EDC Minutes 1996 09-17-96 UNITED CITY OF YORKVILLE Committee Minutes - Economic Development Date of Meeting: September 17, 1996 Location: 111 W. Fox Time Convened: 7:10 P.M. Time Adjoured: 9:20 P.M. Attendees: Mayor Bob Johnson Kathy Jones Jerry Lynch Jim Nanninga Dan Kramer Bill Roppolo Tom Greyer Discussion: 1.) Large Lot Zoning - Dan has ordinance. He basically took Nanninga's _ memo and put it into ordinance form. Ordinance will actually be called Estate Ordinance. Lots have to be one acre. Street lighting is required at intersections with a minimum spacing of 500 feet, with lights at curves as determined by the City of Yorkville. In the event of no sidewalk, the property must have direct access to paved trail that meets City's standards. All driveways must be paved with asphalt, concrete, or brick. with a concrete culvert and a flared end section. When a subdivision comes within 250 feet of the City limits the subdvidion must connect to City sewer. The owner of the property incurs the cost of the hook up. Streets will require a 70 foot dedicated right -of -way with a 50 foot set back. 28 feet of actual asphalt with a 25 foot driving area marked by a reflective stripe is required. 32 foot full depth stone and 2 foot stone shoulders. Ditch on either side of street with a 1 percent slope. And mailbox turn outs should be paved. Take to COW 10/3/96. 2.) August Building Department Report - Looks good. Take to COW 10/3/96. 3.) Marketing Strategy - Jones wanted to know how Erdman is doing with the contacts. Nanninga said the first question she is consistently asked is how many people are in your town. Jones would like Erdman to turn in a monthly summery re port. She can turn it into to Nanninga one week before the Economic Development meeting so he can review it. Jones would like to check with other communities to find out how they evaluate their Economic Development person. Mayor Johnson feels the position needs to be broader. It should include downtown revitalization, and working with the Chamber of Commerace. Jones would also like to know if Erdman needs anything else. 4.) Comprehensive Plan - City needs to have Lannert Group come back out and make recommendations for the FPA area. Jones suggest selected areas like Cannonball Trail and Rt. 34 and Eldamain Road and Rt. 34. City has received a request from Inland. City needs to get some clairfication from Inland. City needs to address the Inland - Page 2- property by Sunflower Subdivision and the present annexation agreement. 5.) Additional Business - Roppolo - Dan just finished the revised P.U.D. There are some concerns with Edmeier having access through Roppolos Development. Block is land locked. Lot 66 backs up to golf course. If Edmeier puts in the golf course then can vacate it in ximately seven months. Otherwise it is 15 years. B9 in the P.A. U.D is the sewer issue. Roppolo will be permuted to build 177 units on the Rt. 47 side. He will be charged $217 P.E. P.E. is usually annually adjusted. The quicker the people hook up the quicker the interest rate drops. Dan would like to use the wording that was used for the Green Briar Subdvision so the wording is consistant. Roppolo would like the accessories section to include swimming pools. He also wants to make sure section F with the 30 foot set backs conforms to' his current plan. There are one or two buildings that are not at the 30 feet if he needs to include the landscape easement. Dan said he will remove the word additional. The 30 feet set back should be ok. The 177 lots will be paying a double recapture fee. Once those 177 lots are developed everything else developed will need to hook up to the new sewer. Roppolo would like to use his preliminary plat, instead of final plat. Jones felt we need to stay with the way it has always been, it needs to be final plat. Roppolo is concerned with Nanningas memo on the sewer issue and the letter of credit. Roppolo said the City is requesting slot of money off very little income. The City wants $554,000 on a letter of credit for 40 units. That is over and above permit amounts. 10/9/96 Edmeier is coming back to Plan Commission. City will have alot more imformation then. The only other suggestion is to wait until 10/9/96. Flow Chart - Nanninga and Prochaska both did a flow chart. Nanninga has a written text on his to let everyone know where to go. Judy fills in the blanks. Concept needs to be decided on even if it is not voted on. Take to COW. Put on agenda for Plan Commission. Sign for City of Yorkville - Would like to have a sign on the North side of Yorkville. Will budget it for next year. Green Briar Drive - Lights will be on. If necessary the City will use letter of credit. Fox Hill - Nanninga spoke to Dresden. Dresden talked with Wywrot. Plan will be in Wednesday. City needs to get direction from Idot. If things are not done by a certain time the City will send Dresden a letter and contract the work out and use his letter of credit. Jones would like to pot holes fixed. Minutes by: Mollie Anderson
