EDC Minutes 1998 06-30-98 ECONOMIC DEVELOPMENT COMMITTEE CITY OF YORKVILLE JUNE 30 1998 Members present: Tom Sowinski, Art Prochaska, Jim Nanninga, Valerie Burd, Cindy Ketcham. Guests: Robert Lee, Jim Ratos. PC 98-4 Robert Lee Rezoning -The property in question is currently Office B -3 which would include auto sales, motorcycle, recreational vehicles, and truck sales and service. The recommendation from EDC is to zone the property according to the new B -3. Mr. Lee feels the property should be zoned as 84. The property to one side is office and to the other is B -3. Alderman Prochaska will look a the entire property line and review the current zoning. B-3 is basically set as retail businesses and EDC feels that the property should be recommended as such to the C.Q.W. Mr. Lee wants 84 presented. Alderman Prochaska and Alderman Sowinski maintain a B -3 level zoning. City Planner -Mr. Lenert is currently representing Primus at Fox Hill. The city planner can not represent other city property entities while maintaining an office as the city planner. This would create a conflict of interest. if a statement could have been placed prior to the meeting, so that another individual can be brought in as a representative for the City of Yorkville. Mike Schoppe has sent a letter to the city that he will be going into business for himself. Mr. Nanninga suggested that Mike be used as an interim city planner. He thought that it might be advantageous to contract the next city planner with a restrictive or exclusive contract. The city has not been unhappy with Mr. Lenert, but feels it is time for the city to have an exclusive contract. The billing schedule for Mr. Lenert and Mr. Schoppe are comparable. It was suggested that personal and business references be reviewed on Mr. Schoppe. Ratos Development -The site plan showing 2 buildings, but there were no sidewalks planned on the development site. It was suggested that maybe the sidewalk be placed in the green area along countryside parkway. A concern was raised that the sidewalk not be placed too close to the parking area, or connecting. Alderman Prochaska didn't want to see anyone pedestrians being hurt unnecessarily. The sidewalk issue will be reviewed at C.O.W. Signage was also discussed for the property. There will be two finished office buildings, and there was some question as to whether there would be one sign or two signs. The large sign to be no larger than 10' X 10', the smaller ones not to exceed 6' X 8'. This will be placed on the July 2 C.O.W. agenda. May Building -The value of the building has doubled, but the permit fees has only increased 50°x. The report is to be presented at July 2 C.O.W. Plano Boundary Meeting and Agreement -There will be a meeting held on July 11 th at 10 AM at the Plano city chambers. This meeting will be held to discuss the boundary lines between the City of Plano and the City of Yorkville. There was also some question with the sewer line that goes beyond Eldamain south of Route 34. Would like to look at the cost of turning the sewer line to run south to continue a loop back to the city sewer line. City Lots on Route 47-The property value of the two separate lots is appraised at $25,000 for each lot. It shows good location but water would have to core under route 47 and the sewer runs along the rear of the property. Both of these items reduce the value of the property. This item will be placed on the July 2 C.O.W. agenda. Dodi Development - Tabled. Sign Ordinance review -There is a need to read through and update the information. Items in review would be the actual size of the sign, what type of signs are permitted, and a need to identify all poorly worded items. Acceptance of Subdivision Improvements -The city currently accepts all the improvements to streets, water, sewer, storms and streetlighting. It was mentioned to take a second look at sidewalk issues. In some cases sidewalks never get put in. Maybe review the information and reword. Hold the developer responsible for the sidewalks, but the builder puts the sidewalks in. Maybe put the streets and sidewalks in as a final acceptance, a specified time to build maybe 6 months to a year. Break the acceptance up to 3 different options. Maintain a letter of credit for unfinished items. This information to be reviewed and to be returned to the next EDC meeting. Additional Business: Review of Permit fees -It was felt that the economy is perhaps slowing down. A question was raised wondering if City of Yorkville fees are perhaps over - riding expansion, the tap fees for duplex or apartment buildings. A developer confronted the City of Yorkville to see if the City would be interest in j annexing property on the north east corner of Route 34 and Eldamain Rd. The property is currently annexed into the City of Plano. The developer in interested in a Gas Station/Truck Stop complex on that corner. The property has Yorkville water and sewer close to the property, It was felt by the committee that revenue projections would be needed to determine what depth of interest the City of Yorkville would have.
