ECONOMIC DEVELOPMENT COMMITTEE MEETING

PROPOSED PROCESS FOR UPDATING SUBDIVISION CONTROL ORDINANCE
Mr. Graff told the committee that the process of updating the ordinance needs to go hand -in-
hand with the comprehensive plan update.
He said that best engineering plans can sometimes conflict with best land use. If done
independently, cities can have a problem with which one to follow and usually go with
engineering.
Mr. Graff suggested the building department, engineering department and land use planning
along with city staff discuss standards they'd like to see. Also they can ask developers that have
current projects what conflicts they've had and write them down for the city.
Mr. Graff recommended that the city's land planner Mike Shoppe coordinate the process of
compiling ideas as part of the consulting fee.
An update would allow the city to maintain good engineering standards at the same time
requiring new developments to reflect a certain character determined by the city.
Mr. Graff used storm water management, city streets and curbs as examples. He said the city will
need to create policy statements and incorporate those into the ordinance.
Mr. Graff said he'll ask Mr. Shoppe to come to a meeting to facilitate discussion about possible
policies and draft some outlines.
OSWEGO BOUNDARY AGREEMENT
Mayor Prochaska announced that Oswego passed the Yorkvillel0swego boundary agreement
with a few changes requested by Yorkville. One was a section number. The agreement referred
to the wrong section number.
Mayor Prochaska said Yorkville also said that any reference regarding sanitary districts serving
Yorkville not be specified. References to specific districts were changed to state any sanitary
district serving Yorkville. Prochaska said the change was made in case any changes are ever
made in the districts that serve Yorkville.

The agreement passed subject to legal description and final execution by the mayor and city
clerk.
The agreemeni41ll now go before the Yorkville Committee of the Whole.

Mayor Prochaska suggested the Administration and Economic Development Committees will
need to look at what the council's direction will be for the next year regarding the EDC.
SPECIAL SERVICE AREA POLICY DRAMs'
Mr. Graff presented the committee with a proposed Special Service Area policy draft. He
recommended passing a policy on SSAs which basically would state that SSAs are allowable and
that the city recognizes SSAs as a tool for financing developments.
SSAs would cover public streets and other outside improvements.
Mr. Besco said this is actually encouraging developers to come to Yorkville.
Mr. Graff said the risk is on the developers to sell homes at a price where they can pay back the
bonds.
Mr. Sticka expressed some concern about the awkward wording of the proposed policy.
Mr. Graff said he would make changes to the wording of the policy, allow the economic
development committee to review the changes and tentatively present it to the COW in January.
GREENBRIAR PUD
Mr. Graff reported that Crestview Builders would like to change the Greenbriar PUD to convert
a proposed duplex development on Walsh Drive to single - family homes.
The builders will bring the re- zoning request to amend the PUD to a public hearing.
Mr. Graff said it was discussed several years ago. He said most of the people in the Greenbriar
subdivision probably will be happy about the change.
