She also noted the used book sale was held on March 7 and preliminary figures show over $5,600 profit and over $2,400 from the raffle. She also reported on the proposed bylaw amendment change for the terms of officers and said it will be voted on in April. The budget will also be voted on then. There is also a proposed amendment regarding 2 levels of membership. The Friends will recognize the library workers day by providing a box lunch on April 21. March 23 is the next meeting for the Friends' Board of Directors. As a fun fact, Director Augustine found the value of one library volunteer hour in Illinois is $34.29 and the Friends' secretary calculated this information. In 2025, there were 1,823 volunteer hours times $34.29 which equals $62,510.67. Staff Comment: Strategic Plan/Department Updates from Circulation Circulation Manager Ms. Iwanski-Goist presented a report and handout for the Circulation Department. She said the front desk staff are the first persons the patrons see and they receive many compliments for their friendliness. Page 1 of 3 3 Seven of the 10 front desk staff are cross trained to work in other areas. She presented statistics on the number of materials borrowed and the savings from using the library vs. buying the materials. Her handout also included info on mobile app use, number of patrons and library cards, delivery of library materials to 41 patrons not able to come to the library (Sharon Mix takes the materials to them), applying for cards on-line, items from other libraries and relationships staff has established with group home patrons. Marketing Plan from Marketing Specialist Ms. Carey also presented a report and gave a handout regarding marketing. She said 2 of her goals in the Strategic Plan Goals are outreach and communications with a focus on community. She explained the various platforms used, said there will be more accessibility and shared the social media goals. Report of the Treasurer: Financial Statement & Payment of Bills Treasurer Milschewski said there was nothing of note in the report this month. Carried 8-0. Report of the Library Director: Director Augustine reported the following: 1. New printer is needed in the kids' department. 2. Had issue with sediment in the upstairs bathroom due to a new anodyne rod and mixing valve needed. Also, a water heater pipe had been installed backwards, so the mixing of hot and cold was the reason for the sediment. 3. A water filling station has been installed on first floor 4. The chiller would not go on due to mice having chewed 5 wires. The cost to replace each wire by Carrier will cost $350-$500 for each one 5. Pest control will install fencing around the chiller base to keep leaves out, which provide nesting materials for the rodents. 6. She attended a meeting in Elburn with a rep from Illinois State Library who answered questions about IPLAR. These reps will also do an audit on how staff spends the grant funds. 7. Library has partnered with 16 other libraries for the “Library Road Trip” which runs from March 28 through April 30. Prizes are sponsored by Friends of the Library. 8. April 11 is the Tablescape event. Tickets go on sale today, Midwest Bank will provide refreshments and an acoustic guitarist will play music. 9. Met with Kendall County Economic Development Director. They are having a job fair in April and will conduct pre-employment job fair workshops at the library. 10. Had conversation with Mayor regarding possible funds, ($130,000 for the library) from future data centers. City Council Liaison: None Standing Committees: None Page 2 of 3 4 Unfinished Business: Representatives from Studio GC Architecture & Interiors Space Planning Consultant Discussion Three representatives from Studio GC Architecture & Interiors were invited to provide information to the Board regarding a space study for the library. They also provided a handout highlighting previous library projects they have done. Mr. Callahan said they pride themselves on providing personalized service and specific plan for the library. One of their four specialty areas is libraries. Mr. Schretter added that technology is the biggest driver of change at libraries. He discussed the four components of a space needs study. They gather the data and analyze it, then break the project into phases, focus on funding and implementation. They noted their company is updating the Aurora Library and branches. Ms. Augustine said that any project costing over $25,000 must go to RFP, however, Mr. Callahan said usually the cost is below that. Mr. Hedman asked how long a space needs study would last. It is typical for it to be 8 weeks and depends also on the amount of community engagement. It was noted that the library already has surveys from the Strategic Plan. The study would also require time involvement for the Director and staff. The Board will discuss this further. New Business: Additional Shelving in Youth & Circulation Department Ms. Augustine said these 2 departments have requested additional shelving and she provided 2 quotes. The first one is for $9,811.58 and is within her threshhold for purchase, but she wanted the board to be aware. Prior to purchase, she will request photos of the shelving to be sure it matches the existing ones. File SEI (Statement of Economic Interest) before 5/1/26 Ms. Augustine reminded the Trustees to file their individual statements prior to May 1. She also gave them a handout to explain the form. Other: Ms. Pesola thanked Ms. Augustine for always being proactive and taking the initiative to exceed what is done in other libraries Executive Session: None New Business cont. Library Operations: We have a new water cooler/bottle filling station installed on the 1st floor outside of the public restrooms. It has been well received by our patrons and staff. We will look at installing another one on the 2nd floor by the public restrooms. Our water heater was replumed to the correct configuration. It was noticed during another repair that the cold and hot were piped incorrectly. We had our annual