EDC Minutes 1996 03-19-96 UNITED CITY OF THE VILLAGE OF YORKVILLE Committee Minutes - Economic Development Date of Meeting: March 19, 1996 Location: 111 W. Fox Street Time Convened: 6:43 P.M. SC 96 -1 Patel- Sign Variance - Sign committee would like to do everything possible to help business in Yorkville. The current ordinance states the you have to have a sign on you own property. If there is a sign on the Super 8 Motel property it could lead to alot of confusion as to how to get to it. Super 8 would like to put a sign on the Burger King property using the Burger King drive way in conjunction with their drive. Burger King has agreed to g Super 8 a long term lease on the property for the sign. Baker has no problems with this. Take to COW, then to Council the following Thursday. 2.) PC 96 -4 Conover Rezoning - Recommend. Take to COW on Thursday, then to Council the following Thursday. 3.) PC 96 -6 Kendall Co. Forest Preserve (Kendall Co.) - Recommend to COW. Will be open for discussion at COW. 4.) Curt Minnecci - Self Storage - Minnecci owns and operates a Self Storage business located at 204 Wolf in the Industrial Park. Minnecci does not feel the City has been fair or honest with him. He purchased this property with the understanding it was fully developed with water and sewer. After he bought the property and secured his financing the City told him he would have to put in a storm sewer - Page 2 - i before they would issue any permits. Minnecci put in the storm sewer costing approximately $9500. Now the City wants Minnecci to put in blacktop. He has received a letter stating he would be sued if he did not put the blacktop in. Minnecci want to put the blacktop in. He feels he is losing business because the drive is gravel. However, Mannecci has no money left. He does not feel he would be able to get another loan for the blacktopp because he is already extended due to the storm sewer. There will be two other property owners that will be using this same storm sewer once that land is developed. Minnecci is under the impression that he would receive a recapture fee. That the storm sewer would be divided into one thirds. Minnecci would like the City to pay him the recapture fees for the other two adjoining properties. He is requesting $6373.00 plus interest. He would like to money to go into an account at the YNB in his name. He would like the account to be locked until he has the blacktop done and Detmer approves it, then he will pay for the blacktop with that money. Baker will need to do some checking into this and get back to Minnecci. 5.) PC 95 -15 Roppolo - There are 256 single family homes. 80 townhomes. All the duplex units have been removed. All townhomes will be brick or stone fronts with siding and two car garages. Townhomes will have a Home Owners Association. There will be a SSE in the PUD should the association fail. That gives the City the right to go in and collect money to maintain the property. The average single family lot is 14,000 square feet with 80 foot frontage. South interceptor issue will need to be resolved before final plan can be done. Take to COW. 6.) Marketing Strategy - Erdman has example of map in green. Map shows Yorkville area. Original map is four color and would be expensive. Map with one color and call outs would be much more cost efficient. Baker would like to keep color in line with the colors already in the folders. Erdman will be contacting the Lannert Group for copies of the Riverwalk Park. 7.) Additional Business Chamber of Commerce - Chamber would like to work with the City as well as the City would like to work with the Chamber. This could be a win win situation. There seems to be some things that are repetitive. Chamber secretary gets alot of calls. Calls are also suppose to go to Erdman. Erdman does get notified of any out of town business. Baker would like Erdman to be notified of any business looking for information on Yorkville. Erdman has received some real good information from the DuPage Business Ledger. Economic Development committees from both the City and the Chamber will be getting together. Tanner Update - City is only asking for a completion date. Tanners attorney has given April 15, 1996. Completion includes grading and blacktop. Detmer can not do anything until Tanner does not comply, then will go back into court. Lucas has had problems with his storm - Page 3 - sewer being clogged because of the mud from Tanners property. Lucas let it go for one year. If this is not taken care of p e want /plans on disconnecting Tanner from the storm sewer. This will cause everything to back up into Tanners parking lot. Green Briar - In the subdivision control ordinance the side yard clearance is 10 feet or 10 percent which ever is greater. Side yards seem to be rather narrow. Change page four to require 10 feet. Fronts will be 50 percent brick. Siding should be vinyl, aluminum, or cedar. Should be a certain gage. Detmer is very comfortable with the building codes. Baker will talk with Dan. Take to COW. Tom Hughes - 16 acres behind the Shell Gas Station - Hughes would like to develop this property. Would like to put in a multi recreational area. This would include a restaurant, a bar, a game room for kids, a deli, a smoke shop, a truck stop area, and a beer garden. Hughes already owns the property. Would like a liquor licenses to sell liquor in the restaurant and also packaged liquor. Hiles will check on liquor licenses. Hughes will present idea to COW. Edmeier Group Proposal - Property on corner of Rt. 47 and Rt. 71. Would like to put in a full 18 hole golf course with 171 single family homes. Property is 225 acres total. Would like the homes to range from $170,000 to $200,000. Edmeier has included an area for club house /recreation area. Possibly putting in some golf cottages. Maybe a pool and tennis courts. The homes would have long drives with garages behind the house. Edmeier would also like to put in some townhomes or duplexes. This would be a controlled development. There would be a berm around the golf course to help make it exclusive. The golf course would be opened to the public. They would like to develop the ComEd easement in with the trail system. Proposed area, as is right now shows 3.2 dwelling units per acre. Golf course would be owned by the Edmeiers and other investors. As soon as the financing goes through the Edmeiers plan on applying for annexation and zoning. Then Edmeiers would like to go to Planning Council. Minutes by: Mollie Anderson
