EDC Minutes 1996 04-16-96 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Economic Development Date of Meeting: April 16, 1996 Location: 111 W. Fox Time Convened: 7:10 P.M. Time Adjourned: 9:15 P.M. Attendees: Kathyy Jones Jeff Spang Jim Nanninga Jeff Baker Bill Schmanski Dan Kramer Ken Baldwin Keith Kushkowski Discussion: 1.) Rt. 71 - Sr. Housing- Elleby /Lawyer - Outside City limits next to Shell. They are requesting a letter from Mayor Johnson saying they are discussing this issue with City of Yorkville. Discussion tabled. 2.) Setbacks - Tabled 3.) Sunset Motel Annexation - The City has been trying to annex this piece of property for years. Kramer has sent letters. He did get a letter back asking the City to leave them alone. They feel the only reason the City is bothering them is because one owner is of Indian decent and is female. Baker would like to force them to annex. The motel needs to be brought up to codes. There are some public safety issues that need to be addressed. Jones would like to check with some of the other properties that have not annexed to the City. She does not want to single any one property out. Spang feels the City should try to eliminate the little islands of property that have not annexed, but all property around them has been annexed. Take to COW. 4.) Comprehensive Plan Update - Looking for date to review. Spang suggest Town Meeting. $25,000 was invested on plan. The plan is three years old. Jones feels that things have changed since the plan was done and it should be updated. Announce at the Town Meeting that the City will be reviewing the plan. Baker would like to have a special meeting to do review. 5.) R -1 Zoning Standards - This was discussed at Planning Council. Planning Council suggest street lights should be placed at intersections. At curves, if the City feels a light is needed. And also at 500 feet minimum spacing. Sidewalks will not be required, but each property owner be served with a paved trail system. Driveways must be paved with a concrete culvert with flared end section. They feel galvanized culverts are not much better that cardboard. Nanninga feels the cost would be approximately $400 to $500 higher. Streets will require a 70 foot Right of Way with a 50 foot setback. - Page 2 - 28 feet of asphalt with a 25 foot driving area marked with reflective striping. 32 foot width full depth stone to provide 2 foot stone shoulders. A ditch on either side with a 1 percent slope. Spang is concerned with this. He feels that all streets should have some kind of curbing to keep the asphalt from crumbling. Schmanski said that as long as it is done correctly with three and one half inches of stone the road will not crumble. The problem with a curb is that when the street need resurfaced then it would have to be grated. With no curbing then you can lay new blacktop and put more stone down. The reason for curbing and gutters in the city is there is not room for a ditch and the water needs to drain to a storm sewer. Planning Council recommends only well or septic, not both, if annexed into the City. If the property owner wants City water and sewer that is ok. Nanninga is not sure if one acre of property is enough property for both well and septic. That would nee be decided by the County Health Department. 6.) Curt Minnecci Recapture - Dan is writing a recapture. Minnecci has requested the City purchase the recapture from him. Baker does not feel the City will do this. The City has not done this in the past. 7.) Keith Kushkowski Recapture - Baker stated that this recapture should have been done one and one half to two years ago. Baker feels this should be written with parcel numbers. If the property does not get developed then Kushkowski will not get a recapture fees. Maximum time on a recapture fee is 20 years. Baker suggest three parcels of property. Three developable sites. Attach an amount to each parcel with eight percent interest. 8.) Marketing Strategy - Erdman is working on map. Nanninga would like authorization to advertise for part -time marketing position. Erdman would be an applicant. Looking for someone that will work 10 -12 hours a week. Spang suggest maybe a marketing student that could work on marketing stuff for 20 -25 hours and then supplement the administration staff the rest of the time. Person would need good telephone skills. Committee members at the meeting give ok to advertise. 9.) Additional Business Fox Hill - In 1992 20 percent of gross property was for parks, open space, green land. Density is not to exceed seven dwelling units per acre. Approximately 37 acres along Rob Roy will be restored. Six acres per parcel is for bike trail. Bike trail will be continuous behind yards. Rear yards are 40 feet. Some greenways are 40 feet wide, some are 25 feet. In POD 6 there is a detention area. Lot size averages 14,000 square feet including green space. Schmanski said there needs to be a 25 foot tangent between two reverse curves. Ken said it is not a problem to change the road. There is a Homeowners Association. If the Homeowners Association fails the City does have the right to go in and charge a fee for taking care of the property. Take to COW for recommendation, then to City Council.
