EDC Minutes 1995 08-02-95 UNITED CITY OF THE VILLAGE OF YORKVILLE COMMITTEE MINUTES - ECONOMIC DEVELOPMENT Date of Meeting - August 2, 1995 Time Convened 7:02 P.M. Time Adjourned 10:05 P.M. Attendees: Kathy Jones Jeff Baker Grant Castleton Tom Sowinski J.T. Johnson Jim Nanninga Art Prochaska Sue Swithin Bob Hynes Brian Hamilton Discussion: 1. Appointment John Barber & Dale Toftoy to Planning Commission - Baker would like to recommend John Barber and Dale Toftoy be recommended to the Planning Commission. Both parties live outside city limits but within the 1 1/2 mile radius. Bring to COW on Thursday August 3, 1995. 2. Pavia - Marting - Zoning Map - Nanninga has been advised by Bill Schmanski that the maps are suppose to be done yearly. Nanninga said its been about 3 years since they were done last. Nanninga would like them to be put on a CAD System. This would enable the City to utilize them at a later date. Jones, Baker, Nanninga, and Johnson prefer the color maps over the black and white. Bring to COW on Thursday August 3, 1995. 3. & 4. Update on River Walk - Grant Castleton - Presentation of Preliminary Plan for River Walk Grant Castleton works full time for the Oswego Park District. He brought preliminary plans from the park in Oswego on the old bridge to show what it should look like when completed. City needs to apply for a grant in Springfield for assistance with bike trail. Baker would like for Castleton to do a preliminary plan for Yorkville to see how everything is going to flow together. There may be other things that can be added in later years such at a fountain, amphitheater, i Page 2 - playground, etc. Preliminary Plan will cost $2000 plus expenses this amount includes revisions. Sowinski is concerned with extra cost. This is not to exceed $2000. Castleton will give an estimate on expenses. Bring to COW on Thursday August 4, 1995. 5. Contract Extension - Strategic Communications - Bob Hynes and Brian Hamilton are recommending a long term approach (18 - 36 month) in a very competitive market of recuting businesses to relocate to Yorkville. They also recommend a short term approach to get long term effects. 1.) Mail Campaign - Identify prospects coming to Yorkville. Send letter talking about Yorkville with a reply card. When the reply card is returned, send step down sheets and video tape., Cost $1000 per month postage, plus supplies. 2.) Press Release - Start 9 -95 print relevant news in publications, such as Chicago Tribune, T.V. publications etc. Cost $100 per release. 3.) Back Ground Research - A company decides they would like to visit Yorkville and see what its all about. Strategic Communications will do a through back around check on the company to prepare Yorkville what the company does, how large the company is, financial status, etc. Cost $400 per company. If for some reason Strategic is unable to provide a report, or little information this amount would be reduced. Strategic Communications is looking for a 5 year money commitment. Could ask other companies that are going to benefit to contribute to the cause, such as banks, utility companies, real estate companies, etc. Bob Hynes suggest running a 1/2 page black and white ad all year long. This would cost $40,000. 6.) Old Business Nanninga - Problem with sign. Legally needs to talk to Dan to see if it needs to be amended. Jones - Update on Undesser - Nanninga requested Dan to send a letter inviting them to attend this meeting. Dan talked to Undessers attorney and the were not ready. Nanninga - Hammond was not ready for meeting. Nanninga - Berenyi Auto Sales has been red taged. Renting out apartment upstairs to Cozy Corner Restaurant for their employees. Seven employees sleeping there in shifts. Lydia's Motel - Working with health department. City can force her to hook up to City sewer but didn't think the could legally force her to hook up to City Page 3 - water. The water can be chlorinated and it will be safe to drink. Super 8 Motel - They will have their permit in a few days. 7. New Business - HD's preliminary plan for property south of town. Baker feels the property is too cluttered. He needs to bring the lots up to minimum size. This is the 1st concept. Final plot for Green Briar has not been done. Road from Green Briar to Rt. 47 - If Mike Graves will give City easement the City will cover the cost of curbs, water and sewer. If Graves will not give easement Baker would like Nanninga to talk to Dan and get go ahead with the road. Minutes By: Mollie Anderson
