ECONOMIC DEVELOPMENT MEETING MINUTES
SEPTEMBER 18, 2001
Chairman, Alderman Rich Sticka called the meeting to order at 7:00 PM
Blackberry Creek Watershed -Storm water Manaizement
Chairman, Alderman Rich Sticka introduced Ksenia Rudensiuk who will give us some
background on the management of storm water in our area.
Storm water Advocate, Ksenia Rudensiuk stated this is the result of a 2 year planning process by
the Blackberry Creek Watershed Planning Group for dealing with flooding and water quality.
There are 40 items on their list and some of them have been completed. She is here to create a
closer relationship and to be made aware of new development. She has become aware of PC
2001 -03 Bristol Club, and walked the area in the Spring and will walk it again to compare any
differences. She represents the Blackberry Creek Watershed Plan.
Chairman Sticka asked how she would represent them? Would this be by continuing to attend
meetings.

Ms. Rudensiuk state she wasn't sure, would the City like her to attend meetings.
Chairman Sticka stated she should do what she would like to do, to be informed.
Ms. Rudeniuk stated that Administrator Graff had informed her about sewer and water going to
the north, and she was seeking background information.
Chairman Sticka asked what she would do if she found doubtful drainage. Would she voice here
opinion.
Ms. Rudeniuk stated she would voice an opinion.
Administrator Graff stated that should anything be in the watershed he would notify her.

Ms. Rudensiuk stated she was advisory only, and had no authority.
Chairman Sticka stated it was common for our residents to be concerned with flooding.
Administrator Graff stated there was 7 acres at Cannonball Hill that was wetland.
Ms. Rudensiuk stated they love developments of this kind with trails and things they don't have
to maintain.
Administrator Graff stated there are some things here that could be incorporated into our
Subdivision Ordinance.
Ms. Rudensiuk stated they have 40 recommendations in 2 volumes.
Administrator Graff stated that City Engineer, Joe Wywrot is still looking for advice and is
working with Kendall County. We are looking at their recommendations for the mile to mile and
one half and home clustering.
Chairman Sticka asked what was done for the Glen Palmer Dam.
Ms. Rudensiuk stated they recommended removal, or partial removal, but that it not stay as it is.
They are studying what to do now. IDOT is waiting to see what is done with the Dam before
they work on a new bridge. Also they will do a lot of public education.

Administrator Graff stated they are working with the High School.

Ms. Rudensiuk stated they work with Harry Wolfs class who does monitoring of streams.
Perhaps the developer would like to speak about what should be done. It takes a group effort to
create a sustainable community. She thanked the Committee for having her here.
Chairman Sticka stated they would notify her when they would like more input on this issue.
PC 2001 -03 Bristol Club
Administrator Graff distributed Engineer, Joe Wywrot's review memo regarding Bristol Club to
the committee. This addresses the storm water management engineering. Part of this parcel will
be storm water detention and it will need to be raised as it is below creek level. They will
address this with their management plan.
Administrator Graff stated that Engineer, Jim Nanninga came yesterday and met with Wywrot to
bring him up to speed on the water issues.
Developer, Gregg Gabel stated the corn crop was a hindrance in being able to complete the
study, but they welcome studies as long as they are not militant. They do have an excess of
wetland area in their open space. They have experts out there to identify areas, and for them to
drain, how to base their Preliminary Plan in conformance with their Concept Plan. They agree
with the comments except the roadway through the development. Nothing has changed in lot
size or treatment of the environment.
Chairman Sticka stated that Mr. Wywrot's comments state that they man reduce the number of
homes.
Administrator Graff stated that the Kendall County Board of health made Wywrot aware of flood
plain, and 25,000 square foot lots may not be large enough to sustain septic systems.
Mr. Gabel stated that he had met with Kendall County and has covered alternatives of septic and
mechanical. They will do percolation tests.
Administrator Graff stated they need direction stipulating requirements if they approve the
Preliminary Plan.
Mr. Gabel stated something should be said for storm water and wetlands.
Alderwoman Burd asked if tests are required and the City approves this, then will they get a
permit?
Administrator Graff stated that due to the COW Agenda being due out earlier today, this will be
on the 10/04/2001 COW Agenda.
Chairman Sticka stated they need a staff recommendation for this project.
Mr. Gabel stated they do have some methodology for this, but won't know until further testing is
done.
Chairman Sticka stated they needed to address Mr. Wywrot's recommendation for raising the
land level for a 100 year flood.
Administrator Graff stated that by 10/6 they would have a more solid base to get the Preliminary
Plan to City Council 10/11/2001.
Mr. Gabel stated that is all he has now, and may have to wait. They have until June 1st to close
on the property.
Chairman Sticka stated the collector street is not in keeping with this plan and probably not valid.
Mr. Gabel stated he would be back in a couple of weeks and thanked the Committee.

Tower Ordinance
Administrator Graff stated that in reference to inspections the language for the $350. fee was
never passed and we need a current amendment. He would discuss this with the Mayor and bring
this back.
Chairman Sticka asked for additional business. There was none.

We have not received any stormwater _calculations for Bristol Club. These calculations are
necessary to demonstrate how the development will collect and release stormwater and how it
might affect adjoining properties. After hearing that there might be a problem with the Blackberry
Creek 100 -year flood elevation, I checked the Kendall County flood map and found that elevation
to be about 646 NGVD at Galena Road. Another study conducted by the Soil Conservation
Service estimates that elevation to be about 648 NGVD. While neither study shows the Bristol
Club property as floodplain, a significant portion of the property lies below elevation 646. This
presents a real challenge to the developer since the stormwater basins must store the water they
collect above the 100 -year elevation. It may also affect the number of buildable lots and their
ability to be served with septic systems. I recommend that this issue be resolved before the
preliminary plan is approved.
