ECONOMIC DEVELOPMENT MEETING MINUTES
MARCH 20, 2001
BRISTOT, KFNDALL FIRE DISTRICT -Mike Hitzemann
Chief Hitzemann asked for a few minutes to ask that the City raise their Impact
Fees with regard to the Fire Department. He stated he realized that their request
was a bit high at. 0 1 % of the building value for commercial and an increase from
$250. to $300. for residential buildings, but its negotiable. The taxpayers are
either only source, and while they don't want to hinder growth they are caught in a
vacuum. Their equipment will barely handle what they have now.
Chairman Sticka asked if anyone has checked to see how our fees stack up against
other communities. And, what about funds from Kendall County.
Chief Hitzemann stated Kendall County cannot collect anything.
Mayor Prochaska stated that the City can only collect these fees if it is done in
connection with an agreement, and felt that Kendall County could also do this in
relation to a PUD agreement.
Chairman Sticka stated that he had looked for a boundary map showing BKFD
boundaries, as he felt other communities where now coming inside their boundary
lines.
Chief Hitzeman stated, yes, Bristol and now Montgomery are into their district,
and they will go to them as well with what they get from Yorkville.
Chairman Sticka stated that Montgomery charges less on many things than
Yorkville.
Chief Hitzeman stated he agreed, on a lot of things they charge less.
Chairman Sticka asked what good a big fee was if we don't collect it.
Alderwoman Burd stated that something is better than nothing.

Chief Hitzemann stated that they want a station up where Montgomery is coming
in. The site is unknown, but Yorkville standards are better, a seven foot sideyard
will be a danger.
Chairman Sticka stated that for commercial Montgomery does collect more
$35 /square foot.
Chief Hitzemann explained how they arrived at the 1% figure. They looked at
what they would have paid for the new Firehouse. The City had waived fees for
the BKFD, but YBSD had given them a hassle stating fees would be $26,000. for
hook -up plus a large usage fee each month. They ended up paying $10,000. The
BKFD has provided them with fire protection for years and years. YBSD is bold
about new people paying their way in, but the Fire Dept. only gets what they get
from taxes and a small ambulance fee. The property tax ceiling is set at $.12.5.
They are trying to find a way for new development to pay their way in, so long
time residents don't pay for the new. They need a place to start while Oswego has
more money than they can spend.
Alderwoman Burd stated that as our growth comes it will pay its way.
Chief Hitzemann stated there is a three year delay.
Mayor Prochaska stated that it is much faster now, with the new tax law, its about
1 year now.
Chief Hitzemannn stated they have three major projects, but they need a ladder
truck. They are over due and they cost about $800,000. They have applied for
grant money April 1 st. They also need a second medic crew, and they need a
second station on the north side of town to get coverage there.

Montgomery, and if we raise our fees the developers will develop around
Montgomery and to the north. Other areas here will suffer with no growth and all
the fees.
Mayor Prochaska stated that Montgomery and Oswego both have higher density.

Chief Hitzemann stated he would be mapping the district and make circles to
envision where the build out is and plan where the stations will be needed.
Mayor Prochaska stated that is something the City can work with, and will work
with developers to be sure land is available.
Chief Hitzemannn stated that Joliet just takes over the district they overrun, and
Montgomery could take over the part of their district they cover, and take away
the area from them.
Mayor Prochaska stated the Council would look at this over the next few weeks
and see what needs will be out there.
Chief Hitzemann stated he expected in the next couple of months we should have
areas selected.
Mayor Prochaska stated this coordination will be in the best interest of the City of
yorkville too.
Chairman Sticka asked that the Chief go to Montgomery and tell them you have
been here and see what they are willing to do.
Chief Hitzemann stated they do not expect them to be receptive. They want us to
say we can't protect them, to get us to let go of the land. They are pushing to form
a Municipal Fire Department. They have 5 fire protection districts.
Chairman Sticka stated that if we raise fees, new development may not come here.
Our fee is $250. and Montgomery's fee is $50. When a developer sees the fees, he
could decide to go to Montgomery. If we concede the north area to Montgomery
and they build houses, we would get the problems. The really expensive homes
will, in the long run pay more taxes than the cheaper ones ever would.
Chief Hitzemann stated that Oswego annexed a strip to keep Aurora from coming
into their planning area.
Alderman Munns stated that for Montgomery to come west all the way to Route
#47 seemed ridiculous. They can advertise Yorkville schools.

