Present
J.T.Johnson, Jeff Brown, Bill Schmanski, Jeff Spang, Kathy Jones, Jim
Nanninga, Bob Johnson, Art Prohaska (arrived @ 7:58 P.M.)
1)Jeff Brown presented a final plat for the F. E. Wheaton site. Discussion began
on detention and wetland areas. Concern centered on ownership and long -term
use of detention areas as they were not on the Wheaton property but on
adjacent land owned by Inland. Bill Schmanski expressed concern about the
location of the detention in respect to the access road and the rest of the sight.
Bill also asked to be kept more informed of what was happening in the
development. Jeff Spang noted that no detention existed on the Wheaton
property and that an agreement was needed to ensure access to the detention in
the future. Other crncems included location of easements for the wat ?r and
sewer lines across the Burlington Northern and Commonwealth Edison property.
Jim Nanniga advised he will contact Jim Olsen to locate the easements. Bill
Schmanski asked who will build the water and sewer line. Jeff brown replied that
he will build the lines with the city review of the bids. Jim Nanninga will talk to
Burlington Northern and Commonwealth Edison after locating easement sights.
Jeff Brown agreed to offer an easement across the southwest corner of the
Wheaton property for the water and sewer line. These issues will be brought
back to the next Economic Development Committee after "getting answers.
2) Earl Kirk spoke to J.T. Johnson and asked to annex to Yorkville a 68 acre
parcel on Kennedy road. He wants to build himself a home and up to three more
homes for family members. He has asked the city to waive or pay all costs of
annexation and return is willing to deed easements needed and 1 or 2 acres to
the city for use as a possible water tower or well site. The Economic
Development Committee recommends the full Committee of the Whole discuss
the merits of this proposal.
3) A letter from Dr. Engler and District 115 was presented asking the city council
to review the school transition fee. The Mayor asked the Economic Development
Committee & the Administration Committee to review all fees charged by the city
and the method of collection. Also the zoning classification uses and land cash
ordinances.
4) Mr. Nanninga reported that the Plan Commission has ask that we review Ag1
Zoning and flag lots. The Economic Development Committee recognizes the
expertise of the Plan Commission and requests that they review Ag1 Zoning and
forward the review to the Economic Development Committee.
5) No changes to report on Greenbrier.
