Discussion:
1.) Kushkowski Recapture - Names are not on recapture agreement. Dan
put in parcel numbers. Recapture is only good for 20 ears. The 20
years does not start until oread it over, has to COW July �

2.) School Transition Fees - Prochaska received a letter from the regional
superintendent on how the federal funding is done. Funding is based
on previous year number of students. The state finding is also based
on the previous year number of students. This helps with justifying
the transition fees. Dan has been working on a resolution. Dan
thinks that the City should look at over alr amounts to come into
Yorkville. Jones is not comfortable puffing in an amount without
knowing what all the other amounts are. Prochaska would like to
look at this closely.
3.) Walnut Street Project - Nagel - Mr. Nagel is looking at the property
across from St. Pats Parish Center on Walnut Street. The property is
3.17 acres. Nagel would like to put up a three story, 52 unit building.
He would be requesting a P.U.D. to keep the age limit above 55.
There will be 2.3 parking spots per unit and a small retention pond.
Nagel has done a two story, 36 unit building in Oswego, and they are
starting one in Elburn in July. P.U.D. would be a safety net for the
City to keep the age limit above 55. Nagel will need the property
rezoned for multi - family. The appraised value may change if the
property is rezoned. The property is currently appraised at $208,000.
Baker thinks the City should ask the appraiser if the property would
be rezoned to multi - family will that change the property value. The
City cannot accept less that 80 percent of the appraised value of the
property. Baker thinks they would need to ask for a variance because
there would be more than 12 units per acre. Sowinski has some
_ concerns with the height and density of the building, would the fire
department approve this? Prochaska would not be comfortable going

over what the fire department would recommend. There are also
concerns with Walnut Street. Nagel could consider a two story with
52 units but there would be less green space. Jones would like Nagel
to put the cost of the appraisal up front. Not to exceed $500. Nagel
will talk with his partner on this. Nagel will get back with Kramer,
Nanninga will check number of units of Countryside Retirement
Center.
4.) Park Comprehensive Plan Acceptance Park have accepted and
recommended to City. Map may be a little different. Map is divided
into quadrants showing various sized parks in various areas. Text
should be on map. Kramer would like a copy of map to do resolution.
Bring resolution back to next Economic Development meeting.
5.) Economic Development Contract - Nanninga advertised for this
Erdma Only received two responses. Contract is for Bobbi
Erdman. Nanninga thinks she has made some very good contacts.
The salary she is requesting fits into the budget. Dan needs to look
over the contract. Take to COW.
6.) Estate Zoning Standards - Lots are to be one acre. To replace
sidewalks every lot will have to have access from their lot to a paved
trail. Paved driveways will require a concrete culvert with a concrete
flared end section. If the lot is within 250 feet of the City limits, they
are required to hook on the City water and /or sewer. City would
allow septic. Once the lot becomes contagious and a major repair is
needed then they would need to hook onto City sewer. Lot owner
would need to provide easements to the City to run water and sewer.
Dan needs to know if the City will be forcing annexation when the
property become contagious. The developers would need to let
people purchasing the property know what they have agreed to with
the City. This would need to be on plat ahead of time. Prochaska
does not like to force annexation, maybe it could be at the Cities
discretion. If they do not need City services then they would not
need to annexed. Bring back to next Economic Development
meeting.
7.) White Oak I & II Punch List - City has received a revised copy. Road
is stubbed in, in unit I. The City would like to make sure the road is
completed. The underground contractor has already started on
several items on the road. Developer is working, on a Letter of Credit.
Wywrot worked out an amount. Letter of Credit should be done in a
week or so. Letter will be posted for White Oak I, II, and III. Wywrot
will not sign off until Letter of Credit is in.
8.) White Oak III - Road was an issue but is being resolved. Underground
contractor has started items on the road. Plan Commission did not
approve this. Wywrot is working on a Letter of Credit form. Letter of
Credit will be posted for White Oak I, II, and Ill. Dan recommends
committee sending a letter to the Planning Commission and let them
know the Letter of Credit issue has been addressed.

9.1 Additional Business -
Next Meeting Date - Next Economic Development meeting will be
scheduled for July 17, 1996.
Liaisons for meetings - Jones, Baker, and Sowinski attend the Plan
Commission meetings. Lynch attends Chamber of Commerce
meetings. Nanninga and Mayor Johnson cover Kendall County
Economic Develop meetings. Sowinski attends the Bristol Township
meetings. Baker cover the Down Town Review Board meetings.
Past Due Bills - Would like to establish a policy for collecting unpaid
engineering fees. If a bill does not get paid in a timely fashion can
the City force the developer to stop building? Need to get some
options from Dan. Nanninga and Dan need to talk about the list.
Bring back to next meeting. In the future they will need to pay up
front. Kramer said the City can ask them to pay current or force them
to stop building.
Flow Charts - Nanninga is still working on them. This is a flow chart
to let the developers know what they need to do when and who to
see. Flow chart will also let the developer know what needs to be
paid and when it needs to be paid.
Plan Commission - Plan Commission needs some direction from the
City or Dan. Dan recommends having a workshop.. Everyone need to
know the goals and plans and work together to achieve them.
Attendance seems to be a problem. Plan Commission needs to buy
into the Comp Plan. Comp Plan needs to be followed somewhat.
Ron Walker - Retention area needed to be larger. He will loose some
parking, but that is ok. He has someone looking at the parcel, the
single story building. The retention area is large enough for both
properties. Take to COW.