Chairman Sticka stated, but its happening.
Administrator Nanninga stated the City is negotiating with those land owners to
annex into Yorkville. Mayor Prochaska has a map showing the use agreement
with Oswego.
Chairman Sticka stated we don't want to shoot ourselves in the foot. Other towns
don't have a minimum for commercial, over 7000 sq. ft. will pay an additional
$35 square foot.
Alderwoman Burd stated better fire protection affects insurance rates.
Chairman Sticka stated we have started the process.
FOX MILL LANDING
Alderman Sticka stated there was nothing new on this at this time.
REQUESTED LAND USE
Mayor Prochaska stated they are encouraging the annexation of Josephine Herrin.
She - has been interested for years with the property west of Bristol and along the
Burlington tracks. Her question is her property should be lite manufacturing due
to being g on the track, but to the south of the tracks is the golf course and
expensive homes. They talked to Attorney Kramer and discussed some options of
business with an R -2 option. The Comp. Plan doesn't show Industrial. WE would
only look at Industrial if Rutiger & Tenelli review our Comp Plan. Oswego and
Montgomery both have Industrial in their planning along the tracks.
Chairman Sticka asked if that made her property more valuable.
Mayor Prochaska stated that Remine has been approached but for residential,
never for Industrial. Those are some of the thoughts.
Chairman Sticka stated he would like to know what the planner has to say. Could
Mike Schoppe look at this?
Administrator Nanninga stated Tenelli would be a better choice.
Mayor Prochaska stated that we need to consider the traffic on Cannonball Trail
also.

Chairman Sticka stated we need a professional recommendation.
Mayor Prochaska stated that Administrator Nanninga can talk to Tenelli.
Alderwoman Burd stated we should ask Herrin if she is interested in what the
professional recommends for the best use.
NORTHGATE
This will go to Plan Commission
OSWEGO BOUNDARY AGREEMENT
Mayor Prochask sketched up a map and drafted an agreement to present to
Oswego. There are a couple of points, sharing some utilities. If one town gets
utilities first they would share with the other. We could put in cross connections
of emergency uses. Other issues and concerns are YBSD lines. The main thing is
to watch out for are rural subdivisions (areas of self determination). Some
language as green space and open space as Plainfield. We will review and add
input. To look at working with them on Metra Station and Mill Road and
Burlington. They haven't come back with language. We're looking for input.

Chairman Sticka stated at face value it seems agreeable. Bristol should be in one
town and not divided into two towns.
Alderwoman Burd stated that if they pass one agreement it would help since they
wouldn't move into each others areas.
Chairman Sticka stated this is one more step toward not having to worry about
these issues.
BUDGET
Chairman Sticka stated this is to be on all committee agendas for input.
Mayor Prochaska stated they are looking for a Finance Officer to see if we could
work it in for the Budget for late in the year. If we budget and look for getting a
person for Financial it would free up Nanninga for administration.
Alderwoman Burd stated we need to figure out the boundaries of the job.

Chairman Sticka stated that Oswego did this.
ADDITIONAL BUSINESS
Alderman Munns stated he talked to Mr. Dettmer regarding rental property and the
possibility of having inspections yearly on 3 units and more to control conditions
of rental property.
Mayor Prochaska stated this should be on next EDC agenda.
Alderwoman Burd stated that at City Council she would favor a resolution asking
that Kendall County Board put business use on the old jail to put it back on the tax
rolls. The current zoning is B -2. New business there could attract visitors.
Mayor Prochaska asked if the City has an item for the Facade Committee.
Deputy Clerk Marker stated we do.
Chairman Sticka addressed John Purcel stating he thought Purcel would be a
representative on the County Board for the City of Yorkville, and he was
disappointed he hadn't supported the City's view on the TIF.
Mr. Purcel stated he thought about it, and voted with his conviction.
Chairman Sticka stated this likened it to the Little Red Hen who baked a loaf of
bread and no one wanted to help, but as soon as it is baked, they all want a piece.
Mayor Prochaska stated this proposal is more than fixing streets.
Mr. Purcel asked to make a comment, and stated he they have hired a consultant to
prepare a report.
