ECONOMIC DEVELOPMENT COMMITTEE
JULY 20, 1999

Overlot Grading Plan i Grading Ordinance Modifications
Mr. Dettmer explained the proposed change of the Overlot Grading Plan being submitted at final
inspection. He suggested the change state "be required to be submitted overlot grading plan before
the final inspection / certificate of occupancy for all construction." This includes additions, new
construction or industrial. Previously, the grading plan was required to be submitted at the time of
permit and certificate.
Mr. Dettmer also suggested an exception to the ordinance that with one and two family additions, the
grading plan will not be required unless it is the zoning inspector's opinion that it is needed. The owner
then will be required to hire a registered engineer. A grading plan can cost $300 -$500. This has been
done as policy, but not as part of the ordinance. This will go to COW.
Comprehensive Plan - Land Use Update
Mayor Prochaska stated that Ruettiger, Tonelli & Associates, Inc. has been contacted to begin the
updating of the 1996 Land Use Plan. The packet and fees were reviewed and will be included in the,
mid year review or budget for next year. The law requires this to be reviewed every 5 years and it can
take up to 2 years to complete. Things that can start the process without expenditures will be looked
into. This will be included on the October EDC agenda.
Economic Development Update
The development of the Yorkville Corporation is progressing. $90,000 has been committed for this
organization with another $10,000 being needed. The by laws have been reviewed and the director's
job description is written. The position may pay approximately $60,000 a year and will be advertised in
September. A meeting next week will be held to elect officers and to begin the Articles of Incorporation.
The City's representative to the Corp. has not been selected yet. Dan Kramer will be consulted on who
can serve. To date, a small group of businesses, the two banks, Countryside Center, Inland, the
Chamber of Commerce and the School District have contributed $5,000 to join. An office location is
being sought. The surrounding communities have these corporations and have been successful.
Additional Business / Utility Tax
Mr. Wywrot stated he received a call from Dan Demas of ComEd stating the city's Utility Tax Ordinance
(October 1998) is not acceptable. They stated the city will loose their share of the utility tax revenue
effective tomorrow night. There cannot be an extension. The current ordinance was based upon the
ordinance ComEd gave the city. Mr. Wywrot was asked to contact Mr. Demas and Mr. Kramer. This
will be added to COW under Additional Business.
