Pat Kinnally was introduced regading Remline's annexation. The are looking at B -3 business on
the Northwest corner as they are wanting retail. Dan Kramer stated he would write up the
provision that it would be B -3 and would allow a car dealership. The committee is looking
toward finalizing this in December. Public Hearings and going to Plan Commission would need to
be done by mid November to get notices out. Pat Kinnally stated he will talk to land owners in
that area. Nanninga stated he would get the recapture amounts to Pat Kinnally at 844 -1905.
ROUTE #47 LOTS

The committee discussed the City lots on Route 47, and are considering making them duplex lots.
Mayor Johnson asked Attorney Kramer to review this possibility. The City can't file a hardship to
allow this because the City platted the way these lots are configured. Someone could object since
the City created them. The owner of the house there may well object due to how they were
platted and what she had been told. The committee could consider looking at earlier appraisals
that were lower and list them based on that as it is a legal alternative. Nanninga will look up
those earlier appraisals. Zoning these lots as office zoning was discussed and the center property
owner could be offered this also. Could approach last person to make an offer and see if they are
interested in lower price due to use of previous appraisal.
ANTI- MONOTONY CODE
Alderwoman Jones asked Attorney Kramer and Administrator Nanninga to review this issue, and
liked the simplicity of Aurora's. Kramer commented that all brick is exempt. This is good but is
monotonous. Kramer will look at Lakeview in Oswego an bring back to next EDC.
SUNFLOWER Phase I - Unit 1
Plan Commission has approved this based on John Spenader's agreement to completely abide by
all points in Joe Wywrot's review letter. It will now go to Committee of the Whole.

Plan Commission has some conditions as follows:
a. The sidewalk issue must be solved. Kramer's letter seemed to identify the issues the City
can enforce as one Sidewalk and one Trail. The Trail is not an issue in Unit 4. Jones
asked that Mayor Johnson write a letter to the Planning Commission members and put in
their next months packet.
b. Temporary silt fence around trees during construction.
C. Cem -Con Circle was questioned as a name for a street by Plan Commission, and they
recommend the name be changed.
This agenda item was sent to Committee of the Whole.

SEPTEMBER BUILDING REPORT
August report on value vs. permit fee.
FOX MILL
Owner has indicated he cannot get letter -of- credit and would like exception. Check on public
improvement. Not parking lot. Discuss and establish a time frame.
DEVELOPMENT UPDATE
Fox Hill - Contact Paul Dresden and see what is holding this up.

Next meeting discuss changes to current ordinance. Ask Public Safety to look at sand in small
drinking fountain. Motions to Jeff for Public Works as Sowinski will not be there.
