consent agenda. 15. PW 2026-15 2026 Road to Better Roads – MFT Resolution and Cost Estimate Bids will go out soon for the road programs and this is the first step. IDOT paperwork is required for them to issue a review and estimates and the resolution must be forwarded to them. Mr. Sanderson said the estimate is $1.47 million with $1.325 million from MFT. The City Council must approve both of these documents and this moves forward to the regular City Council agenda. 16. PW 2026-16 Grande Reserve Unit 7 - Acceptance The developer is requesting acceptance of the public utilities and all punchlist items and sidewalk are complete. This will also require a letter of credit reduction. Mr. Sanderson recommended acceptance and it moves forward to the consent agenda. 17. PW 2026-17 Land Acquisition Consulting Services – Supplement No. 2 – Lake Michigan Water System Improvement Project Mr. Olson said federal rules must be followed when property is acquired for the Lake Michigan project. The city has a contract with Mark Mathewson Right-of-Way Co. who has been doing the negotiations for these acquisitions. An initial contract was approved and now a second increase must be approved for three additional properties needed. There are remaining funds of $17,750 in the supplemental contract. This will move forward to the City Council regular agenda with committee approval. Old Business: None Additional Business: None There was no further business and the meeting adjourned at 6:46 pm. Eric Dhuse Public Works Name Department Summary February 10, 2026, second snow report for winter 25-26. Background This winter started early with snow in November and continues to clip us every chance it gets. Luckily, our crews have continued to perform snow removal and salting operations safely and efficiently week in and week out. Because of the early snow on Thanksgiving weekend and the weekly snows since, our salt usage is up significantly over last year. To date, we have used 2467 tons of rock salt compared to 1100 tons last year. In addition to spreading salt, we also pre-wet our salt with a brine solution with 10% calcium chloride to assist in melting the snow and being more effective at lower temperatures. This year, we have used approximately 13,200 gallons of brine. To date, we estimate the costs for materials at $175,000 for salt and $1850 for brine. Aside from a few minor issues with our trucks, they have performed flawlessly. Having the new fleet has been a game changer. I do not want to imagine how our operations would have gone this year if we still had mostly old trucks on the street. Recommendation This is an informational item. A Change Order, as defined by the General Conditions of the Contract Documents, is a written order to the Contractor authorizing an addition, deletion, or revision in the work within the general scope of the Contract Documents, or authorizing an adjustment in the Contract Price or Contract Time. Background: The United City of Yorkville entered into an agreement with Whittaker Construction and Excavating, Inc. for the construction of the Yorkville North Receiving Station project for a value of $6,786,500.00 for the above-referenced project. The budgeted amount for the construction is $6,786,500. The project is being funded through an IEPA Low Interest Loan, and the proposed change order has been submitted in draft form to the IEPA Loan Manager who has given their verbal confirmation on the changes. Question Presented: Should the City approve Change Order No. 1 which would decrease the contract amount by $227,995.23, to a total contract value of $6,558,504.77? Discussion: The enclosed change order document includes a detailed summary of the contract changes and each proposed change order (PCO) item. The first PCO is for a credit. During design, the valves within the receiving station were designed with gate valves in mind and many were sized larger based on initial feedback from valve manufacturers and as the design DuPage Water Commission flows were being finalized. During construction it was determined, with the recommendation of the valve manufacturer, that some of the valves can be reduced in size, eliminated, or changed to butterfly valves as typically utilized and preferred by PW Staff. These changes provided a net $271,900.00 credit back to the City. The second PCO consists of modifications to the onsite water main modifications, changing from a 16” Tee to a 16” x 16” Cross, which was discussed and changed to create a more resilient piping installation given the proximity to the Grande Reserve Tank. This change resulted in a $12,442.00 increase. The third PCO includes the cost of the new ComEd service connection. This cost is the City’s responsibility, but the City requested the contractor to coordinate and make payment as part of their contract to expedite the process and maintain the construction schedule since the contractor is coordinating with ComEd as part of their contract. Action Required: Consideration of approval of Change Order No. 1 for a deduct in the amount of $227,995.23. Memorandum To: Bart Olson, City Administrator From: Brad Sanderson, EEI CC: Eric Dhuse, Director of Public Works Erin Willrett, Assistant City Administrator Rob Fredrickson, Finance Director Jori Behland, City Clerk Date: February 17, 2026 Subject: Yorkville North Receiving Station CO-01 CHANGE ORDER Order No. 1 Date: January 29, 2026 Agreement Date: July 17, 2025 NAME OF PROJECT: Yorkville North Receiving Station OWNER: United City of Yorkville CONTRACTOR: Whittaker Construction & Excavating, Inc. The following changes are hereby made to the CONTRACT DOCUMENTS: PCO #1 (Credit for Valve Reduction): After award of the project, additional feedback was provided by the contractor’s valve supplier that certain valves