EDC Minutes 1995 09-06-95 UNITED CITY OF THE VILLAGE OF YORKVILLE COMMITTEE MINUTES -Economic Development Date of .Meeting: September 6, 1995 Time Convened: 7:00 P.M. Time Adjourned: 10:10 P.M. Attendees Brian Ethington Jeff Baker Jeff Spang Pat Leahy Kathy Jones Art Prochaska Mike & Rita Graves J.T. Johnson Tom Sowinski Bill Schmanski Bill Detmer Paul Bird Discussion: 1.) GreenBriar Road - Bill Schmanski had just received plans for the road. The plans are currently showing the road being two lanes with a curb on one side of the road. Curb on one side of the road is so they can widen the road at a later time. Rita Graves does not feel they should have to give a half acre of property without some kind of money compensation. The Graves said they were told by - Nanninga and Mayor Johnson there would be curbs on both sides of the road. Rita Graves wants to know if they are going to have to give up part of their property now before they landscape it. The Graves run a landscaping business from this property. J.T. said the Graves were going to be compensated by having access to the back part of their property, dirt from the road and water line. The sewer is already their. Rita Graves feels that the City would be saving money by making the road three lanes now because Mr. Wehrli is paying to have the road put in for his subdivision. Baker is going to recommend that the road be three lanes from start to finish with curb and gutters. The Graves currently have access from Rt. 47 with a right out only. This has not been approved by IDOT. It is a private road. The City agreed to give the Graves two cuts once the road comes. Wehrli needs to be aware of this. If there is going to be recapture fee Mr. Wehrli will have to request it and the property owners will have agree with it. 2.) Conover Duplex - Mr. Conover has talked to Nanninga about changing the zoning in subdivision by new jail. Currently 11 duplexes. Most have been purchased by elder retired /semi - retired people. High commercial area. Lot size would have to be 15,000 square feet for duplex. Mr Conover would like to sell them as condo's ranging from $ 120,000 to $130,000 each. When the units are sold there would - Page 2 - be a Homeowner agreement attached to the deed. This will have to go to public hearing. 3.) Undesser Update - Tabled 4.) Licensing Contractors - Bill Detmer would like the City to consider registering contractors. To register, the contractor would have to post a $10,000 bond and proof of insurance. The bond would run about $100. The bond would be there incase the contractor does do something the needs to be fixed later. $10,000 is usually enough money to correct most problems. The contractor would need to go to the City office to register. Licensed plumbers and roofers would not need to pay any money because they are licensed by the State, they would need to show license and proof of insurance and they would still need to register. Detmer feels City should put it in the newsletter to check with the City before hiring someone to do work on their home to be sure it is a reputable company /person. Detmer would like to talk with the contractors before doing anything. He would like to keep it simple for the City. Detmer will bring back to this meeting. 5.) Sign Ordinance - Tabled 6.) Sunset Annexation - City has sent owner a letter giving them 60 days to respond. The City would like to annex the Sunset Motel. The Sunset Motel is surrounded by City property. Would like Sunset Motel Update at next ECD meeting on October 4, 1995. 7.) Marketing Strategy - Jones has started working on this. She would like some feed back. First step is to decide what types of businesses we want to target. For awhile we should be able to handle this ourselves. First time correspondence - Follow up letter - Video. First letter should be from Mayor Johnson, a standardized letter. Possible Chamber of Commerce liaison could track information. Chamber of Commerce was suppose to pay for half of the video tapes, by raffling off a Jeep. They were unable to sell the tickets, Jeep was returned. Chamber of Commerce still owes their half of money for videos and folders. Baker will contact Chamber of Commerce. l 8.) Additional Business A.) Pat Leahy interested in purchasing the old Button Factory. He has plat survey, south side of tracks, just north of Hydraulic. Just under an acre of property. This property was subdivided when Mr. Bird purchased it. Building has legal access from Railroad. J.T. said the Burlington Northern wants the people living in the cottages to purchase and insure that part of the tracks and crossing Mr. Leahy would like to put in four studio type apartments. He has plans of tearing down all out buildings. The smoke stack is in very good condition and will not be tore down. This will need to go to the Planning Commission, Planning Council, Economic Development and City Council. Mr. Leahy would like to close on the property by end of October. He - Page 3 - would like to get the plumbing work and concrete work done before it freezes. Mr. Leahy may need to get special zoning. Baker would like to see more plans including landscaping, parking, and entrances. Mr. Leahy will need a survey for Plan Commission Meeting. Mr. Leahy, Bill Detmer and Dan will need to meet and discuss special use for zoning. B.) Detention /Retention - Subdivision control ordinance. Bring to P.W. meeting. Change standard, make specification changes to ordinance. C.) County Board and School Transition Fees - Baker to send letter from Mayor encouraging the County to collect a transition fee. Collect this money when a building permit it given. Dr. Engler would like to raise the school transition fee from $1500 to $ 3000. D.)
