Hiles, City Attorney Jeff Palmquist, Lannert Group, City Planner Chris Lannert, Lannert Group, City Planner Martha Allison Jerry Lawler Discussion (Identify By Numbers) Presentation by the Lannert Group, reference the Preliminary Comprehensive Plan. Four maps were displayed and identifying certain parts of the preliminary plan: 1: Green Area 2: Water - Wetlands 3: Existing Land use map 4: Pre -Lim zoning map with explanation Baird inquired from Jeff Palmquist on the process and asked if the city is receiving a completed package to effectively complete the comprehensive plan and how this compares to other municipalities comp. plans. ( 1 ) A comp. plan allows Developers to view the cities goals and objectives in reference to zoning, traffic patterns, utilities, green areas and public facilities. The plan proposed a bypass to the west of the city between the Government Center and Eldamian to divert traffic. Forecasting can assist the city in obtaining easement and rite of ways to accomplish our possible goals and objectives to control growth. Questions were asked in reference about the utilities capacity and how they could handle the growth. Don stated that our water system is no problem. Our sewer system is the biggest hurdle and we should be able to handle the growth but the system should all be gravity fed. Chris Lannert stated that we should hold workshops or hearings approx. 3 -6 for public input to assist in the process and provide input for the Lannert & City Council. Chairman Jones want copies for distribution to various groups for more input. During the hearing process obtain written reviews verses audio recordings whenever possible. We can decide who will host the hearings such as the Planning Commission, special interest groups or by wards or quadrants. Chairman Jones asked the Lannert Group to recommend building sites for our municipal facility. Recommendations: The Lannert Group will prepare goals and objectives in reference to the Preliminary Comprehensive Plan. The committee will work on setting a public hearing process and review the information provided by the Lannert Group. Meeting Adjourned at 8:50 P.M. 2
