Discussion:
1.) Marketing Strategy - Jones has updated the stuff in the folder. City
_ did get DCCA grant. Jones needs to talk to Sue Bullock. Nanninga
and Jones would like to speak with the business owners and get their
opinion on what types of businesses we should target before we start
recruiting.
2.) Land Cash Ordinance - Tabled
3.) Revised Sign Ordinance - Bill & Barb Delmer rewrote the sign
ordinance. Nothing was changed. It is now in an order and is much
easier to read. Everything is laid out for you. Baker would like to see
in the Placement of Sign to reference table. Barb is going to move
Placement of Sign so the table will follow it. Members of the
committee feel that if we are going to have a sign ordinance including
garage sale signs then it should be followed and enforced. Take to
COW.
4.) McCue Variance - ZBA 95 -2 - Mr. McCue built 8 inches too close to
the property line. Zoning Board of Appeals accepted. Take to COW.
5.) Roppolo Rezoning -PC 95 -15 - Roppolo is looking for feedback. They
have done several concept plans only to be voted down. Single -
family - Average lot size is 12,000 square feet with no lot exceeding
15,000 square feet. 2.17 units per acre. Center turn around with
landscaping. Large open area. Radius is large enough for a
snowplow. Open space could go into a land cash donation. Maybe
parks. If the land goes into parks the Rec Board would want to be
sure the yy have enough money to develop it. Quality wet land it 8.4
acres. Z4 acres of green. Who would take care of the open land?

Possible homeowners association. There are concerns about parking
for the park area, and if the homeowners association fails then the
City would end up being responsible for taking care of the land.
Roppolo is wondering if it could be used as a special service area.
Then the SSA can charge and the city maintains the area. Area
would need to be moved along the read. Duplex - Concept plan
shows 114 units, 3.5 dwelling units per acre. Price range from
8170,000 - 8190,000. The lot size would be 15,000 square feet.
100 feet minimum width. They are looking to target business people
and retired people. 35% of Yorkville is multi - family City can require
standards in a PUD. City would want owner occupied. No rentals.
Committee would like to see the number of duplexes reduced.
Townhomes - This is to scale with everything e on the plan.
Committee would like to see this area used for els single family homes.
This property backs up to Rt. 47. Roppolo doss not feel people
would pay $170,000 for a home that backs up to Rt. 47. Spang and
Jones pointed out that with a berm and some landscaping this is
B Developers have done this on Randall Road and Rt. 34.
Detmer feels that with some tight restrictions in the PUD then it
works out well. Once you bring in architectural designs you can force
that into the market. You can require alot of optional features such
as basements, 2 car garage, etc. Jones would like to talk to Dan on
the homeowners association.
6.) Ronhill Estates - Final Plat - Unit 2 (Kendall Co.) PC -1 6 - Kendall
Township. One mile west of Rt. 47, 3/4 mile north of Rt. 71. Unit
one is completed. Streets from unit 1 will connect to ,unit 2. In unit
2 there are 18 lots. Minimum of 45, 000 square feet. Private water
and sewer. They will annex to Yorkville once Yorkville becomes
contiguous. Roads will have curb, gutter and sidewalk. Take to
COW. Recommend to City Council.
7.) Utilities - Tabled until Jan:; 17, 1995.
8.) Potential Marketing Firm - Bobbi Erdman - Bobbi has worked in Public
Relations for 17 years. When you market you need a target audience.
Need a plan. Need to decide where growth should go. Bobbi has
done some research and has found several publications she feels
would be helpful. Bobbi feels a letter should be sent out with a
brochure first, then follow up phone calls. If the City decides to hire
Bobbi she will spend one full day working out of the City office. Her
proposal is 812,500 per year. Take to COW.
9.) Additional Business
Nanninga is goingg to request Dan to send a letter to the County
asking them to cFiarge a transition fee. The County may have to have
so many people before they can charge a transition fee. This needs
to be investigated more.
Bristol Sanitary Meeting - They would allow the City to annex. Would
an annexation fee be charged?

St. Pat's Church - No entrance allow off of Fremont Street. Nanninga
is not sure of detention. Need to discuss sidewalk. 549 Square feet
of sidewalk.
Inland - Concept is good. Can have gated community. Nanninga is
going to check more communities that allow modular homes. Inland
would annex entire piece of property on Faxon Road.
