EDC Minutes 1996 10-14-96 UNITED CITY OF YORKVILLE Committee Minutes - Economic Development Date of Meeting: October 14, 1996 Location: 111 W. Fox Time Convened: 7 :03 P.M. Time Adjourned: 10:15 P.M. PC 96 -4 Cimmarron Ridge - There were few concerns from Plan Commission. Mr. Conover has done everything the City requested. Subdivision conforms to the preliminary plan. Engineering and Plan Commission have been satisfied. Take to COW, then to City Council. 2.) PC 96 -18 Edmeier - Fox Highland Development. Rt 71 and Rt. 47. There is a zoning issue: Requesting two separate classification. One east of the ComEd easement and one west of the ComEd easement. There will be 169 single family homes on the west side of the easement. There will be 90 townhomes. Requesting R.1 zoning. In the area with the townhomes there will be a clubhouse, banquet facility, a pool, tennis courts and a private residents club. Edmeier will have more details and information once it goes through Planning Council. There will be a golf course. Townhomes will have brick or stone fronts, 2 car garages, steeper line roofs etc. Townhomes are designed to attract the empty nesters. They are going to save 70 percent of the trees. Edmeier will be maintaining the golf course and Homeowners Association. Residents Club is in Phase 4. They will start developing the golf course in approximately two years. Bonding and financial obligations will be met before any dirt is moved. There are six lots that do not meet the 12,000 square foot lots. Four of those lots do not back up to the golf course or green area. They back up to Country Hills Subdivision. Edmeier is currently working on this. All lots are 80ft. wide. There are 90 townhomes on 17.8 acres, 5.04 dwelling units per acre. 167 single family units on 65 and one half acres, 2.5 dwelling units per acre. Entire project with golf course, green space, detention, and right -of -way is 1.2 dwelling units per acre. Edmeier will be attending Plan Commission on November 13, 1996, then he will be back here to discuss in detail. If in the mean - Page 2 - i time anyone has any concerns, direct them to the Edmeier Group before Plan Commission. Edmeier is also going to the Park Board meeting on November 23, 1996. Sewer issue has not been finalized. 3. PC 96 -21 Kuczkowski - Kuczkowski is looking for direction. He has three lots on Van Emmon, 6.8 acres. He would like to have the zoning changed from R.2 to R.2 Duplex. This went through Plan Commission and was denied a straight R.2 zoning. There are no requirements with straight R.2 zoning. Sowinski thinks it would be best to have a P.U.D. Kuczkowski will sign a agreement with the City, the agreement will be- null and void if the zoning doesn't go through. Lot one will be more difficult to market because it is so close to Robb Container and the four flat. Nanninga would like a tree survey done. He would like to save a lot of the trees. If zoning is approved, Nanninga would like to see brick or stone on at least 50 percent, the rest to be cedar or stucco with two car garages. He would really like to see all brick. Property is currently zoned single family. Spang thinks that if you change the Comprehensive Plan you need to have a public hearing. Spang thinks someone should talk to Dan. Jones has some concerns with the Comprehensive Plan. Is the zoning correct for the area? Across the street is zoned M1. Anyone could come in and put in a factory, they only need to get a permit. Need to get some clarification from Dan. Discuss at COW and then take to Plan Commission. 4.) Internet Home Page - Nanninga would like to spend some money on an Internet Home Page. The cost is $210 plus 530 per month. Economic Development does not have the money in the budget. Nanninga likes the idea that the City could tie in with DCCA. Lynch feels a Home Page is essential. Spang suggest maybe going in with the County, or maybe the Chamber of Commerce would pay for it this year or half it with the City. Take to COW for discussion. 5.) Comprehensive Plan - Wanted to have a public hearing to discuss the Comprehensive Plan. This happened once, but it was right after the flood. Most people were busy cleaning up. J.T. suggest holding it in January or February. It could be published in the January newsletter. Tentative date for public hearing is January 30, 1997 6.) Building Impacts - Looking at number of permits issued in the past five years. Would like to make sure they are in line. Mayor is looking at ways to finance the $2.6 million in stages. Jones would like to see a report on the last five years. Spang thinks we should follow the ordinances and the guideline that the City has in effect. Need to decide what the community wants. Prochaska thinks we need to look at the areas of size and come up with housing to meet the desired density. The current ratio is approximately 35 percent multi - family. Industrial businesses are interested in road, rail, accessibility. Commercial and industrial are very different. Spang suggest staying with the Comprehensive Plan, review the development fees. Stick to the standards. Prochaska thinks the City needs to get more detailed on what specifically what the City wants. - Page 3 - 7.) Handout Checklist for Variance Petitions - Next EDC. 8.) Ordinance - Adoption of 1996 BOCA Code, 1995 CABO Code, 1996 Mechanical Code, 1995 Plumbing Code, 1996 Electric Code, Amendment to 1996 BOCA Code, Amendment to 1995 CABO Code - Bill Detmer is requesting permission to adopt codes. The federal government will be going to 1996 BOCA Codes and passing an amendment. Detmer is requesting an ordinance for the 1996 BOCA codes. Detmer is asking to stay with the 1992 Code. The Code request is what is on houses today. Heighten riser stairs. The design of the house would have to be changed. The cost to the builders would increase to about $2000 extra. Tread depth is currently at eight and one quarter. Minimum tread of nine, but can be more. State law allows changes. The second amendment is basic building codes. Sprinklers systems are required in commercial buildings. Detmer would like committee to consider requiring sprinklers systems in homes. It would hook on the water supply that is already in the home. There is not a hook up to the fire department. Detmer is looking to save lives. Most deaths are from hot and toxic gases. Cost is approximately $1 per square foot. Detmer will provide information to anyone that would like more information. Detmer thinks it is better to suppress a fire then confine a fire. Adopt ordinance at COW. Other two ordinances to come back to next Economic Development. 9.) Ordinance Regulating Contractors - Ordinance would require a bond. A bond is for violations the contractor does not correct. There will be a charge of $20 that will go to the community. Contractor would be required to maintain liability insurance. If a contractor can not get a bond than we really do not want them to work in the community. A lot of towns do require this. The bond is for one year. Bonds usually remains with the City. Nanninga would like one anniversary date for everyoneto be the same. Bonded contractors would be policed with codes. Judy will have a log book. Detmers secretary will do all the filing, etc. Detmer will keep the bonds. Dan has seen the ordinance. Detmer needs to talk with Dan again. Bring back to next Economic Development meeting. 10.) September Building Report - Accept report. Take to COW. 11.) Marketing Strategy - Nanninga has the report. Nanninga will get copies to everyone. 12.) Additional Business - Standards for Detention /Retention - Nanninga has been asked to review and give some ideas on future standards on detention /retention. Prochaska thinks property should be developed completely. Maybe detention could be put in the back of the property. It is put in the front because it is unusable property. Prochaska thinks it should be nicely landscaped so it looks nice. 1 - Page 4 - Large Lot Zoning - Joe has made some recommendations. City can not zone anything that is not in the City limits. Make changes and bring back to next Economic Development meeting. School Transition Fees - Prochaska talked with Dan. Prochaska was going to get some stuff to Dan.
