EDC Minutes 1996 08-20-96 UNITED CITY OF YORKVILLE Committee Minutes - Economic Development Date of Meeting: August 20, 1996 Location: 111 W. Fox Time Convened: 7:00 P.M. Time Adjourned: 10:10 P.M. Attendees: Bob Johnson Richard Scheffrahn Kathy Jones Jeff Spang Jim Nanninga Art Prochaska Tom Sowinski Dan Kramer Ed Nissen Darren Sloniger Debbie Cookas Bill Roppolo Tom Greer Mr. Patel Discussion: 1.) ZBA 96 -1 Niesen Variance - This is at this meeting because there were not enough members present at the Zoning Board of Appeals. Nissen is requesting a variance. He would like to build a two car garage with a full loft above it. It would actual be considered a utility building. There is not a size difference except in the height. The utility building will be 21 feet tall. This is six feet taller than permitted. it will match Nissen home in the outside- appearance. It will have two garage doors. There will not be a drive way leading to it. It will be used for storage only. Cookas has some concerns with the size. She thinks it is a very large building next to a regular size garage, she thinks it will block the view from the home on the east side, and she thinks it will lower the property value. Scheffrahn said there was a variance granted for a home on Palmer Court in Countryside Center. Jones would like to find out more information on that variance. Spang suggest limiting utility building for what it can be used for. Dan recommends this. Utility building will be limited to storage of owners items, no manufacturing, and it is not to be used as rental property. Would like to get written opinion from Detmer. Take to COW. 2.) SRS 96 -2 Patel Sign Variance - This went to Sign Review Board. They did a Public Hearing. Sign has been approved to be an " additional 15 feet higher so it can be seen. This is the sign next to the hotel. It is not t sign on the Burger King property. The main reason this variance is being issued is because the entrance to the hotel is on a private road. Committee members present will recommend to COW for the sign not to exceed the height of the building or 35 feet. ZO'd dOE =90 9s- LZ -6nv - Page 2 - 3.) Green Briar Road - Tabled. 4.) Roppolo - Roppolo wants to put in a lift station for Coach Road Hills. Nanninga and Wywrot recommend having $1.5 million dollar in hand for the 48 inch sewer line or having firm commitments from other developers. They recommend permitting Roppolo to build 147 home; a lift station and gravity to Rt. 71 then to Rt. 47 with overhead plumbing. There are no guarantees that Edmeier will develop. They do not own the property and have not started the preliminary plans. Roppolo can not put up that amount of.money. He needs to be able to build at least 177 unit to start. Lift stations are usually fine the first decade they are in service but they are prone to mechanical failure after that. It will be October before Edmeier is a sure thing. Roppolo can not just sit and wait until October. He needs to be able to continue working on the development. He does not even have a P.U.D. He needs to get something completed. Dan said the P.U.D. has not been completed because he has been waiting for a solution on the sewer. There needs to be a permanent solution to the sewer problem. Dan suggest permitting Roppolo to develop 177 units with target numbers and dates. Break this into four phases. There would be cap on the 177 units. At that time the sewer issue will need to be reviewed. Find out where Edmeier is and if there are any other developments willing to help with the sewer. Prochaska would like a Letter of Credit for all of the amenities they had agreed to earlier. Roppolo said he would not be able to put up a Letter of Credit for that amount of money at the beginning of the project. Take to COW for discussion. 5.) July Building Department Report - Take to COW. 6.) Engineering Fees - Wywrot thought about it. $500 to be paid at time of concept. Then bill for the balance due at preliminary plan. Take to COW. 7.) Marketing Strategy - Tabled. 8.) Development Group /Sloniger- Preliminary & Zoning, 300 E. Hydraulic - This is a phase project. Sloniger still needs to get easements from railroad. He has option on Robb Container but this will be a separate parcel number. There will be two phases on the same PC number. Dan suggest that this be noted in the plat so it is clear to everyone. Nanninga said a split rail fence had been recommend, but where do YOU put the fence. Prochaska suggest maybe a rod iron fence. The purpose of the fence is to keep people from failing under the fence and getting hit by the train. This plan has been to Plan Council. Prochaska biggest concern the one car garages. He is afraid they will end up being rental units. Sidewalk is an issue. There has to be some sort of sidewalk. Spang would like to see the sidewalk move from being next to the railroad tracks to being in front of the building. Sloniger has no objections to moving if his engineer thinks there is enough room. Four items need to be changed. Zoning R4 P.U.D., Zoning M1 to R4, approval of Preliminary plat and subject to railroad. £O'd d0£ =90 96- La -6nb - Page 3- 9.) Additional Business - 1996 Park Comprehensive Plan - Plan is on file for anyone that would like a copy. Date will be stamped on it. Take to CO Large Lot Zoning -Jones would like memo sent out to everyone for suggestions. Put on agenda for next meeting. Comphrensive Plan - Put in October newsletter.
