EDC Minutes 1996 12-17-96 I UNITED CITY OF YORKVILLE Committee Minutes - Economic Develpoment Date of Meeting: December 17, 1996 Location: 111 W. Fox Time Convened; 7:00 P.M. Time Adjourned: 9:25 P.M. Attendees: Richard Scheffrahn Kathy Jones Jeff S an Jerry Lynch Jim Nanninga Tom Sowinski Tony Graff Dan Kramer Richard Undesser Tom Grant Bill Murphy Discussion: 1.) Road Standards for Perimeter Roads - Still working on design. Some of the homes want to face Cannonball Trail some want to face the other direction, Also need to took at the turn lanes for Cannonball Trail. Would like to get Faxon Road improvements. Will be using Faxon Road as a feeder into the industrial park, Need Faxon Road to go to Eldamain Road. Do not want encourage trucks in residential areas. Cannonball Trail is posted with a weight limit. There are some major issues that have not been solved. If the water table issue is not solved, the development will not go in. Everyone is in agreement that they would like to see a whole road go in. Whole meaning core road out, new pavement, curb, gutter and street lights. 2.) November Building Report This has already been passed. 3.) Parking Standards - Townhome Standards. Zoning requires two parking spaces per unit but does not require access to the spot. Two independent spaces. Some apartments have one parking space enclosed and then the second spot behind the first spot, Nanninga has spoke with Detmer. This will help reduce density. Would like everyone to thinks about this. Bring back to next Economic Development Meeting. Dan is review this as well. Detmer would like to add a few things. 4.) Kuczkowski - Kuczkowski was not present. No i z0'd d90 =£0 L6- ti1-UW17 - Page 2 - discussion. 5.) R -3 & R -4 Zoning Modifications - This is related to townhome standards. Would like to have some restrictions of five townhomes per acre. R -3 can cover up to 30 percent of lot. This will help increase green space. Covered means by a building or structure and accessoy building. Structures include sidewalks, and driveways, location is on the ground. Need to get some clarification on structure. Nanninga j would like a minimum square footage on apartments, duplexes, townhomes and single family homes. Dan said brick could not be included on an ordinance. That would need to be put into a P,U.D. One building would be allowed six units only. Would like to discourage large buildings. Bring back for further discussion. R -4, the current ordinance allows 12 units. Would 6 like to drop that to eight dwelling units per acre. Looking to keep density down. 6.) Large Lot Zoning - Fox Hill already has trail in. Spang would like ordinance to require at least a one acre lot. Standards are ordaned by the State. If lot is under one acre than they have to conform to R -1. R -1 lots are 1800 square feet. Estate lots are one acre or greater. Lots can be annexed one at a time. Can not force a homeowner to hook onto City water or sewer, Will need to have requirements on abandoning a well or septic. Bring back. 7.) Storm Water Storage Requirements - Nanninga passed out a memo. Would like to set some standards on Storm Water Detention /Retention. He would like to avoid detention areas in the roadway setbacks. Detention is usually in the lowest area of the property. Some times it will be necessary to put a detention in a setback. Nanninga would like to see some landscaping including decorative stone /block treatments and to be I approved by the City Planner. If there is a water retention area, he would Ike it to have aeration, a minimum depth of six feet with a minimum slope of 4:1 with variation to flatter slopes. Nanninga would like a six inch high curb on all adjacent to drives or parking lots. Nanninga would like to see combined lot storage where possible. 8.) Park Standards - City has a copy, of the Park Ordinance from Fox Valley Park District. City would like to put some restrictions on what is acceptable Park land. Take to COW. 9.) Undesser - This went through Plan Commission in June £O'd d90 =£0 LG- VT -uPC` i I - Page 3 - of 1995. There was a Public Hearing. There are 249 acres that will be zoned AG -1. 13 acres will annexed and re- zoned. They will need a B -3 Special Use because of the gas station. All was passed, Undesser will have to have a P.U.D. for five acres. The will not be able to do develop additional acres until an amended P.U.D. is done. $pang would like to see and read again. Property is just west of Rt. 47 on Galena Road. The property along the rest area will be landscaped. Spang is concerned with Police protection. Undesser said Galena is approximately one mile from Cornelis Road. The Police currently drive to Cornelis Road and turn around. The Police will have to leave the City limits to police that area and then will have to come back into the City. All the property will be annexed, They only have plans to develop 13 acres. They might have a truck wash bay. Undesser would like to put in a Gas station with diesal, a convenience store that will sell beer and i wine, so he would apply for a liquor license. ! Undesser is look at operation hours being 5:30 A.M. and closing at 10:00 P.M. Undesser could consider a donation to the Police Department for cars. Murphy would like Dan to come up with some ideas. Take to Cow. 10.) Coach Road Hills - Roppolo has finallyy ggave Dan a list of things that they would like in the P.U,D. Dan has done a memo on the list. Dan let Roppolos attorney know that the outstanding engineering fees would have to be paid for before this meeting or they would not be addressed. Roppolo was not present at this meeting. They will still be paying a double recapture fee for the first 177 units. They will have the option to front -fund the money to finish the sewer line once those 177 unit go in. the City will not be able to guarntee that there will be room at the plant. The sewer plant needs to be expanded, They are almost at capacity now. It will take approximately two years to get the expansion completed. Spang is concerned that the Edmeier money will be used to expand the plant and Y.S.S.D. will expect the City to borrow more money to fix the INI problems. Spang thinks we should do the repairs. That will free up P.E. There is 1500 P.E. of clear water going under the River daily. 11.) Sunset Motel Annexation - Dan has sent annexation draft. Mayor Johnson has asked Dan to offer them abatement for three years. This is the only thing the owners have asked for. Abatement will be for as long as the current owners own the property up to three years. I /'1 J Jen r% C f1 / G _i..T —11Or' - Page 4 - 12.) Comprehensive Plan - This is ongoing. Will need to publish Public Hearing. Would like to publish Public Hearing in the Newsletter also. 13.) Marketing Strategy - There has been movement at the Dunkin Donuts. Jones did get a report. i 14.) Additional Business - Garling Driveway - Property on Rt. 34. They need to move driveway to their own piece of property. j Fox Hollow - Grant would like to discuss waiving of fees. They are not going to ask to waive the sewer fee. They will also pay land cash for the schools and' parks. They are still requesting waiving the School Transition fees. The Transition fees are approximately $225,000. The current Ordinance is for adding kids to the school system. Fox Hollow will not be adding any kids to the system, Grant does not have a problem paying any impact fees where they are going to impact, Spang said that the Ordinance was put in place to cover the cost to educate a child until the tax money starts coming in, $1500 is only about one half of what it cost. If the property changes hands at sometime, and children do start moving in there than they would have to pay the Transition fees at that time. Dan thinks the issue is how would we approch other developments? The City could make a policy for a private covanance. The schools will be getting 586,044 - $100,000 after the first year. The City has not received approval from the School Board on the Transition Fee. Take to Council. Won't really know until it is voted on. Grant said he spoke with Ralph and Ralph said it will be a race to the plant because the plant is at capacity. Maybe Fox Hollow Developers will make a donation. This is subject to approval.
