1.) l.,and Cash Ordinance — Tabled.
2.) Payment to Economic Development Corporation — This was approved in the budget.
Looking for payment into the co -op fund about the first part of the year. Nanninga
would like pay one half in January and then pay the balance later. We will still need
to pay Erdmann's salary. We are advertising in a couple of trade journals in
December. We have gotten a few responses from the ads in the Beacon News and the
Record. We need to put payment on the bill list. Bring up the amount of $22,500 on
bill list at COW.
3,) PC 99 -04 Heartland Development — Richard Marker — Wywrot did study_ Got some
figures together for the infiltration for the subdivision. We do not want ra surcharge
problem with the new subdivision. The problem is right in front of Mayor Prochaska
home. Typically the sanitary district is five years old. About one block long just
outside of the pavement, The block that needs to be increased is Spring and Liberty.
This would handle all of the new subdivision, new businesses, Suzy's Pizza and the
Legion. Cost is approximately $100 per foot. We might be able to abandon the old
line without having to remove it which would help keep cost down. There are
driveway approaches that will have to be taken out and replaced Approximately 600
feet. This would need to be put oft for awhile. The subdivision can be started
without doing this project. We might be able to go in and burst the pipe. This should
be put in the PUD agreement. Approximately three - quarters of the subdivision could
be built out before we really need to do the project. We are looking at having the
developer fund the project with a tax rebate. The line is currently eight inches it
really needs to be al 0 inch line. There would be a recapture on the line. Mr, Marker
would like to have Rocker look this over_ You should try not to allow a surcharge for
at least five years. Mayor Prochaska suggest that depending on the development, if
there is commercial development then some of that money is put aside to help fund
this project. Marker would like to get a bid on doing the project at the beginning of
his development. In the subdivision there are eight lots that are less than 12,000

square feet. There was a request for a variance for a deeper detention area. What we
have in the PUD agreement pretty much covers what we have goinn A^ There is
money going to parks. The eight lots that are less than 12,000 square feet do not
touch green space. There are 186 lots. Mayor Prochaska feels that if the lot is less
then 12,000 square feet then it should have green space. This is just his personal
preference and he does not have an objection with the layout of the subdivision. 100
foot radius — This is in the ordinance and has been discussed_ Marker thought this
was all clear. The 100 -foot radius is to slow people down. Marker shows the
subdivision with 75 -foot radiuses. Mayor Prochaska would like to see at least the two
at the beginning of the subdivision be 100 feet. Roadways and Curbs — To be decided
by Council and what they feel are acceptable. Marker can not accept the sump pump.
It is a very staggering cost to him. $1,500 to annex to YI3SD. Tt will probably not
even be needed. Tt is hard to compete with Oswzgo when you have the same product
but the cost is higher. The farm has no field tiles. Council did agree that if it can be
proven that it is not needed then we do agree, why spend the extra money because
there would not be any benefit to them. Now we need to decide on how we determine
the water table in the area? Marker suggests digging a hole with a backhoe and
seeing what is there. It would be a case by case situation. We could dig an eight foot
hole let it sit for 24 hours and you will know what kind of water you'll end up with.
Tf you did eight feet and do not hit sand then you need to go down until you penetrate
sand. Then you may need to hook up to the sewer. The McCue Road issue will be
difficult to put in writing because we do not know what will happen. r_ -;- suggested
to Mayor Prochaska that it gets worded if and when the time McCue needs to be done
then it will be discussed at that time. Marker suggests that when the subdivision is so
far built then McCue improvements need to be done. Tf the commercial development
comes first then the improvement will need to be done right away_ Roadways need to
be 30 feet wide with 612 rolled curbs. Nanninga will talk with Dan. We may want to
do a few survey hole digs. The surrounding neighborhoods do not have a need for
sump pumps. This new development will probably not need them either. Pits with
pumps will be put in all the basements but not hooked up to the sanitary sewer. We
need to cover the radius issue_ Take to City Council to vote on December 16.
4.) Additional Business — Memo from Nanninga and Detmer — 30 is more reasonable
then 20. All setbacks will still be met.
August and September Building Reports — Take to Cow_
Norton — Trying to get easements through existing subdivision_ Ike is meeting
resistance. He may have to purchase the easements. He is also dealing with the
Army Corp of Engineers. There are no utility easements there.
