ECONOMIC DEVELOPMENT MEETING MINUTES

Chairman Sticka opened the meeting welcomed the guests and stated that Davis
Downs has been withdrawn by the developer. They will withdraw their requests
until they are able to resolve the access issue.
Mayor Prochaska stated we still have a public hearing scheduled for the City
Council meeting on January 25th, but don't plan to discuss this.
Attorney Dean Kleronomous stated that we do not need to hold the public hearing.
Mr. Nanninga stated that Mr. Dresden, the developer stated he would walk away if
he cannot get the second access.
Mayor Prochaska stated that this will not be on the agenda fro COW as scheduled,
but will be on the agenda for City Council unless we receive a letter withdrawing
this petition.
BOUNDARY AGREEMENT WITH PLAINFIELD
Chairman Sticka asked that Mayor Prochaska address this issue.
Mayor Prochaska stated that along with Mr. Nanninga and Rich Sticka and L

Dubajic, he had attended a meeting with Plainfield regarding agreeing on a
boundary between the two towns similar to what we have with Sugar Grove.
Plainfield has actually passed the agreement with one exception to the draft that
we have. The divide will be Grove Road, and both communities would like to see

some open space set aside for forest preserve or something of that nature, and this
is outlined in the agreement.
Chairman Sticka stated that the Administrator from Plainfield had thought it
would be nice to have some green space between the two towns as a buffer, and
everyone agreed on this.
Mayor Prochaska stated that the language is similar to what we have in our
agreement with both Plano and Sugar Grove. The roadway boundary would be a
39 foot back to back road with a Wright of way and we would maintain 50% of
the road once we reach Grove Road. This is a 20 year agreement.
Attorney Kleronomous asked if Dan Kramer had a draft of the agreement.
Mayor Prochaska stated Dan had actually done the cover letter that accompanied

the draft to Plainfield. They had actually asked for a 80 foot Right of way instead
of the 100 feet we had suggested. Plainfield has similar a agreement with Joliet at
Caton Farm Road.
