EDC Minutes 1999 01-26-99 I CITY OF YORKVILLE MINUTES ECONOMIC DEVELOPMENT COMMITTEE - JANUARY 26, 1999 i Meeting Called to Order: 6:30 pm Attendees: Art Prochaska Tom Sowinski Richard Sticka Valarie Burd Bob Johnson Joe Wywrot Greg Gabel Mary Unterbrunner Richard LaBerge Patrick Kinnally (briefly) 1. Welcome Service - Mary Unterbrunner Mary Unterbrunner, formerly with Welcome Wagon gave a three phase presentation on a business she proposes to start tentatively called Home Town Hello. Since Welcome Wagon will not be serving Yorkville any longer she would like to keep this service available to new residents in Yorkville. She proposes in Phase One to obtain names and addresses primarily from the City of Yorkville Water Department and compile a list of approximately 40 names and addresses for future use by the Chamber of Commerce and the City. Phase II would be to build contacts within the business community. Phase III would to put Phase I and Phase II together with the Chamber and City. This would involve a per person fee to the City which she has not established yet. The Chamber is receptive to getting names and addresses. Prochaska asked if this would be her own business, and if the City paid a fee for the Welcome Wagon services. Mary confirmed it would be her own business serving the Yorkville area, and that the City had not paid any fees for Welcome Wagon Services. She proposed a contract with the City outlining her services. Sticka asked if her service would extend beyond the City Limits. Mary stated she thought it would. Sowinski asked what the per person fee was with Welcome Wagon. Mary stated businesses paid $2.50 per name, but she really didn't know what the cost for her new service would be to the City. Prochaska stated he saw potential problem, since services paid for by the City generally require a bid situation, and if someone else wanted to provide a service like this one, the City would have to let them. Prochaska stated he would speak to the City Attorney and see what problems the City would have with purchasing a service like this. 3. Elite Printers - Richard LaBerge: Letter regarding Annexation & re- zoning In 1995 when the City was setting boundary lines they sent out some letters inviting area property owners to annex & re -zone so we could develop property. Richard LaBerge /Elite -1- Printers was the recipient of one of these letters. On January 5, 1999 Mr. LaBerge sent the City a letter (see letter attached) as a follow -up to our letter requesting possible annexation with a number of requests included. Prochaska stated to answer the school and YSBD questions, the City has no jurisdiction over the schools, and YBSD fees are also outside of City jurisdiction. Nanninga is on vacation, but left a letter showing his views on this see letter attached). Prochaska agrees with item #2, one (1) water hook -up would be given. Sticka stated the letter outlines the City's standard offer for annexation. Prochaska explained how recapture works, i.e. when someone runs water larger than necessary, and then the next property owner decides to connect a recapture fee is allowed to the person installing the pipe. Sheridan may pay to install this to his property at Route 34 & Eldamain. It is possible it may run in the right -of -way, we don't know yet. LaBerge stated he thought we would write him an offer and he would take it to his attorney for consideration. Sowinski asked how much property we are discussing and how does the Comp Plan show development of this property. Prochaska stated it is a 3 acre parcel and this is shown as Commercial on the Comp Plan. If LaBerge annexed and re -zoned and then sold his property it would be beneficial to have already annexed. LaBerge asked if there were any meetings scheduled for the Sheridan parcel. Prochaska stated it was on the City Council Agenda for 1/28/99. 6. Inland /Landmark Center - Greg Gabel Prochaska distributed a fax on this topic from Chief Graff (see copy attached). There are also comments from Wywrot & JT in a memo (see attachment), and Mike Schoppe will make his comments available before Friday, 1/29/99 for the City meeting with Inland regarding Landmark Center litigation negotiations. Gabel on behalf of Inland stated since this is in litigation, they want to use the Comp Plan to resolve the issues. He suggested all of Route #34 be kept commercial and presented their concept plan to work through. It was agreed that adjacent to the town homes there should be a lot of buffer and there should be covered parking (garages). Trees should stay along Walnut and there should be a suitable Landscaping Plan. Wywrot stated they should maintain McHugh Road width as outlined in the memo. Prochaska stated any settlement