Citizen Comments None Minutes for Correction/Approval January 6, 2026 The minutes were approved as presented. New Business 1. EDC 2026-06 Building Permit Report for December 2025 Mr. Ratos reported 45 permits issued in December. Six were for single family detached, mostly in Grande Reserve, 7 were for commercial and others were for decks and miscellaneous, etc. 2. EDC 2026-07 Building Inspection Report for December 2025 There were 389 inspections in December, said Mr. Ratos. Most were done in-house and some of the plumbing inspections were outsourced. Since it was a slower month, it enabled one of the inspectors to obtain more certifications. 3. EDC 2026-08 Property Maintenance Report for December 2025 There were no hearings in December and there were some small cases which were resolved. 4. EDC 2026-09 Economic Development Report for January 2026 Ms. Gregory stated that Reds Sports Training Facility will hold their ribbon cutting this Friday. Alderman Koch asked about a facility by the river owned by the Williams Group that is still vacant. Storage was proposed, but not feasible since there is no fire suppression. Page 2 of 2 5. EDC 2026-10 2025 Foreclosure Report Update Ms. Dim presented the report for foreclosures and said the number increased by 4 in 2025 which brought the total to 58. She said there were 2 single-family homes that faced foreclosure twice in the year and they were in Greenbriar and old Yorkville. She said 2025 is the 4th highest for foreclosure filings. Alderman Plocher asked if staff had ever compared percentage wise vs. actual number, so it will be done next year. 6. EDC 2026-11 Resolution Approving an Intergovernmental Agreement for Reciprocal Building Inspection Services Between the United City of Yorkville and Kendall County Ms. Noble said this is the annual renewal/13th year and the agreement has been mutually beneficial for both the city and county. There were no changes except for the new county building address. She recommended it be renewed and this will move to the February 10th City Council consent agenda. 7. EDC 2026-12 Ordinance Amending the Yorkville City Code (Permit-Fee-Plan Review Fee Schedule) As the Community Development Department readys itself for data center development, Ms. Noble said staff is looking at internal needs. This proposal is to align the building permit fee and include a new Plan Review Fee to cover staff time for in-house inspections and also time spent for large developments. Proposed fees are Building Permit fee from $1.00 to $5.00 per sq. ft. and a new MEP (Mechanical Electric Plumbing) plan review fee of 75 cents per sq. ft. for any building exceeding 200,000 sq. ft. The reason for a building permit fee increase is to hire a new staff member to do electrical inspections for FY 2027. In 2028 they wish to hire a mechanical inspector. The new fee for MEP requires a high level of skill needed for large projects like Bright Farms and Costco and also involve many inspections. Mr. Ratos added that it is highly specialized to inspect mega-volt structures. A Plan Review person is also expected to be hired, said Ms. Noble. She listed some of the new fees for certain sized buildings. She said they are competitive with other communities which have data centers. Alderman Koch asked about fiber optics and Mr. Ratos noted that they are “next level” in data centers. They also discussed servers and racking system inspections and Mr. Ratos said they involve proprietary equipment. It was noted that fire suppression systems can be inspected by the fire marshal who is very knowledgeable in that area. Mr. Ratos expects that there will be an inspector/city employee at the site each day. This item will move to the February 10th regular City Council agenda.
