Discussion:
1.) BOCA Code Modifications - 1995 Building Code Amendment,
Heighten and Risen of stairs. Maximum nine inch tread but can go
higher. Minimum of eight and one quarter, but can go to seven and
three quarter. Builders can still use the 1992 Codes, Heighten and
Risen of stairs is a stand along ordinance, Send to COW on
December 12, 1996. 1996 BOCA Building Code - Fire - This is a
Building Code that Detmer has asked the Committee to look at. This
Code would be for all attached single family, Cost would be
approximately $10
AD y 00 per dwelling unit, Insurance payback is with in
one to two years. Send to COW on December 12.
2.) Contractor Registration - Detmer will be holding a meeting to go over
all Codes and Contractor Registration, He is not requesting a
licenses. Contractor Registration requires a $ 10,000 bond and Proof
of Insurance of $1,000,000. Bond has to be paid for. Most
insurance companies are more than happy to fax over a Proof of
Insurance. The bond will only cover Code violations, If a contractor
walks out, the bond will only pay to board it up. The cost to register
will be $20.00 and that is to cover Administration cost. Registration
will not include painters, carpet installers, or homeowners doing their
own work. Detmer is only looking to protect our residents. Take to
COW on December 12.
3.) Dollman - Dollmans need to relocate driveway to Frontage Road on
their own property. Take to COW on December 12,

4.) Undesser Annexation - City would like to know if there are plans for
the Undesser property. Undesser would still like to put in a
Convenience Store. Six hundred feet west of Rt. 47. City needs to
know about zoning, annexation, and plans. Jones thought this had
gone to Plan Commission, but didn't remember the outcome of the
vote. Prochaska recommends checking the minutes from that
meeting Undessers would like to get started. Can will work off old
annexation agreement. The business part of the property will need a
P.U.D. agreement. Undessers do not currently have any plans for the
agricultural part of the property. Nanninga will check the minutes and
bring back to next EDC meeting, Dan will have a rough draft of the
annexation agreement. Undessers may want to request a liquor
license. If this plan has not been voted on by Plan Commission, then
it will need to go there first. If it has been voted on then bring back
to next EDC meeting.
5.) Fox Hollow - Looking at annexation and zoning for the property next
to the Shell Gas Station on Fit. 71 a proximately one half mile west of
Rt. 47. 25 acres of property for a Senior Apartment Complex as a
Planned Development for 150 Living Units, in 25 buildings. This
Community would be for adults 55 years of age or older. Tax credits
are issued through IDA, There are several guidelines that are
restricted by the Federal Government. The Federal Government
allows a selected group. The Community Building meets all state
specifications. Comminuty Building will have and indoor pool,
exercise room, dinning area, laundry facilities, and a beauty
salon /barber shop. Outdoor recreation includes walking paths
adjacent to forest preserve, tennis courts, shuffle board, and lawn
and garden areas, All units will have a garage and.a 20 foot
driveway. There is also extra parking if needed. They have allowed
room for when Idot decides turn lanes are needed. Tom Grant is
requesting on behalf of his clients that the School Transition fees and
the Land Cash portion for the schools be waived, since this
development will not be adding any children to the school system.
He is also asking to be charged the amount of the Water and Sewer
tap on fees before the increase in November. Jones said she would
be willing to consider only waiving either Land Cash portion that goes
to school or the Transition fee, but she would not consider both.
Spang thinks that both fees should be charged. The Schools don't
get the amount of money it cost to educate a child as it is. Sowinski
asked, what happens if someone over 55 years old decides to build a
new home, does the City waive the fee for the schools? Dan needs
to check on this. The people that would be living in this community
are agreeing to no children. Developer could consider making a
donation to the schools. Dan will get some legal answers. Take to
COW on December 12,
6.) Edmeier - City currently has 16 to 17 years to finish paying for the
siphons under the river. YBSD is saying that these siphons are almost
to capacity and are not big enough to accommodate the current flow.
Cost to put in a new 30 inch gravity sewer is estimated at 5800,000.
This will serve 4441 acres south of the river. Edmeier will front fund

the money and recapture will be established at $25 per P.E. There
will be a need to upgrade the Lift Station at the Industrial Park. This
Lift Station will only be used until the line is complete. Nanninga
wants to create a pot. All the recapture fees would go into the pot.
The City would have to be very disciplined with this pot of money.
Roppolo will only be permitted to build 177 units. If the line to the 30
inch gravity river crossing is not completed by the time Roppolo
wants to develop the remaining units, he will have the option to front
fund the remaining money needed to complete the line to Hydraulic
Avenue. We passed - the Increase on the sewer hook on fees to be
able to repair current lines. Nanninga says the first one hundred units
will cover the repairs. City needs to be careful with taking money
from one line and putting it into a new line. Dan needs to check this
out. The County may want their recapture fees if City is using their
lines. Bring back to special EDC meeting scheduled for November 25,
1996 for further discussion. Nanninga needs to modify the report for
EDC meeting on Monday night. City Council needs to vote on
annexation. Will need to have a Public Hearing on the annexation.
This will need to be announced and City will need to do a Press
Release. Edmeier will be pre - paying $875,00 in fees. They would
like to pay land Cash per unit, not in phases. They also need to work
something out with the parks. Plan Commission voted in
unanimously. They do still have two lots that are not 12,000 square
feet, backing up to green space.

the City, City water and sewer will be required. Need to know when
City will force City water and sewer. Some type of walking path
needs to be provided, either an asphalt trail or sidewalk. Who would
be responsible for the maintenance? Dan thinks this should be
reworked. One for in the City limits and one within the one and one
half mile of the City limits. Scheffrahn suggest one if already
annexed and one if not annexed. Bring back to EDC meeting
December 17.
10.) Sunset Motel Annexation Update - One of the owners has had a
stroke. They are talking about annexing. They want to stay
Grandfathered. They would like to stay on septic until the have a
problem, then they would have a certain amount of time to hook on.
Prochaska thinks this would be okay as long as there is not any
major improvements. City could also consider limiting the continued

vocation type to schools. Nanninoa asked Pandolphi to look at some
T.I.F. areas. Pandolfi want 810,(5 0 to $15,000 to do this.

12.) Standards for Parks - Would like to have some standards on blue,
green, slope and berm areas. Swiffen would like it spelled out clearly
on what is acceptable as Park land. Developers need to know what
the standards are. She would like this reviewed and passed. Bring
back to next BDC meeting on December 17,
13.) Detention Basins - City would like to have some restrictions on
detention areas. City does not want detention basins in any set
back. If the detention area needs to be there than there will be
restrictions and guidelines. Dan will do a draft.
14.) Additional Business
Townhome Restrictions - City would like townhomes to be owner
occupied, have two car garages, masonry fronts with cedar or stucco
siding. Dan will do draft in ordinance from. City would also like a
minimum square footage. Prochaska would like to check around and
find out what the minimum square footage is. Nanninga will ask
Detmer to do a report.