would include a Development Agreement. Gabel stated they do not have a building design yet, but the plan shows a generous foot print, large enough to put any suitable building on. Prochaska stated it might be nice to have a park near the apartments. The plan should show where McHugh will come out onto Route #34 as part of the agreement. Mayor Johnson stated this will be important as they work on getting signalization. Wywrot stated that IDOT will have their ideas on where the light should be and they won't bend much.. Sticka asked about the large commercial parcel. Gabel stated there will be out lots along the front for smaller food places, etc. This is common in today's development. Gabel stated the plan shows less than 8 units per acre and they have moved the detention into the residential as an amenity. Prochaska asked what is the next step. Mayor Johnson stated that with favorable EDC results they will meet Friday to work out a settlement agreement with Inland. This is a step in the right direction. If this is part of the settlement that is worked out there will be no need to go to Plan Commission. The meeting will take place at 3:00 PM on Friday, January 29, 1999 in the City Conference Room. -2- Additional Business: Metro Station Committee There was a meeting with Metro regarding putting together a group to locate some stations in Kendall County for a unified approach. An Ad Hoc committee will be put together comprised of a person from each city. Yorkville needs a representative from the Economic Committee to sit in on this committee. It will be on the second Tuesday. Mayor Johnson will sit on this committee until April 30, 99 at which point someone else will have to take -over. The needed study is expensive, about $200,000. Scheffrahn stated the CAT study addresses future stations including Kendall County. Kendall County is ranked as a less likely run than as compared to other busier areas. However, Aurora's Metro station is at capacity. They will identify the number riders from various outlying areas that are currently boarding in Aurora and then determine where new station should be located based on the ridership of the specific area. Metro does require 20 acres of available land for adequate parking which is good for Yorkville since we do have the acreage along the tracks. 2. November Building Report The November Building Report was approved and sent on to COW. 4. Downtown Parking There are talks going on between J.T. and the Masonic Lodge. Prochaska will get and idea on the status of those meetings and memo City Council. i 7. Land -Cash Prochaska stated he had talked to Kramer and Dan is waiting to get with Nanninga to put together all the input for an update. Prochaska suggested that working with developers in calling in their Letters -of- credit, possibly the City could take a loan against the developers bond. Additional Business: Facade: Looking at a program for encouraging facade improvements as a pilot program. 5. Development North: Scheffrahn presented and overview of the situation stating that Oswego is coming west out Route #34 and Montgomery is coming toward us very aggressively. Several developers may be interested. Oswego is looking to make sure that the Route #34 and Orchard Road intersection will be annexed to Oswego. They are giving an inducement of a 12" water line to that area to come into Oswego. Montgomery is approaching landowners in the Yorkville area. Yorkville needs to be able to offer developers something that doesn't have any out of pocket expense for Yorkville. For development, Yorkville's North area would need a water tower in order to service that area. Prochaska asked for ideas on ways Yorkville can attract annexation without spending. -3- Scheffrahn stated the interceptor review of a few years ago could be looked at again. Wywrot stated there is a letter on this from Deuchler (see attached). Scheffrahn stated that a line from the pump station would cost 1 to 2 million. Connection fees for 700 homes would pay for this. Wywrot stated the Hinsdale Nursery /Mosher development will be in three stages. It is pretty conceptual now. The study will tell us what we can and cannot do and will cost $5500. Sowinski stated we should go ahead with the study. Scheffrahn stated perhaps we could extend the Blackberry Creels North Interceptor along Kennedy Road or something similar. Prochaska asked if this study would show the service area of Blackberry Creek North. Wywrot stated yes, everything all along the way. Prochaska stated we need to decide what we want to do to secure this area north and aggressively pursue the areas we need. Wywrot stated we need to decide if we want an interceptor or perhaps Fox Metro might be a better