can be modified, downsized, or eliminated from the Receiving Station that would still provide the same capabilities and satisfy the requirements of the Station and associated functions of the process piping components, while improving future operations for the City. These changes included gate valves that can be changed to butterfly valves. Several valves were also modified or reduced in size, that were oversized in the initial valve selection identified by manufacturers during design and are able to be reduced in size that will still be able accommodate the flows through the station. Lastly, redundant valves were eliminated. In particular, the changes included eliminating Valves PR-V-3 and PR-V-4, as well as I-V-14 through I-V-17 because they provided unnecessary redundancy. R-CV-1 and C-V-3 were removed from the project because the valve manufacturer was able to prove a different style valve as part of PR-V-1 and PR-V-2 that includes flow control and check valve capabilities. SR-V-3 was reduced from 24- inch to 8-inch as it was originally oversized during design. As such, the adjustments to the various valve components resulted in a net credit to the overall contract. A summary of the impacted valves. including the original valve schedule and revised valve schedule with the associated cost difference, is attached with the Contractor’s proposed change order (PCO). (DEDUCT: $271,900.00) PCO #2 (Site Piping Change): Adjustments were made during construction to the overall site piping phasing plan and layout, for modifications to the existing site piping necessary for construction of the improvements after award of the project. The site piping improvements must be completed in a carefully phased approach that includes coordination between the Contractor, EEI, and the City on temporary shutdown of certain components (existing mains, elevated tank, and water treatment plant). Originally, a 16-inch tee with cap was proposed during one critical phase of the piping modifications. During construction and after discussion, in order to minimize disruption and potential impacts to the system and better facilitate completing this phase of the site piping modifications, it was determined that a 16” cross that would later be capped, for a flatter surface to provide thrust blocking against, was beneficial for phasing of the construction to better maintain resultant proper pressure on the pipe. The PCO includes adjustments to the material cost for the additional components, less the original tee fitting, and additional labor required. Eric Dhuse Public Works Name Department Summary A proposal to amend the design engineering agreement due to difficulty acquiring right of way in a timely fashion. Background Originally, the design of Faxon Rd. along the C1 development was going to require the acquisition of right of way from 3 parcels on the south side of Faxon Rd. Staff has been working with the owners of the parcels for approximately 12 months without much success, so they were study an alternative alignment that would reduce the number of parcels and speed up the project. It was found that this was possible, and it would reduce the number of parcels needed from 3 down to 1. The new alignment would also mean that less right of way would need to be purchased on the remaining parcel. To utilize this alignment, EEI will have to revise the plans, specifications, and land acquisition documents to include the new alignment. To do this will require more work which will require a change order. EEI has prepared a change order in the amount of $47,680 to complete the work. C1 has reviewed this alignment and the proposed change order and approved the changes. Once the City Council has approved this change and C1 deposits the funds for the change, EEI will begin the necessary work to complete this project. Recommendation Staff recommends approval of this change order. Staff have not had much movement on property acquisition so an alternative alignment to reduce the land acquisition needs was researched. Staff were able to determine that an alternative alignment is viable, and the new alignment would reduce the number of parcels that need land acquisition from 3 down to 1. The new alignment would also decrease the required land acquisition on the remaining parcel. The new alignment requires that current project plans and specifications need to be updated. The additional scope will include putting together revised project plans, specifications and land acquisition documents. Eric Dhuse Public Works Name Department Summary A proposed amendment of the design engineering agreement for Beecher Rd. to include areas that have been purchased since the original agreement. Background Originally, the design area for Beecher Rd. started at the Railroad tracks and went north 1450’. The new proposed development on the east side of Beecher Rd. will require an additional 1550’ of roadway to be designed up to current city standards. With the addition of the new parcel, C1 has requested that EEI include the design for the new area in their current project for Beecher Rd. In order to include the new area, the plans, specifications, land acquisition documents, and utility coordination will have to be expanded and updated to reflect that additional roadway. For this, EEI is requesting a change order in the amount of $76,322. C1 has reviewed the change order and is prepared to move forward. Once the City Council has approved the change order and C1 deposits the funds, EEI will begin the work for this project. Recommendation Staff recommends approval of this change order. Representatives of contractors bidding the project and our firm were in attendance. A tabulation of the bids and the engineer’s estimate is attached for your information and record. This