Discussion:
1.) February Building Permit - New format. Take to COW.
2.) Undesser Agreement - Undesser sent a letter to Mayor Johnson
requesting an extension on the $7,500 until they start
developing the property. They are having a difficult time
selling. The $7,500 will go toward the MDT's. Graff will not
need the money for one year. Mayor Johnson will agree to a on(a
year extension. But he will not agree to leave it open ended.
Legally he owes the City the money. We could if necessary
force him to pay the money now. Spang thinks that maybe we
should on the MDT's until we have the money in hand. Jones anti
Mayor Johnson are.ok with an one ear extension.

3.) Robert E. Lee Rezoning - Bob Lee would like to have his three
and one half acre property on Rt. 47 just south of Rt. 126
rezoned from B -3 to B -4. Lee feels that the City has zoned his
property in a way that has made it impossible for him to'sell
it. It is currently zoned for retail sales. The building can
not be sold to a trucking company. One third of the floor is
gravel. Lee has had to turn away potential buyers because of
the zoning. Sowinski suggest maybe a B -4 zoning with a Special
Use'Permit. Potential buyers have'not had the time or want to
hassle with the City to get the zoning changed. •The City has
approved an R -2 usage in a R -3 zoning on preliminary plans.
The east side of Rt 47 is zoned M -1. If he can not get the
property rezoned he will have to let the Old Second Bank have
it back because he can no longer make the payments. Bob can
not even sell the property to have a new car dealership put in
there. There is residential property very near to the
property. This issue did go to Plan Commission and it was not
advised to change the zoning. The driving range next door is
concerned with it becoming a utility lot. The comprehensive
plan show the property as commercial. It is basically a
warehouse. Prochaska thinks maybe we should figure out what we

that Bobbi is not an Economic Development person, she is an
advertising person. Once we are able to hire a full time
person, Mayor Johnson would like to include the school
district, the banks, the Chamber of Commerce and the downtown

Spang figured we looked it as a vendor. We should look at
more than one. Spengler plans to withdraw and.he will start
taking fees for advertising. it would be easy to convert but
we will have to overcome. Prochaska would like to have an
answer on the legal question. Spang and Stick will be on the
ad -hock committee. if Spang finds it uncomfortable then he
will withdraw from the meetings.
ComEd Easement - We have received the agreement. It is a very
restrictive document. The easement is only'18 inches wide
with no leeway at all. We requested a 20 foot easement.
Mayor Johnson will talk with Jerred again. ComEd did not
acknowledge temporary lift station and they need to. The lif•:
station is off sight toward Beaver Street. We need to ask
ComEd for an amendment. We need to talk with Dan on this.
Wywrot will talk with Nanninga and find out if there is anyway
to soften this some. 18 inches is the inside diameter of the
pipe. Edmeier may decide they do not want to do it.
Consulting Fee --These are delinquent fees that go to the
Lannert Group and Pavia - Marting. Dan suggest offering to
waive the interest if they will pay the fees. We have been
asking Inland to pay their fees. Send letter to Inland and
don't offer the interest.
Parking Set Back - Need to amend ordinance. What is the
status of amending the ordinance?
School Transition Fees - School has never accepted this. We
are asking them to take responsibility from now forward. Dan

ground. Prochaska would like Dan's official legal written
opinion. We need to identify the time frame.
