EDC Minutes 1995 11-25-95 UNITED CITY OF YORKVILLE Committee Minutes - Special Economic Development Date of Meeting; November 25, 1995 Location: 111 W. Fox Time Convened: 7:10 P.M. South Sewer Interceptor - The proposed South Interceptor line will run North from Rt, 71 to Hydraulic Avenue, then West to the River Crossing near State Street. The River Crossing will serve 4441 acres South of the River. Edmeier will front -fund M0,000. Recapture established at $25 per P.E. to be kept by the City, The South Interceptor line to be built in Year 2000. The City would collect a $25 fee from all 4441 acres of buildable land South of the River contributing. to the new River Crossing and to put into a Special Fund #1. The City would collect an assessment at 5400 per P. E. from all new development properties for the new service area. This $400 would go into Special Fund #1. The City will collect the Rt. 47 recapture from all properties that will utilize the Rt. 47 line temporarily in a New Lift Station, and would also put money into Special Fund #1. The City will a ply $1800 of the $2000 sewer connection fee to Special Fund #1. This would occur only after the annual I.E.P.A. loan was satisfied for repairs to our existing system. The front -fund $800,000 from Edmeier to the Y.B.S.D. for a complete River Crossing as a 30 inch gravity sewer. Edmeier will also construct a new sewer line from Rt. 71 North to the South line of the Fox Industrial Park. They will then construct a lift Station and force main to the Rt. 47 line to the City Engineer's specification. Edmeier will not pay either of the two recapture fees and will only pay $200 per unit for the sewer connection fee. Edmeier would like to start their project in February 97. The Underground Contractors think it is safer to do underground work in colder weather. 40 lots have been plated. 19 lot remain. The City is estimating that it will cost $1,800,000 to finish the project in year 2000. The line to Rt. 47 will handle Fox Highlands, Coach Road Hills (First 177 units), Country Hills, and Wildwood (First 40 - Page 2- units, 21 units in Wildwood have already been constructed. The City still owes approximately $480,000 for a siphon. The City will be paying for that siphon for 15 -17 more years. Spang has done some research. He is suggesting do the repairs on the South side to take care of the INI. If the City would repair the INI, it should free up 15 P.E. The average dwelling unit puts our three P.E. The repairs would clear up 12 P.E. going through the siphon. $1800 of the $2000 Sewer Connection fee is suppose to go to repair the INI. The current siphon was added to help with the IN]. Siphon was not put in for additional units. Peaking factor is approximately 3.5. Wywrot said that if you clean up the INI then there would be enough room for Fox Highlands, but no one would be able to add on again. Y.B.S.D. will still need to upgrade at the Plant. No one likes the idea of j abandoning a 550,000 siphon, Wywrot said that even if the City was to make the repairs that Duechler has suggested there is not a guarantee that it will remove any of the INI. There is a possibility that will r t created more INI, dust in other areas. If the INI is repaired there are still the same concerns at the peak flow times. You can not replace INI with regular everyday usage. With the P,E, all the time the lines would be at there peak flows, Deuchlers report did say that the City should be able to clean up 50 percent of the INI. Dean Edmeier want to make sure that if they front -fund $800,000 that there is going to be room for his development to hook on to the sewer system. He needs a guarantee before he puts out any money. Y. B. S. D. says that the City is putting too much storm water down the sewers. During a storm they are at capacity but they are able to recover. The EPA will require tests and flow tests once the INI is repaired. Usually get disappointing results. Ground water will find a place to get in. Dean Edmeier has asked that Y.B.S.D. waive the $1500 per acre annexation fee because the majority of the property is golf course. Prochaska would like to talk with Y.B.S.D. Mayor Johnson, Dean Edmeier, with Dan, would like to negotiate with Y,B.S.D. Jones doesn't thinks it is fair for the current residents to continue to pay for a siphon that has been abandoned. Ralph has recommended that the INI be repaired, so City is going to do that. Ralph recommended and voted for the siphon. City needs to free up some debt. Nanninga would like to set up a meeting with Y.B.S.D. Nanninga would like to schedule meeting before December 16, 1996 to put everything out on the table. Minutes by; Mollie Anderson