project is a combination of water and roadway- related work. Water-related work consists of 90% of the work ($4,742,452.55) and roadway 10% ($515,955.45). The low bid was below our engineer’s estimate. This project is included in the Illinois Environmental Protection Agency’s (IEPA) Intended Funding List to receive loan funding through the State Revolving Fund (SRF) Public Water Supply Loan Program (PWSLP). The next step is to issue the Notice of Intent to Award and submit it with the bid results and remaining final loan application documentation to the IEPA for approval, after which the final Notice of Award will be issued. Please note that the low bid amount is greater than the total requested loan amount of $5,310,283.00 which includes design and construction engineering. Of this loan amount, $4,167,900.00 is designated for construction. This means that the low bid of $5,258,408.00 is higher than the loan amount for construction. However, the low bid includes $515,955.45 that will not be funded by the loan program meaning that the water main portion of the bid is $4,742,452.55. Given this value is still higher than the construction loan amount, a reduction in work must take place. This was anticipated as additional work was added to the project near the Colonial Parkway area. The recommendation is to award the full contract value and then issue a change order to remove the portion of water main construction from Adrain, Blaine, and State Streets. This work will be pushed to 2028 when the rest of the nearby streets will also get new water main. This reduction will bring the water main portion of the Contract down to $3,978,093.60 which is below the loan amount. We recommend the acceptance of the bid and approval of the Notice of Intent to Award be made to the low bidder, Winninger Excavating, Inc., 8845 Schoger Drive, Naperville, IL 60564, in the total amount of $5,258,408.00. If you have any questions or require additional information, please let us know. Eric Dhuse Public Works Name Department Summary A proposed construction engineering agreement from EEI for the 2026 Water Main Replacement Program. Background In an ongoing effort to reduce our non-revenue water loss to under 10% as required by our Lake Michigan water allocation, we are continuing to replace older, cast iron water main that is prone to water main breaks and leaks. This will be the third year of aggressively replacing water main throughout town. The proposed areas of replacement include Adrian, Blaine, Illini, Walter, Olsen, and E. Ridge. In addition, we will be replacing the rear yard mains in Countryside and replacing a main that runs from Rt. 47 to the Penny Lane Apartments. The Penny Lane water main will also be tied into Colonial Parkway instead of being a very long dead end, which it is now. The design for this project was approved in March of 2025 and is now complete. Bids are being opened on 2/9 and the contract award will also be on the PW committee agenda in February for recommendation to the City Council. EEI is proposing an hourly rate contract for construction engineering services, estimated at $397,830 with an additional $21,665 estimated for direct expenses. Currently, there is $425,000 budgeted for this service in the approved FY26 budget. Recommendation Staff recommends approval of this contract. Development ENGINEERING ENTERPRISES, INC. FEBRUARY 2026 PAGE 1 STANDARD TERMS AND CONDITIONS Agreement: These Standard Terms and Conditions, together with the Professional Services Agreement, constitute the entire integrated agreement between the OWNER and Engineering Enterprises, Inc. (EEI) (hereinafter “Agreement”), and take precedence over any other provisions between the Parties. These terms may be amended, but only if both parties consent in writing. However, to the extent that the Scope of Work differs from the Standard Terms and Conditions, the Scope of Work document controls. Standard of Care: In providing services under this Agreement, the ENGINEER will endeavor to perform in a matter consistent with that degree of care and skill ordinarily exercised by members of the same profession currently practicing under same circumstances in the same locality. ENGINEER makes no other warranties, express or implied, written or oral under this Agreement or otherwise, in connection with ENGINEER’S service. Construction Engineering and Inspection: The ENGINEER shall not supervise, direct, control, or have authority over any contractor work, nor have authority over or be responsible for the means, methods, techniques sequences, or procedures of construction selected or used by any contractor, or the safety precautions and programs incident thereto, for security or safety of the site, nor for any failure of a contractor to comply with laws and regulations applicable to such contractor’s furnishing and performing of its work. The ENGINEER neither guarantees the performance of any contractor nor assumes responsibility for contractor’s failure to furnish and perform the work in accordance with the contract documents. The ENGINEER is not responsible for the acts or omissions of any contractor, subcontractor, or supplies, or any of their agents or employees or any other person at the site or otherwise furnishing or performing any work. Shop drawing and submittal review by the ENGINEER shall apply to only the items in the submissions and only for the purpose of assessing if upon installation or incorporation in the project work they are generally consistent with the construction documents. OWNER agrees that the contractor is solely responsible for the submissions and for compliance with the construction documents. OWNER further agrees that the ENGINEER’S review and action in relation to these submissions shall not constitute the provision