elevator inspection and our new cab certificate will be mailed. Our IT consultant went through our decommissioned equipment, marked it, and now is staged for recycling. Received another call from our alarm company about motion in the same section as earlier this year. Our alarm company inspected the devices and determined that there were 4 sensors on one circuit. The units were replaced as they were original to the building. The new units will show when they are in alarm. Our annual fire extinguisher inspection has been performed. The technician replaced all extinguishers because they need to be replaced every 6 years. He also added a specialized extinguisher for our IT room that is rated for electrical equipment. The technician said he performs hands on staff safety training in the use of extinguishers. We are considering having this as part of our next staff in-service training day. 29 A new printer has been delivered and installed in the YA Department. Spring cleanup of the building grounds was performed. The company removed debris, trimmed bushes and plants, edged beds, applied mulch, and added a pre-emergent treatment to all beds. Other: The Friends of the Library have recently paid for a new 3D printer for the Youth Department. The Book Your Table: Tablescape fundraiser will be held on Saturday, April 11 from 10:00- 3:00. The FOL corporate sponsor, Midland Bank, will be providing the refreshments and we will have an acoustical guitarist on hand to provide some live music. Attended the Connect Kendall County Commission meeting earlier in the month. We had several YHS students here to move tables, chairs, and boxes for the upcoming FOL Used Book Sale. The sale was a big success with the FOL bringing in sales totaling $5,677 and raffle sales totaling $2,400. Our Library Road Trip started on March 28 and will run through April 30. We have had many families, groups, and library workers coming in and visiting the library. 30 The first week of the program we had a family visit every library and return their passports for a chance to win the grand prizes. We hosted several libraries for the Library Road Trip promo video that was shot at our location with a green screen. You can view the video here: https://drive.google.com/file/d/121vgOYy3E-ZnWBqDYhlNJlhMtvVTwIr4/view?usp=sharing I have confirmed the color and measurements of the additional shelving to be added to the Youth and Circulation Departments. A deposit has been created and the items have been ordered. We had a site visit with a representative from the Illinois State Library to go over our FY25 Per Capita Grant expenditures. I supplied her with copies of our invoices and we also discussed other services offered by the ISL. I asked a few questions about the IPLAR and reporting structure. The visit ended with a full tour of the library. Prai rieCat has reached out to use our meeting room for one of their monthly Admin Council meetings in Feb of 27. The Library was contacted by the Kendall County Sheriff’s office about joining them on Aug 4 for their National Night Out event. We have committed to participating. We have been invited to attend the AID CARES Awards ceremony where we will be honored with the Outstanding Community Supporter Award. The AID CARES Awards celebrates and recognized client achievement, honors the generosity and dedication of volunteers, donors, community supporters, and employees who helped make their 2025 a success. I reached out the Rep. Jed Davis’s office to support HB 5236 The Digital Library Protection Act and invited him to the library for a tour and to talk more about this issue. I also signed the witness slip with the house in support of this bill. I received an email in return from his office that he is reviewing HB 5236 and gathering input from stakeholders on all sides of the issue. I have created L2 account for all board members who had not yet done so. The purpose of this assessment is to evaluate the Library’s existing facilities, identify current and future space needs, and provide recommendations to support evolving library services, community use, and operational efficiency. Library Background: The Yorkville Public Library serves a population of approximately 21,533 (2020 US Census) in Kendall County, with one two-story building location. In 2007 an expansion of 36,000 square feet was added to the existing 6,000 square foot structure that was built in 1983. As community needs, technologies, and service models continue to evolve, the Library seeks to better understand how its physical spaces can best support its mission now and in the future. Project Overview: The selected firm will conduct a comprehensive Space Needs Assessment that evaluates existing conditions, projects future needs, and recommends space strategies aligned with best practices in modern public library design. The assessment is expected to inform future planning efforts, which may include renovation, expansion, consolidation, or development of new facilities. Scope of Services: At a minimum, the Space Needs Assessment is expected to include the following elements: • Conduct a comprehensive assessment of the current library building, including: o Space utilization and functionality o Community needs and preferences o Building condition and accessibility 43 o Technology infrastructure • Engagement with Library leadership and staff (and stakeholders, if appropriate) • Analyze demographic data, library usage statistics, and community feedback to identify trends and future needs. • Provide information that reviews public libraries in communities of similar population, comparable towns, and/or other useful conditions for comparison. • Create a comprehensive Master Plan that includes: o A long-term vision for the library o Recommendations for optimizing existing facilities o Strategies for addressing space needs, including potential renovations, consolidations, or expansions. o Phased implementation plan with cost estimates o Technology infrastructure recommendations o Community comparative matrix Qualifications: