EDC Minutes 2002 10-17-02 Page 1 of 4 UNITED CITY OF YORKVILLE ECONOMIC DEVELOPMENT COMMITTEE THURSDAY, OCTOBER 17, 2002 7 P.M.�� In Attendance: Committee members Mike Anderson, Richard Sticka, Valerie Burd; Mayor Art Prochaska; City Administrator Tony Graff; Kirt and Pat Carr; Dallas Ingemunson; Nadine Gauer; and Lynn Dubaj ic, Yorkville Economic Development Corporation. Minutes Minutes from the Sept. 25 meeting were approved without changes. PC 2002 -22 Kirt and Pat Carr attended the meeting with their attorney Dallas Ingemunson regarding their request for a 1 `/z mile review for a Kendall County Special Use Permit for a dog kennel located on the north side of Route 71 between Hilltop Road and Wing Road. Ingemunson informed the committee that the petitioners already have a dog training facility at the location and that they are looking to build a state -of -the -art dog kennel, which would house up to 22 dogs. On the issue of noise, which was brought up at the Plan Commission meeting, Pat Carr said that they do a number of things to keep dogs from barking. They currently operate a doggie day care on Mondays, Wednesdays and Fridays. She said they play with the dogs all day so they are tired at night and sleep well. "Our philosophy is a tired dog is a happy dog," she said. Also, she said that if necessary, a citronella spray will be emitted in the kennel, which serves as a negative aromatherapy and helps the dogs quiet. Ingemunson said that under county ordinance dog kennels are not permitted within 600 feet of another residence. He said that, however, that the Carr's neighbor does not object to the kennel and has written a letter in favor of the petition. Committee Chairman Aft Sticka said that the Plan Commission was satisfied when the proposal went before the commission. Mayor Art Prochaska asked the Carrs if they had an interest in annexing into the city. He said that as that area develops, if the Cans were already annexed, the established zoning would protect them. Ingemunson commented that it was a good idea and said the Carrs would petition for annexation to the city. Page 2 of 4 Sticka said to forward the special use request to the Committee of the Whole for the Nov. 5 meeting. PC 2002 -21 Nadine Gauer attended the meeting to discuss her request to petition to rezone property at 701 N. Bridge St. from R -2 One Family Residence District to B -1 Limited Business District. Gauer said her property is north of Jeff and Sandra Spang's property. The Spang's put forth their request for a zoning change to B -1 at the last meeting. In response to a question, Gauer said she is interested in selling the property rather than operating a business out of it herself. She tried to sell the property about a year ago and said the most interest she received were from people who wanted to open a business in the house. Prochaska said that under the city's new comprehensive plan, B -1 zoning is allowed in that area. The old plan didn't allow for that zoning, he said. I Committee Member Mike Anderson said he had no objection to the petition and said it follows in line with other houses on the street where the same zoning change has been requested. Sticka said the request will go to the Committee of the Whole meeting on Nov. 5. Building Reports The committee agreed to forward the reports to the Committee of the Whole. Additional Business Prochaska suggested that with the change in the new comprehensive plan allowing for businesses to go into the old neighborhood part of Route 47, the city needs to watch how that develops. He distributed copies of an ordinance from the city of Hawthorne Woods, which addresses the architectural requirements for a similar area in that city. Prochaska suggested the committee members review the ordinance and come up with ideas that would work for Yorkville. In the Hawthorne Woods ordinance, houses have to stay looking like houses, which is something Yorkville wants to see happen along the neighborhood area of Route 47 that extends south to Route 126 and north to the curve. He said the city wants to maintain the character of the old part of town. Prochaska said he liked the Hawthorne Woods ordinance because it does not address zoning. It strictly deals with what the buildings should look like. He said it protects the Page 3 of 4 property owners from having another property owner come in and build something that does not fit with the character of the area. He said Hawthorne Woods has a board to oversee the ordinance. However, he suggested the city's Fagade Committee could be in charge of it in Yorkville. Sticka said he would like to get the Fagade Committee's opinions on a possible ordinance. Lynn Dubajic asked what would happen if a structure had to be rebuilt. Prochaska said the Hawthorne Woods ordinance addressed the issue and Yorkville's ordinance would as well. Committee Member Valerie Burd said that Naperville has stipulations on how buildings in certain areas can be rebuilt. Prochaska said he would like to get a draft proposal together. Sticka said now is the time to do it with several homes intending to open businesses. The committee decided to send the idea to the Fagade Committee to review and to make recommendations. Surd suggested the Fagade Committee be changed to the Architectural Review Committee. Prochaska mentioned that the Fagade Committee was set up to have one architect, one engineer, one member in the construction industry, one member of the Kendall County Historical Society, and one resident at large. Since the historical society member resigned, he has had a difficult time finding a replacement. One member of the board is an engineer and a member of the historical society. City Administrator Tony Graff suggested having that person, Richard Scheffrahn, fill the spot of the historical society member and then search for a new person to fill the spot for an engineer. Prochaska said he will make an announcement at the next city council meeting to let people know they are looking for a person to serve on the committee. Also, Burd asked about the status of the downtown study. Graff said there is nothing new to report. The firm hired to conduct the study did the last site assessment seven or eight months ago. He said the firm plans to redo the assessment to one area after Burd discovered some mistakes. Burd said she feels out -of -the -loop in the study process. She said that usually, the city council as a whole reviews plans, much like it did with the comprehensive plan. Graff said that the study isn't yet at the draft stage, but once it gets there, the process will go more like the comprehensive plan process. I Page 4 of 4 Prochaska suggested that the firm conducting the study come to the next Economic Development Committee meeting for a formal presentation at 7 p.m. and beginning at 6 p.m. have the study available for viewing. In another matter, Sticky asked what the status was on the old jail. Burd reported that the committee is looking at options but promised it would not do anything with the old jail until June. Anderson inquired about putting nice signs at the entrances of the city in addition to the green and white ones. Graff said the city is in the process of getting prices and recommendations on signs. Sticka suggested the city avoid placing any slogans on the signs. Graff said they're looking at a hanger with interchangeable messages to go on the sign. Sticka also inquired about a recent decision in Oswego to change the structure of impact fees so that they would go down as property values rise. j r Prochaska said Oswego made the decision after a request from the Oswego School District He said any decision on Yorkville's part would have to come at the request of the School District. Sticka suggested talking to some of the School Board members about the idea. On the subject of interceptor alternatives, Graff reported that he recently received a completed report from Deuchler Engineering. The study came up with a $2 million price tag on the project. The price would jump to $3.5 million if the Bristol area was included. Prochaska said he doesn't favor taking taxpayers' dollars beyond the city.