of means, methods, techniques, sequencing or procedures of construction or extend or safety programs or precautions. The ENGINEER’S consideration of a component does not constitute acceptance of the assembled items. The ENGINEER’S site observation during construction shall be at the times agreed upon in the Project Scope. Through standard, reasonable means the ENGINEER will become generally familiar with observable completed work. If the ENGINEER observes completed work that is inconsistent with the construction documents, that information shall be communicated to the contractor and OWNER for them to address. Opinion of Probable Construction Costs: ENGINEER’S opinion of probable construction costs represents ENGINEER’S best and reasonable judgment as a professional engineer. OWNER acknowledges that ENGINEER has no control over construction costs of contractor’s methods of determining pricing, or over competitive bidding by contractors, or of market conditions or changes thereto. ENGINEER cannot and does not guarantee that proposals, bids or actual construction costs will not vary from ENGINEER’S opinion of probable construction costs. Copies of Documents & Electronic Compatibility: Copies of Documents that may be relied upon by OWNER are limited to the printed copies (also known as hard copies) that are signed or sealed by the ENGINEER. Files in electronic media format of text, data, graphics, or of other types that are furnished by ENGINEER to OWNER are only for convenience of OWNER. Any conclusion or information obtained or derived from such electronic files will be at the user's sole risk. When transferring documents in electronic media format, ENGINEER makes no representations as to long term compatibility, usability, or readability of documents resulting from the use of software application packages, operating systems, or computer hardware differing from those used by ENGINEER at the beginning of the project. Changed Conditions: If, during the term of this Agreement, circumstances or conditions that were not originally contemplated by or known to the ENGINEER are revealed, to the extent that they affect the scope of services, compensation, schedule, allocation of risks, or other material terms of this Agreement, the ENGINEER may call for renegotiation of appropriate portions of this Agreement. The ENGINEER shall notify the OWNER of the changed conditions necessitating renegotiation, and the ENGINEER and the OWNER shall promptly and in good faith enter into renegotiation of this Agreement to address the changed conditions. If terms cannot be agreed to, the parties agree that either party has the absolute right to terminate this Agreement, in accordance with the termination provision hereof. Hazardous Conditions: OWNER represents to ENGINEER that to the best of its knowledge no Hazardous Conditions (environmental or otherwise) exist on the project site. If a Hazardous Condition is encountered or alleged, ENGINEER shall have the obligation to notify OWNER and, to the extent of applicable Laws and Regulations, appropriate governmental officials. It is acknowledged by both parties that ENGINEER's scope of services does not include any services related to a Hazardous Condition. In the event ENGINEER or any other party encounters a Hazardous Condition, ENGINEER may, at its option and without liability for consequential or any other damages, suspend performance of services on the portion of the project affected thereby until OWNER: (i) retains appropriate specialist consultant(s) or contractor(s) to identify and, as appropriate, abate, remediate, or remove the Hazardous Condition; and (ii) warrants that the project site is in full compliance with applicable Laws and Regulations. ENGINEER agrees to cooperate with the OWNER, as necessary, to remediate a Hazardous Condition, but same may result in additional costs to the OWNER. ENGINEERING ENTERPRISES, INC. FEBRUARY 2026 PAGE 2 Consequential Damages: Notwithstanding any other provision of this Agreement, and to the fullest extent permitted by law, neither the OWNER nor the ENGINEER, their respective officers, directors, partners, employees, contractors, or subcontractors shall be liable to the other or shall make any claim for any incidental, indirect, or consequential damages arising out of or connected in any way to the Project or to this Agreement. This mutual waiver of consequential damages shall include, but is not limited to, loss of use, loss of profit, loss of business, loss of income, loss of reputation, or any other consequential damages that either party may have incurred from any cause of action including negligence, strict liability, breach of contract, and breach of strict or implied warranty. Both the OWNER and the ENGINEER shall require similar waivers of consequential damages protecting all the entities or persons named herein in all contracts and subcontracts with others involved in this project. Termination: This Agreement may be terminated for convenience, without cause, upon fourteen (14) days written notice of either party. In the event of termination, the ENGINEER shall prepare a final invoice and be due compensation as set forth in the Professional Services Agreement for all costs incurred through the date of termination. Either party may terminate this Agreement for cause upon giving the other party not less than seven (7) calendar days’ written notice for the following reasons: (a) Substantial failure by the other party to comply with or perform in accordance with the terms of the Agreement and through no fault of the terminating party; (b) Assignment of the Agreement or transfer of the project without the prior written consent of the other party; (c) Suspension of the project or the ENGINEER’S services by the OWNER for a period