option. Wywrot stated that Deuchler needs and answer now, as they have a commitment that is going to tie them up later. Prochaska stated this would be a study to determine growth to the Northeast. We need this study before we can talk to YBSD. Sowinski asked for Wywrot's opinion on doing this study. Wywrot stated the study will give us direction. The planning area exists today and you need to deal with it today. Put on COW Avenda for 2/4/99 with a positive recommendation from EDC Committee. Next EDC will start discussion on School Transition Fees. Rt. 34 Plano, IL 60545 i Dear Property Owner: We are writing o ask you to join us here as an important element in Yorkville's planned 9 Y J p p n and orderly growth. In exchange for annexing to Yorkville now we would be willing to discuss the following: 1. No annexation fee 2. Rebate each year on the increase in your real estate taxes that are a direct result of annexation; namely, City -of - Yorkville and the Yorkville Library. This would remain in effect as long as you maintain ownership and the use does not change from it's current use. 3. The property could come in as A1- agriculture or we could negotiate zoning based upon the Comprehensive Plan or as mutually agreed. 4. The property would receive one exemption from City water ( 1" ) and from City sanitary service connection fees as water and sewer become available. Please be aware that the Fox Hill development which is directly south of your property did bring both water and sewer mains to the - Rob Roy Creek and will be continuing these lines west to Eldemain Road. These lines were oversized to accommodate some additional growth. We have now hired Deuchler Engineering to design a new line that would follow the Rob Roy Creek south to River Road and then east to the Yorkville - Bristol Sanitary District. That line may not be built for sometime. However, by annexing now, sewer and water capacity would be reserved for your property so these would be immediately I I y o f 1 � • TO: Mayor FROM: Jim Nanninga DATE: January 21, 1999 SUBJECT: Richard LaBerge request to ann We are responding to Mr. LaBerge's request dated, January 5, 1999. Mr. LaBerge refers to an offer made back in 1995 by me, upon concurrence with the Mayor, this is when we were trying to set our boundaries. This is no longer the case and that offer is not current and should not be used as a given. As with any business that the City requests to annex (but actually Mr. LaBerge has made the request) is that the annexation fees would be waived and the property could get one water hook up (I") and one sanitary sewer (6 ") with out a connection charge. The owner would still need to purchase a water meter and install the actual services to the building. We can not, of course, defer any of the YBSD fees and /or charges. Of course, any and all recaptures for extending.the lines from either Fox Hill or Art Sheridan would have to be paid. I would recommend that the property be annexed with the zoning that conforms to the Comprehensive Plan, Commercial. There should be no rebate of real estate taxes in my opinion. I I I would like to address the four items in Mr. LaBerge's letter: 1. No 2. He has asked for three water and sewer hook ups with no fees. See above. If the Council would want to vary from this, one compromise might be to interconnect his current buildings from the single service. Then, whenever he splits the property the buildings on the separated property would have to construct their own services and pay all fees. 3. Already addressed this issue. 4. Yes, if annexed. 2 jmem2' DEMO To: Tun Nanninga, City Administrator From: Joe Wywrot, City Engineer � Subject: Inland Property — SE Corner Route 3 & Route 47 Date: January 20, 1999 I have reviewed the concept plan we received recently for this property, and have the following comments: • Mike Schoppe should review the concept plan, especially with regard to appropriate land use, density, adequate parking, and landscaping. • IDOT will likely require some ROW dedication along Route 34. IDOT will also need to approve the locations and types of access points to Routes 34 & 47. • IDOT has expressed an interest in extending storm sewer to Route 34 near the NE corner of this property. We should give them the opportunity to review the site plans. • Will this development include the construction of a traffic signal at the Route 34 and new McHugh Road intersection? • Any site design should comply with our Subdivision Ordinance. We may want to have a preliminary plan prepared to confirm that adequate space is set aside for detention and to document other aspects of the site design such as ROW widths, areas to be dedicated to the city, utility and sidewalk alignments, roadway