ECONOMIC DEVELOPMENT MEETING
NOVEMBER 18, 1997

Chairwoman Kathy Jones called the meeting to order at 7:00 PM.
Snyder Annexation
Ray Snyder addressed the committee concerning annexing into the city and rezoning to B -3
commercial from the current AG 1. His adjoining neighbor, Helen Pecktold, would like to do the same.
Combined they have 5 Y2 acres. He plans to sell the property and this will make it more valuable. He
does not have a buyer and Weiss Realty will do the listing. The property is at Legion and Rt. 47 with
commercial property around it. The various examples of B -3 and B -2 were reviewed. Mr. Snyder was
told to get an application from the city to begin to proceed with a public hearing and be brought to the
Plan Commission.
York Meadows Apartments, Tom Rojauskis / Development Fees
Representatives from the proposed York Meadows Apartment project addressed their concerns of the
fees charged for each apartment unit. Each of their 96 apartments will be charged the same hook up
fee ($9,000 ) as a single family dwelling as stated in the ordinance. Their concern is that the fees are
higher than the land values. There was a lengthy discussion of the fees and other ways this land might
be developed. It was suggested they meet with Mr. Nanninga to explore alternatives for their property.
October Building Report
Mr. Spang requested to have the building format changed to be able to compare last year's permits to
this year's. Mr. Nanninga will following up with Mr. Detmers on this.
Annexation Permit
Mayor Johnson reviewed the annexation updates of Babe Miller and Ms. Harkins. This will be reviewed
further at COW.
Sunset Motel
Mayor Johnson stated the owners of the Sunset Motel are willing to voluntarily annex into the city.
They are asking that the initial offer made 3 years ago to a rebate of the city portion of property taxes
still be honored. It was the consensus that they be given a deadline of February 1 to sign if they want a
three year rebate and this would only be for this owner. Dan Kramer will be consulted to see if the
Planning Commission is needed.

Comprehensive Plan
The Comprehensive Plan was reviewed. Mr. Prochaska stated that there are areas concerning zoning
that need to be footnoted. He will work this week to make the corrections.

EDC 11/18/97
There may be challenges from a developer concerning the zoning and land use discrepancies. This will
be sent back to Lannert for 4 changes to be made along with a disclaimer added. This will go to COW
for a vote.
Additional Business
Farmer's Market Ordinance
The Ordinance will be looked at in January
Transition Ordinance
Mr. Prochaska said that the school board had asked that the transition fee be increased to $3,000. It is
not sure if this would be a defensible amount. He said the ordinance should be strengthen in event the
city should annex outside the Yorkville school district so it would not be discriminatory. This will be
asked to be put on the school board's agenda for their next meeting.
Shell Station
Shell has not yet taken out a building permit and must do so by the end of the year or they loose their
Special Use.
Com Ed Easement
The easement has been approved and they will be sending a letter with a condition. They will accept
two payments: $25,000 for Edmeier to pay and $35,000 due in a four year time period after that. (If no
one puts in the easement, Yorkville will have to pay.) Mr. Nanninga will contact Dean Edmeier.
Web Pape
Mr. Spang said he has set up an unofficial Yorkville home page. (YORKVILLE - IL.COM)
Blackberry Estates
There was discussion of the Blackberry Estates covenants concerning annexation.
Downtown Christmas Walk
The downtown Christmas Walk will be December 12. There will be a variety of activities and a tree
sponsorship.
Peotone
Mr. Lynch said Peotone were here and will return January 13 to critique Yorkville at the annual
Chamber of Commerce Dinner at Fox Valley Lanes.