of greater than ninety (90) calendar days, consecutive or in the aggregate. (d) Material changes in the conditions under which this Agreement was entered into, the scope of services or the nature of the project, and the failure of the parties to reach agreement on the compensation and schedule adjustments necessitated by such changes. Payment of Invoices: Invoices are due and payable within 30 days of receipt unless otherwise agreed to in writing. Third Party Beneficiaries: Nothing contained in this Agreement shall create a contractual relationship with or a cause of action in favor of a third party against either the OWNER or the ENGINEER. The ENGINEER’S services under this Agreement are being performed solely and exclusively for the OWNER’S benefit, and no other party or entity shall have any claim against the ENGINEER because of this Agreement or the performance or nonperformance of services hereunder. The OWNER and ENGINEER agree to require a similar provision in all contracts with contractors, subcontractors, vendors and other entities involved in this Project to carry out the intent of this provision. Force Majeure: Each Party shall be excused from the performance of its obligations under this Agreement to the extent that such performance is prevented by force majeure (defined below) and the nonperforming party promptly provides notice of such prevention to the other party. Such excuse shall be continued so long as the condition constituting force majeure continues. The party affected by such force majeure also shall notify the other party of the anticipated duration of such force majeure, any actions being taken to avoid or minimize its effect after such occurrence, and shall take reasonable efforts to remove the condition constituting such force majeure. For purposes of this Agreement, “force majeure” shall include conditions beyond the control of the parties, including an act of God, acts of terrorism, voluntary or involuntary compliance with any regulation, law or order of any government, war, acts of war (whether war be declared or not), labor strike or lock-out, civil commotion, epidemic, failure or default of public utilities or common carriers, destruction of production facilities or materials by fire, earthquake, storm or like catastrophe. The payment of invoices due and owing hereunder shall in no event be delayed by the payer because of a force majeure affecting the payer. Additional Terms or Modification: All prior understandings and agreements between the parties are merged into this Agreement, and this Agreement may not be modified orally or in any manner other than by an Agreement in writing signed by both parties. In the event that any provisions of this Agreement shall be held to be invalid or unenforceable, the remaining provisions shall be valid and binding on the parties. Assignment: Neither party to this Agreement shall transfer or assign any rights or duties under or interest in this Agreement without the prior written consent of the other party. Subcontracting normally contemplated by the ENGINEER shall not be considered an assignment for purposes of this Agreement. Waiver: A party’s waiver of, or the failure or delay in enforcing any provision of this Agreement shall not constitute a waiver of th e provision, nor shall it affect the enforceability of that provision or of the remainder of this Agreement. Attorney’s Fees: In the event of any action or proceeding brought by either party against the other under this Agreement, the prevailing party shall be entitled to recover from the other all costs and expenses including without limitation the reasonable fees of its attorneys in such action or proceeding, including costs of appeal, if any, in such amount as the Court may adjudge reasonable. Fiduciary Duty: Nothing in this Agreement is intended to create, nor shall it be construed to create, a fiduciary duty owed to either party to the other party. EEI makes no warranty, express or implied, as to its professional services rendered. Headings: The headings used in this Agreement are inserted only as a matter of convenience only, and in no way define, limit, enlarge, modify, explain or define the text thereof nor affect the construction or interpretation of this Agreement. We are posting a new Invitations to Bid for the upcoming 3 years. The bids will be opened towards the end of March for City Council approval in April. Background Every 3 years, the city goes out to bid for the mowing and maintenance of the Fox Hill and Sunflower SSA areas. The last time we went to bid, Cox Landscaping was the lowest responsible bidder. With the rising cost of everything, I expect that the mowing and maintenance costs will increase as well. The cost per acre for mowing last year was $60/acre, I can easily see this increasing 15%-20% for this upcoming year. This would put the price per acre at $69-$72/acre. The Fox Hill SSA was started in 2004 and the Sunflower Estates SSA was started in 2007. In both cases, the HOA did not form when the subdivisions were at a point where the developer turns over the maintenance to the HOA. The city stepped in and created back up SSA’s for the maintenance of the common areas. Since that time, the city has managed these subdivision open areas to maintain entry ways, boulevards, trails, and ponds. Below is a breakdown of each subdivisions work items that are contemplated each year before submitting the levy to the county. Fox Hill Mowing – approximately 5 acres of turf grass, mainly adjacent to the trail system that runs throughout the single family portion only, of this development. Mowing also includes mechanical string trimming of all trees and the asphalt trail. We also provide fertilization and weed control for all turf grass areas. Trimming along private