The library is seeking qualified architectural firms with a strong understanding of modern library service models and best practices, and those firms should have experience performing space needs assessments for public libraries. Potential candidates should have the ability to engage leadership staff and stakeholders in a collaborative and inclusive manner. Proposal Submission Requirements: Interested firms should submit a SOQ that includes the following: • Firm overview, qualifications, and interest in the project • Relevant project experience, including at least three references from previous library space needs assessments within the past 10 years • Proposed project team and their qualifications • Approach and methodology, including stakeholder and community engagement strategies. • Project timeline • Detailed fee proposal - ? Selection Process: A selection committee will review all proposals based on the established criteria. Shortlisted firms may be invited for presentations and interviews. The Library reserves the right to reject any or all proposals. 44 Schedule: The Library reserves the right to modify this schedule as needed. • RFQ issued – ? • Deadline for Questions – ? • Submission deadline – ? • Interviews (if needed) – ? • Firm Selection date – ? Submission Instructions: Statements of Qualifications must be submitted electronically to Shelley Augustine, Library Director at saugustine@yorkville.lib.il.us by __?___ to be considered. Questions may also be directed to the Library Director by email or phone at 630-553-4345 ext 117. 45 This page intentionally left blank. 46 To: Board of Trustees From: Shelley Augustine – Library Director Date: March 23, 2026 Subject: Non-Resident cards Section 3050.20 of the Illinois State Administrative Code requires that each public library make an annual decision whether to participate in the state’s nonresident fee program or not. If a Library participates, it must also set the fee nonresidents will pay for their card, which must be at least equal to the cost paid by the residents. Administrative rules [23 Ill. Adm. Code 3050] determine where non-residents must go to purchase their non-resident card. These same rules also delineate formula options that library boards should use in calculating the library’s non-resident fee. Section 3050.60 Non-Resident Fee Formula set by the Illinois State Library. General Mathematical Formula 1) To determine the minimum non-resident fee, a local library should divide the library income from public property tax sources or its equivalent by the local population to determine the cost of service per capita a. $1,129,802 (income) divided by 21,533 (US Census 2020) X 3.03 (Persons per household – US Census 2020) = $158.98 Tax Bill Methods 1) Non-Resident Taxpayer: The library tax rate or equivalent, including all special levies, is applied to the non-resident property owner's principal residence assessed valuation on an individual, case by case basis. The most recent property tax bill will be used. The property owner will pay the same amount as would be paid if the property were in the library service area. a. Net taxable value x current tax rate (.00116420) = Cost of non-resident card It is my recommendation to participate in the non-resident fee program and to adopt the Tax Bill method for determining the cost of a non-resident card. 47 RESOLUTION 01-26 ANNUAL RESOLUTION AUTHORIZING NON-RESIDENT LIBRARY CARDS WHEREAS, the Yorkville Public Library (the Library) is a tax-supported public library; and WHEREAS, persons residing within the jurisdictional boundaries of the Library pay taxes to support the Library; and WHEREAS, the Local Library Act (the Act) provides that the Board of Library Trustees (the Board) may allow non-residents to purchase a library card, i.e., the Act provides the Board may extend the privileges and use of the Library, including the borrowing of materials on an individual basis by persons residing outside the Library (75 ILCS 5/4-7(12); and WHERAS, the Act stipulates that “A person residing outside of a public library service area must apply for a non-resident card at the public library located closest to the person’s principal residence”; and WHEREAS, the Board has determined for its fiscal year commencing May 1, 2026 and ending April 30, 2027 to participate in the non-resident reciprocal borrowing program of its regional library system and to issue non-resident library cards. NOW, THEREFORE, be it and it is hereby resolved by the Board as follows: Section 1: Individuals residing beyond the jurisdictional boundaries of the Library and owning no taxable property within the jurisdictional boundaries of the Library may purchase a non-resident fee card for the price calculated according to the “Tax Bill Method” (see 23 Ad. Code 3050.60(b)). Section 2: Individuals residing beyond the jurisdictional boundaries of the Library but owning or leasing property that is taxed for library service (as an individual, a partner, the principal stockholder, or other joint owner) within the jurisdictional boundaries of the Library, or serving as a senior administrative officer of a firm, business or other corporation owning taxable property within the jurisdictional boundaries of the Library may obtain a non-resident library card without payment of the non-resident fee upon presentation of the most recent tax bill upon that taxable property or a copy of the commercial lease 48 of that taxable property. Each non-resident library card issued pursuant to this Section is limited to the exclusive use of the individual whose name appears on its face. Section 3: The Library shall notify the regional library system of this Resolution within 30 days of the adoption of this Resolution. Section 4: A valid non-resident library card issued by the Library pursuant to this Resolution shall afford a non-resident library cardholder all the services which the Library affords its residents, including reciprocal borrowing privileges. Section 5: This Resolution is effective upon its adoption.
