Discussion:
1.) R -1 Zoning Standards - Tabled
2.) April Building Department Report - This should be at Administration
Meeting.
3.) Ace Hardware Annexation - Mayor Johnson and Jones met with two
people from Ace Corporation. The property is owned by Ace
Corporation. Currently there would not be any benefit for them to
annex in to the City. City water and sewer does not go out there yet.
They did show some concerns with having to comply with the City
rules and plans. Mayor Johnson would like to continue to negotiate
with them.
4.) Green Briar Unit II Final Plat - Plan Commission did not approve final
plat. Preliminary plan was not approved by Plan Commission but was
approved by the City. The wording on plan will have to be changed.
The conservation easement needs to be two feet all the way around.
This tells the homeowner /property owner that they can not build
anything on the easement and it saves trees. Some of the wording in
the typical lot detail is wide and vague. Change typical lot detail to
include easement on conversation. Lots 126 through lot 131
easement needs to be changed to 20 feet. SSA has been signed and
accepted. The SSA documents are attached to the title /deed. Baker
likes the idea of the lake being City property so any resident can
use it. Little would like to discuss this issue further. If the lake is
private property, the park will have to be moved. Then houses should
e put all the way around the lake.
5.) White Oak Farm Unit II Final Plat - Little has been trying to get copies
of the punch list from J.T. for weeks. Spang spoke with Klaus about
the sewer. Everything is forced into mini force mains then forced into
a holding area /manhole and then moved by force to where it needs to
go. Doing this can cause some potential problems. Little was not

aware of any problems. Little needs to talk with Wywrot and Detmer.
Preliminary plan was done in 1988. All of plan needs to be inspected.
Prochaska would like to see recommendation from Wywrot.
6.) Comprehensive Plan Review - Prochaska said the Parks Compre-
hensive Plan was suppose to come to this meeting but it went to
COW. Prochaska was told it had to come here. The Park and City
Comprehensive plan needs to be kept separate. Baker would like to
schedule a 6:30 p.m. meeting just to discuss the Comprehensive
Plan. Prochaska would like to schedule an annual time to discuss
plan with the public. Baker will check the Austin Room at the
Beecher Building and the County Board Room for available dates in
June.
7.) Marketing Strategy - Ad has been put in the paper with one response.
Erdman is doing a very good job. Prochaska is concerned with too
much information about companies looking to develop in Yorkville
being given out. Mayor Johnson and Jones will talk with Erdman and
request her to use discretion.
8.) Additional Business
Roppolo - Coach Road Hills - Hiles will check on the State laws on the
condominium SSA district. All equipment that is being donated will
be installed. $100,000 will be used to enhance the wetland. The City
would have to designate area as a natural area if the area can not be
enhanced. Sanitary sewer still needs to be discussed. The P.U.D.
will be ongoing through out final plan. They would like the City
Council to approve preliminary plan. Plan would be subject to P.U.D.
Once the preliminary plan is approved the financing and everything
starts at that point. This needs to go to COW and City
Council. Mayor Johnson wants to make sure the J.T. and Wywrot
are ok with this.
SSES Study - One option to help with the cost is to increase the
sewer hook on fees. Prochaska thinks it would be a good
idea to find out where we are at with our fees. Would like to check
with neighboring communities.
Special Census - Spang has done research. The City has more to gain
than to lose. Cost of the census verses the increase to the pension.
Need to have Graff explain it to Committee. This needs more
discussion.