fences is NOT included in mowing, all fences are maintained privately. We have seen a dramatic increase in mowing and general maintenance costs over the last contract. Tree trimming – Fox Hill was constructed from the mid 90’s through the mid 00’s, so the trees are mature and need trimming from time to time. We have increased our trimming program as the trees have matured. We now also have trees that are dying and trees that have roots that are buckling the trail system. We are addressing them as needed. Memorandum To: Public Works Committee From: Eric Dhuse, Director of Public Works CC: Bart Olson, City Administrator Date: February 9, 2026 Subject: Fox Hill and Sunflower SSA Mowing and Maintenance Contract General maintenance – This is for areas that may have grass die back, erosion, graffiti, or other items that are not specifically covered. We have our mowing contractor supply us with hourly wages in the contract, so the costs are known. Sign Maintenance – There was an entry sign to the subdivision at the corner of Diehl Farm Rd. and Rt. 34 before the widening of Rt. 34 occurred. IDOT paid the city $23,000 for the right to remove the sign and widen the highway. This money is still in the account to replace the sign. We have now found a spot for the sign on Sycamore Rd. near the intersection with Rt. 34. We hope to get a design approved and the sign installed in FY27. Trail maintenance – Fox Hill had been constructed for quite some time before the city took over administration and maintenance of the common areas. When we took over, the trails needed work and have been patched and sealed three times under our supervision. When the trails were crack filled and sealed last year, the PW department performed the work and billed the SSA. Sunflower Estates Mowing – approximately 5 acres of turf grass. The areas consist of the entrances and around the three storm water basins. This also mechanical string trimming of all landscape areas and sidewalk. Fertilization and weed control are also provided for all turf grass areas. Tree trimming – Sunflower has many mature trees at both entrances and along the parkway of the north stormwater basin. These trees must be trimmed from time to time. We significantly trimmed and removed trees at the north entry two years ago and we had the south entrance thinned out and new trees replanted along the east parkway. General maintenance – this is for areas that may have grass die back, erosion, graffiti, or other items that are not specifically covered. Landscape plantings are also contemplated in this area. Sunflower has perennials near the entrance signs that need replacement from time to time. We have our mowing contractor supply us with hourly wages in the contract, so the costs are known. Pond Maintenance – Sunflower has three stormwater basins. This has been the largest expense for this SSA area. Some years ago, it was decided to naturalize these basins to ensure proper function and to avoid dredging the pond bottoms due to silting. Instead of raising the levy to a very high amount, the city paid for the naturalization and the SSA area is repaying the city over time. This will increase the levy gradually instead of a sudden increase to the residents. To maintain these basins, it is necessary for us to perform a controlled burn in the early spring. From there, we will be able to assess the overall health of the area and decide if we need to add more plants or leave everything as it is. Sign Maintenance – we contemplate any repairs, maintenance, or replacement of the entryway signs to the subdivision. Recommendation This is an informational item. Eric Dhuse Public Works Name Department Summary The City will be soliciting proposals for leaf disposal in the near future. The request for proposal will go out sometime later in the month with the bid opening towards the end of March, and City Council vote in April. Background The City has completed another 3-year leaf disposal contract. For the past decade or so, we have used 3-year contracts to keep some continuity, and to try and provide the best price for the City. In the contract that was just completed, our price for disposal was a constant $4.00/per cubic yard of leaves. I fully expect that this price will increase, possibly substantially, due to the rising prices of fuel, machinery, and labor. I would estimate that the price for the upcoming contract would be $5.00/cubic yard or more. If we use this past year as our example, it will cost us an extra $2155 per year if the price increases to $5.00/cubic yard. Granted, last year was our largest amount of leaves, but I fully expect that number to continually increase as many of our trees mature and we continue to plant parkway trees. Currently, we are using our leaf vacuum and our leaf chopper on the trackless utility machine to pick up the leaves. Our leaf vacuum is 24 years old, but still going strong. With the cost of a new leaf vacuum over $150,000 we are going to use our current machine for as long as possible. Adding the leaf chopper on the trackless machine has made our operation much more efficient because we can send multiple crews out and continually pick up leaves. PW employees built wooden enclosures for a few of our dump trucks to make sure we keep the leaf chopper working while other trucks are going to dump off their load. With such a short window to pick up leaves, we need to make sure that we are being as efficient as possible. Recommendation This is an informational item. A discussion will take place. Bart Olson Administration Name Department As requested, we investigated the need for traffic control at the intersection of Boombah Boulevard and Commercial Drive. The study examined the need for a yield or stop sign on Commercial Drive. The study also examined the