ECONOMIC DEVELOPMENT COMMITTEE
JULY 21, 1998

Chairman Prochaska called the meeting to order at 7:00 PM.
June Building Report
The report was reviewed and it was noted that the total value is up over $200,000 with 9 single
family homes. This will go to COW August 6"',
Plan Commission - Quorum
What determines a Plan Commission quorum was discussed. There are 13 voting members plus 2
non - voting honorary members which would make the quorum at 7. There was discussion of
requiring attendance of the majority of scheduled meetings in the fiscal year. Mr. Kramer will be
asked to look into this.
Subdivision Ordinance
A July le memo from Joe Wywrott concerning outstanding bills and detentions on in fill lots was
reviewed. There was discussion of the defining of existing small commercial and residential lots and
the detention / orifices sizes. Mr. Kramer will be consulted about amending the Subdivision
Ordinance concerning this.
Sign Ordinance
The Sign Ordinance and how it could be enforced was discussed. Regulating various signs,
including garage sale signs, was discussed. Bill Detmers will contact the Chamber for their insight.
Mr. Kramer will be consulted about clarifications and this will be discussed at next month's meeting.
Acceptance of Subdivision Improvements
The pros and cons of separating different issues for acceptance to free up the developer's letter of
credit was discussed. The Mayor and Mr. Wywrott will be consulted for input on this.
Kendall County Farm Bureau Property
The Farm Bureau is considering turning over a portion of their property to the City to be used for a
parking lot. The land would be deeded over and they would have an easement with various
conditions. It was suggested having an Environmental Phase 1 and Phase 2 for contamination
done. The consensus was to proceed with caution.
Plano Boundary Agreements Meeting
There will be a meeting at the Beecher Center August 1 e at 10:00 concerning de- annexing and
boundaries. A sewer study and who controls the well was discussed. The need for a public hearing
and a possible pre- annexation agreement was mentioned.
Planner
An ad for a planner will be advertised in the Record and Copley group newspapers. The need for
someone with traffic planning was discussed.

Web Site
Mr. Spang questioned what the plan was concerning Mr. Spangler and his web site presentation.
The Mayor will be consulted.
Sheridan Property
Art and Barb Sheridan want to propose a concept to the Plan Commission. They propose de-
annexing their property from Plano and annexing to Yorkville. They want to build a gas station,
restaurant and motel.