design, etc. The plan should also provide for cross - access between outlots to minimize curb cuts onto public roads. • The Park Board should review this plan to discuss whether they want any land donations for a park. • There is recapture against this property for utilities constructed by St. Patrick's Church. • With the large commercial usage of both new McHugh Road and Landmark Ave., I recommend that these roads be built with a collector road pil4ement structure. While Landmark Ave. could possibly be built to a narrower width, McHugh Road should have a 3 -lane cross section and should also comply with our ordinance with respect to minimum horizontal curvature. Improvements will also be needed along existing MuHugh Road and Walnut Street. • The note on the concept plan regarding ROW and roadway design should be deleted. • Will Inland be requesting that the common drive roadways be accepted as public roads? If so, these pavements should also comply with our ordinance with respect to pavement structure, minimum radii, ROW dedication, etc. • Existing Landmark Ave. is only in fair condition. Due to the increased usage of this road, I recommend that this development reconstruct existing Landmark Ave. • We should require that a 12" watermain and be extended to the NE corner along Route 34, and that extended sanitary sewer be kept as deep as possible and extended to the same area. Jim Nanninga FM: Chief Tony Graff RE: Landmark Center Project Review DATE: January 26, 1999 The following comments are from a preliminary review of a concept plan I reviewed in regards to the project being developed by Inland Corporation known as Landmark Center. The concept depicts a mixed zoning of commercial, multi - family, and residential zoning. The density level within the multi - family is above and beyond our current zoning requirements and this could be an acceptable comprise as it compliments the commercial district area. There is one area of concern where there is residential zoning, which is next to RT34 and I concur with Adm. Nanninga's recommendation to change this zoning to a. floating zoning, so we can preserve the commercial district on RT34. The commercial site seems to be adequate as it reflects 102,000 square feet of building space which should attract a good commercial user for this site. The McHugh Road alignment needs to be reviewed as it connects to the current road design otherwise the McHugh Road design within the project should be a good collector road and solve the current design problem with McHugh Road connecting to RT34. However, we will need to close the existing McHugh Road & RT34 intersection and make it a cul -de -sac. One recommendation for the project is to insist on all collector roads and proper intersections connecting to RT34 & RT47 to be completed in phase one of the project, so to facilitate traffic safely throughout the site Another consideration is the Walnut St. improvements need to be move within our 5 year street plan to coincide with this project and Fremont St. intersection at Walnut St. should be properly aligned with this project. Fox St. Suite 3 Yorkville, IL 60560 RE: Proposal to Evaluate Sanitary Sewer Extension in the Bristol Area Dear Joe: It is our understanding that the City of Yorkville is searching for the most cost - efficient method of transporting wastewater flows from an area highlighted on the attached exhibit to either the existing Blackberry Creek Interceptor owned by the Yorkville - Bristol Sanitary District or the proposed, Oswego Interceptor to be installed by the Fox Metro WRD sometime next year. Walter E. Deuchler Associates is proposing to evaluate the feasibility of these two options, at a not -to- exceed amount of $5500, by performing the following services: a) Study the subject area and evaluate the most feasible method of conveying wastewater flows via gravity sanitary sewers and/or pump station to either the Yorkville- Bristol sanitary sewer system and/or the Fox Metro Water Reclamation District sewer system. b) Provide the City with an estimate of Population Equivalent (PE) based on the acreage to be served in the subject area and the density of the future developments. C) Prepare an Exhibit showing the approximate routing of the potential sanitary sewers, and forcemains and location of potential pump station. The approximate sizing of the sewer lines and forcemains will be shown on the Exhibit.. d) Provide the City with opinions of probable construction costs. In order to perform this work, topographic maps of the subject area within two (2) foot contours will be needed. We will also need the projected density of those future developments in order to accurately calculate the future wastewater loads.