need for a multi-way stop at this intersection. This intersection was previously examined in May 2025 and met no warrants for traffic control. Our findings for these intersections were as follows: o Both Boombah Boulevard and Commercial Drive streets are designated as local roads. o The T-intersection currently has no traffic control devices in place. o The posted speed limit on both streets is 30 mph. o No posted parking restrictions are in place along any legs of the intersection. o Sufficient intersection sight distance as defined in the Illinois Department of Transportation’s (IDOT) Bureau of Local Roads and Streets (BLRS) Manual was observed at the intersection of Boombah Boulevard and Commercial Drive for all uncontrolled approaches. o The United City of Yorkville Police Department reported zero accidents within the last 36 months at the intersection. There have been two accidents since 2021 along Boombah Boulevard; however, neither were at this intersection nor would the accidents have been prevented by the installation of yield or stop sign on any legs of this intersection. o The observed bi-directional vehicle, bicycle, and pedestrian peak hour volume entering the intersection exceeded the maximum allowed for the installation of a yield sign on Commercial Drive. o The observed bi-directional vehicle, bicycle, and pedestrian volume entering the intersection was less than that required for the 8-hour, multi-way stop sign warrant. Currently, no legs of the Boombah Boulevard and Commercial Drive intersection appear to warrant the installation of new traffic control devices. The pages attached to this memorandum include existing and proposed traffic control exhibits, preliminary engineering study forms, intersection traffic counts, intersection sight distance photos, and the correspondence with the United City of Yorkville’s Police Department regarding relevant crash data. Additionally attached is the methodology outlined in the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) for traffic control devices and the May 2025 study at this intersection. Guidance: A. When selecting a form of intersection control, the following factors should be considered: a. Motor vehicle, bicycle, and pedestrian traffic volumes on all approaches; where the term units/day or units/hour is indicated, it should be the total of motor vehicle, bicycle, and pedestrian volume; B. Driver yielding behavior with regard to all modes of conflicting traffic, including bicyclists and pedestrians; C. Number and angle of approaches; D. Approach speeds; E. Sight distance available on each approach; F. Reported crash experience; and G. The presence of a grade crossing near the intersection. Section 2B.10 of the MUTCD details the following for the installation of yield control at an intersection: Guidance: At intersections where a full stop is not necessary at all times, consideration should first be given to using less restrictive measures such as YIELD signs. Yield control should be considered when engineering judgment indicates that all of the following conditions exist: A. Intersection sight distance is adequate on the approaches to be controlled by YIELD signs. B. All approaches to the intersection are a single lane and there are no separate turn lanes. C. One of the following crash-related criteria applies: D. For changing from no intersection control to yield control, there have been two or more reported crashes in the previous 12 months that are susceptible to correction by the installation of a YIELD sign. E. For changing from minor road stop control to yield control, there have been two or fewer reported crashes in the previous 12 months. F. The combined motor vehicle, bicycle, and pedestrian volume entering the intersection averages less than 1,800 units per day or 140 units in the peak hour. G. The angle of intersection is between 90 and 75 degrees. H. The functional classification of the intersecting streets is either the intersection of two local streets or the intersection of a local street with a collector street. Page 20 Option: YIELD signs may be installed at an intersection when any of the following conditions apply: A. At the second intersection of a divided highway crossing or median break functioning as two separate intersections (see Figure 2B-19). In this case, a YIELD sign may be installed at the entrance to the second intersection. B. For a channelized turn lane that is separated from the adjacent travel lanes by an island, even if the adjacent lanes at the intersection are controlled by a highway traffic control signal or by a STOP sign. C. At an intersection where a special problem exists and where engineering judgment indicates the problem to be susceptible to correction by the use of the YIELD sign. D. Facing the entering roadway for a merge-type movement if engineering judgment indicates that control is needed because acceleration geometry and/or sight distance is not adequate for merging traffic operation. E. On low-volume rural roads if engineering judgment indicates that a YIELD sign would provide adequate control. F. On an approach to an intersection where the only permissible movement is a right - turn movement with an intersection geometry similar to a channelized right -turn lane or an approach to a roundabout. Section 2B.11 of the MUTCD details the following for the installation of minor road stop control at an intersection: Guidance: Stop control on the minor-road approach or approaches to an intersection should be considered when engineering judgment indicates that one or more of the following conditions exist: A. A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway. B. Crash records indicate that: 1. For a four-leg intersection, there are three or more reported crashes in a 12- month period or six or more reported crashes in a 36-month period. The crashes should be susceptible to correction by installation of minor-road stop control. 2. For a three-leg intersection, there are three or more reported crashes in a 12- month period or five or more reported crashes in a 36-month period. The crashes should be susceptible to correction by installation of minor-road stop control. C. The intersection is of a lower functional classification road with a higher functional classification road. D. Conditions that previously supported the installation of all-way stop control no longer exist. On low-volume rural roads, a STOP sign should be considered at an intersection where engineering judgment indicates that Item C in Paragraph 1 of this Section is applicable or where the intersection has inadequate sight distance for the operating vehicle speeds. Section 2B.12 of the MUTCD details the following for the installation of an All-Way Stop Control intersection: Page 21 Support: The provisions in the following sections describe warrants for the recommended engineering study to determine all-way stop control. Warrants are not a substitute for engineering judgment. The fact that a warrant for a particular traffic control device is met is not conclusive justification to install or not install all-way stop control. Because each intersection will have unique characteristics that affect its operational performance or safety, it is the engineering study for a given intersection that is ultimately the basis for a decision to install or not install all-way stop control. All-way stop controls at intersections with substantially differing approach volumes can reduce the effectiveness of these devices for all roadway users. Guidance: The decision to establish all-way stop control at an unsignalized intersection should be based on an engineering study. The engineering study for all-way stop control should include an analysis of factors related to the existing operation and safety at the intersection, the potential to improve these conditions, and the applicable factors contained in the following all-way stop control warrants: A. All-Way Stop Control Warrant A: Crash Experience (see Section 2B.13) B. All-Way Stop Control Warrant B: Sight Distance (see Section 2B.14) C. All-Way Stop Control Warrant C: Transition to Signal Control or Transition to Yield Control at a Circular Intersection (see Section 2B.15) D. All-Way Stop Control Warrant D: 8-Hour Volume (Vehicles, Pedestrians, Bicycles) (see Section 2B.16) E. All-Way Stop Control Warrant E: Other Factors (see Section 2B.17) Option: The decision to install all-way stop control on site roadways open to public travel may be based on engineering judgment. Standard: The satisfaction of an all-way stop control warrant or warrants shall not in itself require the installation of all-way stop control at an unsignalized intersection. Page 22 2026 INTERSECTION STUDY MEMO Page 23 As requested, we investigated the need for traffic control at the following intersections along Boombah Boulevard: 1. Boombah Boulevard and Commercial Drive 2. Boombah Boulevard and Caledonia Drive Our findings for these intersections were as follows: o All streets examined were designated as local roads. o Neither intersection currently has any traffic control devices in place. o The Neighborhood Posted Speed Limit is 30 mph. o No posted parking restrictions are in place along any of the legs of the intersections studied. o School buses passed both intersections; however, neither was identified as a drop-off or pick-up location. o Heavy truck traffic was observed turning to and from Commercial Drive from Boombah Boulevard. o The United City of Yorkville Police Department reported one accident within the last 36 months along Boombah Boulevard; however, it was a single-vehicle accident not susceptible to correction by the installation of a traffic control device. o Insufficient intersection sight distance as defined in the Illinois Department of Transportation’s (IDOT) Bureau of Local Roads and Streets (BLRS) Manual was observed at the intersection of Boombah Boulevard and Caledonia Drive for an uncontrolled approach. A fence at the southwest corner restricts motorist’s views for safe maneuvers approaching the intersection. o The observed bi-directional vehicle, bicycle, and pedestrian volume entering both intersections was less than that required for the 8-hour, multi-way stop warrant. Our recommendations for improvements at these intersections are discussed below, and in the exhibits attached with this Memo. 1. Boombah Boulevard and Commercial Drive o Currently, no legs of the intersection appear to warrant the installation of new traffic control devices. Memorandum To: Bart Olson, City Administrator From: Brad Sanderson, EEI CC: Eric Dhuse, Director of Public Works Krysti Barksdale-Noble, Community Dev. Dir. Jori Behland, City Clerk James Jensen, Chief of Police Date: May 20, 2025 Subject: Boombah Boulevard Traffic Control Study Page 24 2. Boombah Boulevard and Caledonia Drive o Currently, the intersection of Boombah Boulevard and Caledonia Drive appears to be a good candidate for a YIELD sign. Intersection sight distance is restricted at the southwest corner. A YIELD sign should be installed at the southeast corner for northbound Boombah Boulevard traffic. The pages attached to this memorandum include existing and proposed traffic control exhibits, preliminary engineering study forms, intersection traffic counts, intersection sight distance photos, and the correspondence with the United City of Yorkville’s Police Department regarding relevant crash data. Additionally attached is the methodology outlined in the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) for traffic control devices. Page 25
